Amends the Immigration and Nationality Act to: (1) revise entry provisions for H-1B visa foreign medical graduates and provide for an increase under specified conditions in the annual per-state cap of 30 foreign doctors; and (2) exempt from worldwide immigration numerical limitations alien physicians who have completed service requirements of a state waiver or exemption, including alien physicians who completed such service before the date of enactment of this Act.
