Sets forth requirements for such road corridor.

Authorizes Alaska and the Prince of Wales Community Advisory Council to participate as cooperating agencies during the preparation of any environmental impact statement prepared with respect to the road corridor.

Expresses the intent of Congress that any federal permit required for such road construction be issued or denied within one year after the date of the permit application.
