While the scope of Congress'powers is an appropriate matter for House debate, the listingof specific textual authorities for routine Congressionallegislation about which there is no legitimate constitutionalconcern is a diminishment of the majesty of our FoundingFathers' vision for our national legislature.[Page H1826]
</constitutionalAuthorityStatementText>
