    <constitutionalAuthorityStatementText><![CDATA[<pre>From the Congressional Record Online through the Government Publishing Office [<a href='http://www.gpo.gov'>www.gpo.gov</a>]By Mr. LARSEN of Washington:H.R. 1740.Congress has the power to enact this legislation pursuantto the following:Under Article 1, Section 2 of the Constitution, ``the Houseof Representatives shall be composed of Members chosen everysecond Year by the People of the several States.'' Asdescribed in Article 1, Section 1 ``all legislative powersherein granted shall be vested in a Congress.'' I was electedin 2010 to serve in the 112th Congress as certified by theSecretary of State of Washington state.Article III, Section 2 states that the Supreme Court has``the judicial power'' that ``shall extend to all cases, inlaw and equity, arising under this Constitution, the laws ofthe United States.'' Article II, Section 1 of theConstitution provides that the Supreme Court is the supremelaw of the land when stating ``The judicial power of theUnited States, shall be vested in one supreme Court.''The power of judicial review of the Supreme Court wasupheld in Marbury v Madison in 1803, giving the Supreme Courtthe authority to strike down any law it deemsunconstitutional. Members of Congress, having been electedand taken the oath of office, are given the authority tointroduce legislation and only the Supreme Court, asestablished by the Constitution and precedent, can determinethe Constitutionality of this authority.[Page H3109]</pre>]]></constitutionalAuthorityStatementText>
