Permits such land to be acquired only by donation and only after the Secretary has disposed of, by public auction, approximately 1,575 acres of federal land under the Secretary's administration.

Requires the Secretary: (1) to administer such land as part of the Park; (2) not to prohibit recreational activities otherwise permitted within the Park upon this Act's enactment; and (3) within one year after acquiring such lands, to comply with a hazardous fuels reduction plan developed for such lands.
