Allows the Commissioner of Social Security to charge a reasonable fee to the recipient as a condition for issuance of a card.

Authorizes the Commissioner, through a Memorandum of Understanding and a reimbursement of costs, to delegate to the Secretary of Homeland Security the process of meeting the requirements of this Act.
