Requires such programs to focus on medical therapy development and manufacturing, analytical technologies, modeling, and informatics.

Requires the Commissioner to establish a Coordinating Committee to: (1) assist with and coordinate research and develop strategies for the rapid design, enhanced manufacturing process, and improved quality of new medical technology; and (2) develop a plan for supporting, through NIPTE and federal agency participants, research and education relating to medical technology development and manufacturing.
