An Act To extend authorizations for the airport improvement program, to extend the funding and expenditure authority of the Airport and Airway Trust Fund, and for other purposes.   Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.  This Act may be cited as the “Airport and Airway Extension Act of 2024, Part II”.

</num><heading>EXTENSION OF AIRPORT IMPROVEMENT PROGRAM; DISCRETIONARY FUND.</heading><subsection class="indentUp0 firstIndent1 fontsize10" id="d202e130" identifier="/us/bill/118/hr/8289/tI/s101/a" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">(a) </num><heading><inline class="smallCaps">Authorization of Appropriations</inline>.—</heading><content><ref href="/us/usc/t49/s48103/a/7">Section 48103(a)(7) of title 49, United States Code</ref>, shall be applied by substituting “$2,105,191,256 for the period beginning October 1, 2023, and ending on May 17, 2024.” for “$2,041,120,218 for the period beginning October 1, 2023, and ending on May 10, 2024.”.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d202e141" identifier="/us/bill/118/hr/8289/tI/s101/b" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">(b) </num><heading><inline class="smallCaps">Obligation Authority</inline>.—</heading><content>Subject to limitations specified in advance in appropriations Acts, sums made available pursuant to subsection (a) may be obligated at any time through September 30, 2024, and shall remain available until expended.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d202e149" identifier="/us/bill/118/hr/8289/tI/s101/c" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="c">(c) </num><heading><inline class="smallCaps">Project Grant Authority</inline>.—</heading><content><ref href="/us/usc/t49/s47104/c">Section 47104(c) of title 49, United States Code</ref>, shall be applied by substituting “May 17, 2024” for “May 10, 2024”.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d202e160" identifier="/us/bill/118/hr/8289/tI/s101/d" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="d">(d) </num><heading><inline class="smallCaps">Special Rule for Apportionments</inline>.—</heading><content><ref href="/us/usc/t49/s47114/c/1/J">Section 47114(c)(1)(J) of title 49, United States Code</ref>, shall be applied by identifier="/us/bill/118/hr/8289/tII/s201" style="-uslm-lc:I650143"><num value="201">SEC. 201. </num><heading>EXPENDITURE AUTHORITY FROM AIRPORT AND AIRWAY TRUST FUND.</heading><subsection class="indentUp0 firstIndent1 fontsize10" id="d202e377" identifier="/us/bill/118/hr/8289/tII/s201/a" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">(a) </num><content>Sections 9502(d)(1) and 9502(e)(2) of the Internal Revenue Code of 1986 shall be applied by substituting “May 18, 2024” for “May 11, 2024”.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d202e381" identifier="/us/bill/118/hr/8289/tII/s201/b" role="instruction" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">(b) </num><content>Section 9502(d)(1)(A) of the Internal Revenue Code of 1986 <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="delete">striking</amendingAction> the semicolon at the end and <amendingAction type="insert">inserting</amendingAction> “<quotedText>or the Airport and Airway Extension Act of 2024, Part II;</quotedText>”.</content></subsection></section> <section id="d202e396" identifier="/us/bill/118/hr/8289/tII/s202" style="-uslm-lc:I650143"><num value="202">SEC. 202. </num><heading>EXTENSION OF TAXES FUNDING AIRPORT AND AIRWAY TRUST FUND.</heading><subsection class="indentUp0 firstIndent1 fontsize10" id="d202e400" identifier="/us/bill/118/hr/8289/tII/s202/a" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">(a) </num><content>Sections 4043(d), 4081(d)(2)(B), 4261(j), 4261(k)(1)(A)(ii), and 4271(d)(1)(A)(ii) of the Internal Revenue Code of 1986 shall be applied by substituting “May 17, 2024” for “May 10, 2024”.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d202e404" identifier="/us/bill/118/hr/8289/tII/s202/b" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2"
