Requires the Manzano Wilderness Study Area to be designated as wilderness and added to the Manzano Mountain Wilderness.

Directs the Secretary of Agriculture to grant access to Las Placitas Acequia Association and San Antonio de Las Huertas Acequia Association for the maintenance of those acquias located within the Cibola National Forest that were in use prior to the addition of such land to the National Forest System.
