Dole (1987), reasonedthat conditions and limitations on funds were constitutionaland within the power of Congress under the Spending Clause.Thus, conditioning the use of federal funds in order todirect appropriate spending goals and purposes areconstitutionally permissible. As the spending is national inscope and pertains to all employees in the LegislativeBranch, and the conditions are clear, the limitation isconstitutional.[Page H4059]</pre>]]></constitutionalAuthorityStatementText>
