Forsythe National Wildlife Refuge, formerly known as the Brigantine National Wildlife Refuge) located on Long Beach Island in Ocean County, New Jersey, to provide a narrow transition zone between the mean high tide line and the wilderness boundaries to permit vehicles to safely access and park on the beach without inadvertently entering the wilderness area. Declares that nothing in this Act shall be construed to alter the Secretary's authority to prohibit or restrict public access to such area during the breeding season of the piping plover.
