Lowe(1885), reasoned that the authority of the federal governmentover federal lands is ``necassarily paramount.'' The Courtopinion went on to further reason that state governments alsohave rights though with regards to certain activites thattake place on federal lands within state borders. The Actprovides guidelines for controlling populations of bison inGrand Canyon National Park and requires the Secretary tocorrdinate with the appropriate State Wildlife ManagementAgency, thus making it constitutionally permissible.[Page H1770]</pre>]]></constitutionalAuthorityStatementText>

        <text><![CDATA[ <p><b>Grand Canyon Bison Management Act</b></p> <p>Directs the Department of the Interior to publish a management plan to reduce, through humane lethal culling by skilled public volunteers and other nonlethal means, the population of bison in the Grand Canyon National Park in Arizona that Interior determines are detrimental to the uses of the Park. </p> <p>Permits the removal by such a volunteer of a full bison harvested from the Park. </p> <p>Instructs Interior to coordinate with the Arizona Game and Fish Commission regarding the development and implementation of the management plan. </p> <p>Requires Interior, in developing such plan, to comply with all applicable federal environmental laws, including the National Environmental Policy Act of 1969 (NEPA).</p>]]></text>
