00 2003-05-14 Introduced in House 2004-01-20T20:49:15Z Amends Federal law to prohibit a State that has been redistricted after an apportionment from being so redistricted until after the next apportionment of Representatives, unless the State is ordered by a Federal court to conduct such subsequent redistricting in order to: (1) comply with the U.S. Constitution; or (2) enforce the Voting Rights Act of 1965 or otherwise enforce the voting rights of the people of the State.
