Authorizes the Director to provide a monthly assistance allowance to service-connected disabled veterans participating in an event sanctioned by the U.S. Olympic Committee (USOC) or residing at a USOC training center.

Directs the Secretary of Veterans Affairs to enter into a memorandum of understanding with the USOC to provide support and reimbursement for USOC expenditures for the military paralympic program.
