<section id="d629e62" identifier="/us/bill/118/hr/807/s1" style="-uslm-lc:I650146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I650120">  This Act may be cited as the “<shortTitle role="act">Working Dog Commemorative Coin Act</shortTitle>”.</content></section>
<section id="d629e72" identifier="/us/bill/118/hr/807/s2" style="-uslm-lc:I650141"><num class="fontsize12" value="2">SEC. 2. </num><heading>FINDINGS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x4ae4b8c3-a7b4-11ef-abb0-c7bf22072a61" style="-uslm-lc:I650120">  The Congress finds the following:</chapeau><paragraph class="firstIndent0 fontsize10" id="y4ae4b8c4-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s2/1" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>Dogs going back thousands of years have been tied to humans whether for protection, companionship, or assisting in daily activities.</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y4ae4b8c5-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s2/2" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>The United States had an unofficial canine military presence assisting soldiers in the Civil War and World War I, but military K–9s did not become officially recognized until March 13, 1942. During the height of the wars in Afghanistan and Iraq it is estimated that the United States military employed near 2,500 K–9s.</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y4ae4b8c6-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s2/3" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>Military K–9s have seen service in every major United States combat since World War I and have been praised by military leadership as an indispensable asset for military, police, government, and private security teams around the world.</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y4ae4b8c7-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s2/4" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>In 2000, Congress passed “Robby’s Law” which allowed for the adoption of military K–9s by law enforcement agencies, former handlers, and other care groups.</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y4ae4b8c8-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s2/5" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>Since 2000, military K–9s have left service and gone onto work explosive detection for police forces, and work as service dogs for veterans and families.</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y4ae4b8c9-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s2/6" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>Beyond their military working capacity, working dogs provide enhanced mobility assist and renewed independence for the injured and disabled. Service dogs are able to support veterans struggling after war, hear for those who are deaf, see for those who are blind, and even sense changes in a person’s body before a seizure. Working dogs play a vital role in improving the lives of many.</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y4ae4b8ca-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s2/7" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>The service dog programs of America’s VetDogs were created to provide enhanced mobility and renewed independence to United States veterans, active-duty service members, and first responders with disabilities.</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y4ae4b8cb-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s2/8" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">(8) </num><chapeau>America’s VetDogs provides—</chapeau><subparagraph class="firstIndent0 fontsize10" id="y4ae4b8cc-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s2/8/A" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>guide dogs for individuals who are blind or have low vision;</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y4ae4b8cd-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s2/8/B" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>hearing dogs for those who have lost their hearing later in life by alerting to alarms, door bells, sirens, and more;</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y4ae4b8ce-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s2/8/C" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>service dogs for those with other physical disabilities that are specially trained to provide balance, retrieve dropped items, open and close doors, turn on and off lights, carry a backpack, and more;</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y4ae4b8cf-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s2/8/D" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>facility dogs which are specially trained to spend time working with wounded veterans recovering at military hospitals and veterans medical centers;</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y4ae4b8d0-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s2/8/E" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><content>dogs that work with physical and occupational therapists as they treat soldiers and become an essential part of the healing process; and</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y4ae4b8d1-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s2/8/F" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="F">(F) </num><content>PTSD service dogs that are trained to help mitigate the symptoms of PTSD by providing the emotional and physical support a veteran may need.</content></subparagraph></paragraph></section>
<section id="d629e135" identifier="/us/bill/118/hr/807/s3" style="-uslm-lc:I650141"><num class="fontsize12" value="3">SEC. 3. </num><heading>COIN SPECIFICATIONS.</heading><subsection class="firstIndent0 fontsize10" id="y4ae52e02-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s3/a" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10 smallCaps">Denominations<inline class="noSmallCaps">.—</inline></heading><chapeau>The Secretary of the Treasury (hereafter in this Act referred to as the “Secretary”) shall mint and issue the following coins in commemoration of the invaluable service that working dogs provide to society.</chapeau><paragraph class="firstIndent0 fontsize10" id="y4ae52e03-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s3/a/1" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10 smallCaps">$5 gold coins<inline class="noSmallCaps">.—</inline></heading><chapeau>Not more than 50,000 $5 coins, which shall—</chapeau><subparagraph class="firstIndent0 fontsize10" id="y4ae52e04-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s3/a/1/A" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>weigh 8.359 grams;</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y4ae52e05-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s3/a/1/B" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>have a diameter of 0.850 inches; and</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y4ae52e06-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s3/a/1/C" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>contain 90 percent gold.</content></subparagraph></paragraph><paragraph class="firstIndent0 fontsize10" id="y4ae52e07-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s3/a/2" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10 smallCaps">$1 silver coins<inline class="noSmallCaps">.—</inline></heading><chapeau>Not more than 500,000 $1 coins, which shall—</chapeau><subparagraph class="firstIndent0 fontsize10" id="y4ae52e08-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s3/a/2/A" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>weigh 26.73 grams;</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y4ae52e09-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s3/a/2/B" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>have a diameter of 1.500 inches; and</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y4ae52e0a-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s3/a/2/C" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>contain not less than 90 percent silver.</content></subparagraph></paragraph><paragraph class="firstIndent0 fontsize10" id="y4ae52e0b-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s3/a/3" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10 smallCaps">Half-dollar clad coins<inline class="noSmallCaps">.—</inline></heading><chapeau>Not more than 750,000 half-dollar coins which shall—</chapeau><subparagraph class="firstIndent0 fontsize10" id="y4ae52e0c-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s3/a/3/A" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>weigh 11.34 grams;</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y4ae52e0d-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s3/a/3/B" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>be struck on a planchet having a diameter of 1.205 inches; and</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y4ae52e0e-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s3/a/3/C" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>be minted to the specifications for half-dollar coins contained in <ref href="/us/usc/t31/s5112/b">section 5112(b) of title 31, United States Code</ref>.</content></subparagraph></paragraph></subsection><subsection class="firstIndent0 fontsize10" id="y4ae52e0f-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s3/b" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10 smallCaps">Legal Tender<inline class="noSmallCaps">.—</inline></heading><content>The coins minted under this Act shall be legal tender, as provided in <ref href="/us/usc/t31/s5103">section 5103 of title 31, United States Code</ref>.</content></subsection><subsection class="firstIndent0 fontsize10" id="y4ae52e10-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s3/c" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10 smallCaps">Numismatic Items<inline class="noSmallCaps">.—</inline></heading><content>For purposes of sections 5134 and 5136 of <ref href="/us/usc/t31">title 31, United States Code</ref>, all coins minted under this Act shall be considered to be numismatic items.</content></subsection></section>
<section id="d629e237" identifier="/us/bill/118/hr/807/s4" style="-uslm-lc:I650141"><num class="fontsize12" value="4">SEC. 4. </num><heading>DESIGNS OF COINS.</heading><subsection class="firstIndent0 fontsize10" id="y4ae5a341-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s4/a" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10 smallCaps">Design Requirements<inline class="noSmallCaps">.—</inline></heading><paragraph class="firstIndent0 fontsize10" id="y4ae5a342-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s4/a/1" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10 smallCaps">In general<inline class="noSmallCaps">.—</inline></heading><content>The designs of the coins minted under this Act shall be emblematic of the vast contributions that working dogs serve in society to include the range of services that these dogs provide in detection, military service, therapy and assistance.</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y4ae5a343-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s4/a/2" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10 smallCaps">Designs and inscriptions<inline class="noSmallCaps">.—</inline></heading><chapeau>On each coin minted under this Act, there shall be—</chapeau><subparagraph class="firstIndent0 fontsize10" id="y4ae5a344-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s4/a/2/A" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>a designation of the value of the coin;</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y4ae5a345-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s4/a/2/B" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>an inscription of the year “2027”; and</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y4ae5a346-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s4/a/2/C" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>inscriptions of the words “Liberty”, “In God We Trust”, “United States of America”, and “E Pluribus Unum”.</content></subparagraph></paragraph></subsection><subsection class="firstIndent0 fontsize10" id="y4ae5a347-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s4/b" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10 smallCaps">Selection<inline class="noSmallCaps">.—</inline></heading><chapeau>The designs for the coins minted under this Act shall be—</chapeau><paragraph class="firstIndent0 fontsize10" id="y4ae5a348-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s4/b/1" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>selected by the Secretary after consultation with—</chapeau><subparagraph class="firstIndent0 fontsize10" id="y4ae5a349-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s4/b/1/A" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>America’s VetDogs; and</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y4ae5a34a-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s4/b/1/B" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Commission of Fine Arts; and</content></subparagraph></paragraph><paragraph class="firstIndent0 fontsize10" id="y4ae5a34b-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s4/b/2" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>reviewed by the Citizens Coinage Advisory Committee.</content></paragraph></subsection></section>
<section id="d629e301" identifier="/us/bill/118/hr/807/s5" style="-uslm-lc:I650141"><num class="fontsize12" value="5">SEC. 5. </num><heading>ISSUANCE OF COINS.</heading><subsection class="firstIndent0 fontsize10" id="y4ae5ca5c-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s5/a" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10 smallCaps">Quality of Coins<inline class="noSmallCaps">.—</inline></heading><content>Coins minted under this Act shall be issued in uncirculated and proof qualities.</content></subsection><subsection class="firstIndent0 fontsize10" id="y4ae5ca5d-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s5/b" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10 smallCaps">Mint Facility<inline class="noSmallCaps">.—</inline></heading><content>Only 1 facility of the United States Mint may be used to strike any particular quality of the coins minted under this Act.</content></subsection><subsection class="firstIndent0 fontsize10" id="y4ae5ca5e-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s5/c" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10 smallCaps">Period for Issuance<inline class="noSmallCaps">.—</inline></heading><content>The Secretary may issue coins minted under this Act only during the 1-year period beginning on January 1, 2027.</content></subsection></section>
<section id="d629e330" identifier="/us/bill/118/hr/807/s6" style="-uslm-lc:I650141"><num class="fontsize12" value="6">SEC. 6. </num><heading>SALE OF COINS.</heading><subsection class="firstIndent0 fontsize10" id="y4ae6187f-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s6/a" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10 smallCaps">Sale Price<inline class="noSmallCaps">.—</inline></heading><chapeau>The coins issued under this Act shall be sold by the Secretary at a price equal to the sum of—</chapeau><paragraph class="firstIndent0 fontsize10" id="y4ae61880-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s6/a/1" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the face value of the coins;</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y4ae61881-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s6/a/2" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the surcharge provided in section 7(a) with respect to such coins; and</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y4ae61882-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s6/a/3" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>the cost of designing and issuing the coins (including labor, materials, dies, use of machinery, overhead expenses, marketing, and shipping).</content></paragraph></subsection><subsection class="firstIndent0 fontsize10" id="y4ae61883-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s6/b" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10 smallCaps">Bulk Sales<inline class="noSmallCaps">.—</inline></heading><content>The Secretary shall make bulk sales of the coins issued under this Act at a reasonable discount.</content></subsection><subsection class="firstIndent0 fontsize10" id="y4ae61884-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s6/c" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10 smallCaps">Prepaid Orders<inline class="noSmallCaps">.—</inline></heading><paragraph class="firstIndent0 fontsize10" id="y4ae61885-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s6/c/1" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10 smallCaps">In general<inline class="noSmallCaps">.—</inline></heading><content>The Secretary shall accept prepaid orders for the coins minted under this Act before the issuance of such coins.</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y4ae61886-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s6/c/2" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10 smallCaps">Discount<inline class="noSmallCaps">.—</inline></heading><content>Sale prices with respect to prepaid orders under paragraph (1) shall be at a reasonable discount.</content></paragraph></subsection></section>
<section id="d629e386" identifier="/us/bill/118/hr/807/s7" style="-uslm-lc:I650141"><num class="fontsize12" value="7">SEC. 7. </num><heading>SURCHARGES.</heading><subsection class="firstIndent0 fontsize10" id="y4ae666a7-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s7/a" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10 smallCaps">In General<inline class="noSmallCaps">.—</inline></heading><chapeau>All sales of coins issued under this Act shall include a surcharge of—</chapeau><paragraph class="firstIndent0 fontsize10" id="y4ae666a8-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s7/a/1" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>$35 per coin for the $5 coin;</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y4ae666a9-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s7/a/2" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>$10 per coin for the $1 coin; and</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y4ae666aa-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s7/a/3" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>$5 per coin for the half-dollar coin.</content></paragraph></subsection><subsection class="firstIndent0 fontsize10" id="y4ae666ab-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s7/b" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10 smallCaps">Distribution<inline class="noSmallCaps">.—</inline></heading><chapeau>Subject to <ref href="/us/usc/t31/s5134/f/1">section 5134(f)(1) of title 31, United States Code</ref>, all surcharges received by the Secretary from the sale of coins issued under this Act shall be promptly paid by the Secretary to America’s VetDogs for application to general expenses associated with the fulfillment of the mission of America’s VetDogs, including for costs associated with—</chapeau><paragraph class="firstIndent0 fontsize10" id="y4ae666ac-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s7/b/1" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>personnel related to training, dog care, and consumer needs;</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y4ae666ad-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s7/b/2" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>consultants to facilitate the training of America’s VetDogs Certified Service Dog Instructors; and</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y4ae68dbe-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s7/b/3" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>travel, room and board for clients served by America’s VetDogs.</content></paragraph></subsection><subsection class="firstIndent0 fontsize10" id="y4ae68dbf-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s7/c" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10 smallCaps">Audits<inline class="noSmallCaps">.—</inline></heading><content>The Comptroller General of the United States shall have the right to examine such books, records, documents, and other data of each of the organizations referred to in subsection (b) as may be related to the expenditures of amounts paid under that subsection.</content></subsection><subsection class="firstIndent0 fontsize10" id="y4ae68dc0-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s7/d" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10 smallCaps">Limitation<inline class="noSmallCaps">.—</inline></heading><content>Notwithstanding subsection (a), no surcharge may be included with respect to the issuance under this Act of any coin during a calendar year if, as of the time of such issuance, the issuance of such coin would result in the number of commemorative coin programs issued during such year to exceed the annual 2 commemorative coin program issuance limitation under <ref href="/us/usc/t31/s5112/m/1">section 5112(m)(1) of title 31, United States Code</ref> (as in effect on the date of the enactment of this Act). The Secretary of the Treasury may issue guidance to carry out this subsection.</content></subsection></section>
<section id="d629e455" identifier="/us/bill/118/hr/807/s8" style="-uslm-lc:I650141"><num class="fontsize12" value="8">SEC. 8. </num><heading>FINANCIAL ASSURANCES.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x4ae68dc1-a7b4-11ef-abb0-c7bf22072a61" style="-uslm-lc:I650120">   The Secretary shall take such actions as may be necessary to ensure that—</chapeau><paragraph class="firstIndent0 fontsize10" id="y4ae68dc2-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s8/1" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>minting and issuing coins under this Act will not result in any net cost to the United States Government; and</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y4ae68dc3-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s8/2" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>no funds, including applicable surcharges, are disbursed to any recipient designated in section 7 until the total cost of designing and issuing all of the coins authorized by this Act (including labor, materials, dies, use of machinery, overhead expenses, marketing, and shipping) is recovered by the United States Treasury, consistent with sections 5112(m) and 5134(f) of <ref href="/us/usc/t31">title 31, United States Code</ref>.</content></paragraph></section>
<section id="d629e474" identifier="/us/bill/118/hr/807/s9" style="-uslm-lc:I650141"><num class="fontsize12" value="9">SEC. 9. </num><heading>BUDGETARY EFFECTS.</heading><subsection class="firstIndent0 fontsize10" id="y4ae6b4d4-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s9/a" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10 smallCaps">Statutory PAYGO Scorecards<inline class="noSmallCaps">.—</inline></heading><content>The budgetary effects of this section shall not be entered on either PAYGO scorecard maintained pursuant to section 4(d) of the Statutory Pay-As-You-Go Act of 2010 (<ref href="/us/usc/t2/s933/d">2 U.S.C. 933(d)</ref>).</content></subsection><subsection class="firstIndent0 fontsize10" id="y4ae6b4d5-a7b4-11ef-abb0-c7bf22072a61" identifier="/us/bill/118/hr/807/s9/b" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10 smallCaps">Senate PAYGO Scorecards<inline class="noSmallCaps">.—</inline></heading><content>The budgetary effects of this section shall not be entered on any PAYGO scorecard maintained for purposes of section 4106 of H. Con. Res. 71 (115th Congress).</content></subsection></section>
