<section id="d92e62" identifier="/us/bill/118/hr/7438/s1" style="-uslm-lc:I650146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I650120">  This Act may be cited as the “<shortTitle role="act">FIFA World Cup 2026 Commemorative Coin Act</shortTitle>”.</content></section>
<section id="d92e72" identifier="/us/bill/118/hr/7438/s2" style="-uslm-lc:I650141"><num class="fontsize12" value="2">SEC. 2. </num><heading>FINDINGS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x166ca311-b2ce-11ef-bc9c-83f08d1bf9df" style="-uslm-lc:I650120">  Congress finds the following:</chapeau><paragraph class="firstIndent0 fontsize10" id="y166cca22-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s2/1" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>The FIFA World Cup 2026—</chapeau><subparagraph class="firstIndent0 fontsize10" id="y166d6663-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s2/1/A" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>will be held in the United States, Mexico, and Canada;</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y166d6664-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s2/1/B" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>will be the first time the Men’s World Cup has been held in the United States in 32 years; and</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y166ddb95-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s2/1/C" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>will be the second Men’s World Cup hosted by the United States and the largest and most inclusive World Cup ever hosted, with 48 teams in 16 cities across 3 countries.</content></subparagraph></paragraph><paragraph class="firstIndent0 fontsize10" id="y166e02a6-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s2/2" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>Host cities and locations in the United States will include Atlanta, Boston, Dallas, Houston, Kansas City, Los Angeles, Miami, the New York/New Jersey area, the San Francisco Bay area, and Seattle.</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y166e02a7-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s2/3" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>The FIFA World Cup 2026 will be organized under a FIFA-led operating model, which was introduced in the FIFA Women’s World Cup in Australia and New Zealand in 2023.</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y166e02a8-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s2/4" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>Through the FIFA-led operating model, the FIFA World Cup 2026 is being planned and executed by FWC2026 US, Inc., an organization exempt from taxation pursuant to section 501(c)(4) of the Internal Revenue Code of 1986, headquartered in Miami.</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y166e02a9-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s2/5" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>The FIFA-led operating model includes a guaranteed framework for providing a legacy fund to each participating host member: the United States Soccer Federation, Canada Soccer, and the Mexican Football Federation.</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y166e02aa-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s2/6" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>A FIFA World Cup 2026 commemorative coin program has the opportunity to shape a lasting legacy for the sport of soccer in the United States, support underserved communities, and celebrate a unifying global event.</content></paragraph></section>
<section id="d92e115" identifier="/us/bill/118/hr/7438/s3" style="-uslm-lc:I650141"><num class="fontsize12" value="3">SEC. 3. </num><heading>COIN SPECIFICATIONS.</heading><subsection class="firstIndent0 fontsize10" id="y1671d33b-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s3/a" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10 smallCaps">Denominations<inline class="noSmallCaps">.—</inline></heading><chapeau>The Secretary of the Treasury shall mint and issue the following coins in commemoration of the FIFA World Cup 2026:</chapeau><paragraph class="firstIndent0 fontsize10" id="y1671fa4c-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s3/a/1" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10 smallCaps">$5 gold coins<inline class="noSmallCaps">.—</inline></heading><chapeau>Not more than 100,000 $5 coins, each of which shall—</chapeau><subparagraph class="firstIndent0 fontsize10" id="y1671fa4d-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s3/a/1/A" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>weigh 8.359 grams;</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y1671fa4e-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s3/a/1/B" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>have a diameter of 0.850 inches; and</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y1671fa4f-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s3/a/1/C" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>contain not less than 90 percent gold.</content></subparagraph></paragraph><paragraph class="firstIndent0 fontsize10" id="y1671fa50-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s3/a/2" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10 smallCaps">$1 silver coins<inline class="noSmallCaps">.—</inline></heading><chapeau>Not more than 500,000 $1 coins, each of which shall—</chapeau><subparagraph class="firstIndent0 fontsize10" id="y1671fa51-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s3/a/2/A" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>weigh 26.73 grams;</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y1671fa52-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s3/a/2/B" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>have a diameter of 1.500 inches; and</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y1671fa53-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s3/a/2/C" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>contain not less than 90 percent silver.</content></subparagraph></paragraph><paragraph class="firstIndent0 fontsize10" id="y1671fa54-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s3/a/3" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10 smallCaps">Half-dollar clad coins<inline class="noSmallCaps">.—</inline></heading><chapeau>Not more than 750,000 half-dollar coins, each of which shall—</chapeau><subparagraph class="firstIndent0 fontsize10" id="y1671fa55-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s3/a/3/A" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>weigh 11.34 grams;</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y1671fa56-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s3/a/3/B" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>have a diameter of 1.205 inches; and</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y16722167-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s3/a/3/C" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>be minted to the specifications for half-dollar coins contained in <ref href="/us/usc/t31/s5112/b">section 5112(b) of title 31, United States Code</ref>.</content></subparagraph></paragraph></subsection><subsection class="firstIndent0 fontsize10" id="y16722168-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s3/b" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10 smallCaps">Legal Tender<inline class="noSmallCaps">.—</inline></heading><content>The coins minted under this Act shall be legal tender, as provided in <ref href="/us/usc/t31/s5103">section 5103 of title 31, United States Code</ref>.</content></subsection><subsection class="firstIndent0 fontsize10" id="y16722169-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s3/c" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10 smallCaps">Numismatic Items<inline class="noSmallCaps">.—</inline></heading><content>For purposes of sections 5134 and 5136 of <ref href="/us/usc/t31">title 31, United States Code</ref>, all coins minted under this Act shall be considered to be numismatic items.</content></subsection><subsection class="firstIndent0 fontsize10" id="y1672216a-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s3/d" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10 smallCaps">Mintage Limit Exception<inline class="noSmallCaps">.—</inline></heading><content>If the Secretary determines, based on independent, market-based research conducted by FWC2026 US, Inc., that the mintage levels described in this section are not adequate to meet public demand, the Secretary may increase the mintage levels as the Secretary determines is necessary to meet public demand.</content></subsection></section>
<section id="d92e225" identifier="/us/bill/118/hr/7438/s4" style="-uslm-lc:I650141"><num class="fontsize12" value="4">SEC. 4. </num><heading>DESIGN OF COINS.</heading><subsection class="firstIndent0 fontsize10" id="y167359eb-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s4/a" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10 smallCaps">Design Requirements<inline class="noSmallCaps">.—</inline></heading><paragraph class="firstIndent0 fontsize10" id="y167359ec-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s4/a/1" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10 smallCaps">In general<inline class="noSmallCaps">.—</inline></heading><content>The designs of the coins minted under this Act shall be emblematic of the sport of soccer and the FIFA World Cup.</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y167359ed-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s4/a/2" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10 smallCaps">Designation and inscriptions<inline class="noSmallCaps">.—</inline></heading><chapeau>On each coin minted under this Act, there shall be—</chapeau><subparagraph class="firstIndent0 fontsize10" id="y167380fe-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s4/a/2/A" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>a designation of the value of the coin;</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y167380ff-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s4/a/2/B" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>an inscription of the year “2026”; and</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y16738100-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s4/a/2/C" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>inscriptions of the words “Liberty”, “In God We Trust”, “United States of America”, and “E Pluribus Unum”.</content></subparagraph></paragraph><paragraph class="firstIndent0 fontsize10" id="y16738101-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s4/a/3" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10 smallCaps">Selection<inline class="noSmallCaps">.—</inline></heading><chapeau>The designs for the coins minted under this Act shall be—</chapeau><subparagraph class="firstIndent0 fontsize10" id="y16738102-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s4/a/3/A" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><chapeau>selected by the Secretary after consultation with—</chapeau><clause class="firstIndent0 fontsize10" id="y16738103-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s4/a/3/A/i" style="-uslm-lc:I650126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>FWC2026 US, Inc.; and</content></clause><clause class="firstIndent0 fontsize10" id="y16738104-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s4/a/3/A/ii" style="-uslm-lc:I650126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>the Commission of Fine Arts; and</content></clause></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y16738105-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s4/a/3/B" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>reviewed by the Citizens Coinage Advisory Committee.</content></subparagraph></paragraph></subsection></section>
<section id="d92e289" identifier="/us/bill/118/hr/7438/s5" style="-uslm-lc:I650141"><num class="fontsize12" value="5">SEC. 5. </num><heading>ISSUANCE OF COINS.</heading><subsection class="firstIndent0 fontsize10" id="y1673cf26-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s5/a" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10 smallCaps">Quality of Coins<inline class="noSmallCaps">.—</inline></heading><content>The Secretary may issue coins minted under this Act in uncirculated and proof qualities.</content></subsection><subsection class="firstIndent0 fontsize10" id="y1673cf27-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s5/b" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10 smallCaps">Period of Issuance<inline class="noSmallCaps">.—</inline></heading><content>The Secretary may issue coins under this Act only during the calendar year beginning on January 1, 2026.</content></subsection></section>
<section id="d92e310" identifier="/us/bill/118/hr/7438/s6" style="-uslm-lc:I650141"><num class="fontsize12" value="6">SEC. 6. </num><heading>SALE OF COINS.</heading><subsection class="firstIndent0 fontsize10" id="y16749278-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s6/a" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10 smallCaps">Sale Price<inline class="noSmallCaps">.—</inline></heading><chapeau>The coins issued under this Act shall be sold by the Secretary at a price equal to the sum of—</chapeau><paragraph class="firstIndent0 fontsize10" id="y16749279-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s6/a/1" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the face value of the coins;</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y1674927a-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s6/a/2" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the surcharge provided in section 7(a) with respect to such coins; and</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y1674927b-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s6/a/3" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>the cost of designing and issuing the coins (including labor, materials, dies, use of machinery, overhead expenses, marketing, and shipping).</content></paragraph></subsection><subsection class="firstIndent0 fontsize10" id="y1674b98c-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s6/b" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10 smallCaps">Bulk Sales<inline class="noSmallCaps">.—</inline></heading><content>The Secretary shall make bulk sales of the coins issued under this Act at a reasonable discount.</content></subsection><subsection class="firstIndent0 fontsize10" id="y1674b98d-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s6/c" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10 smallCaps">Prepaid Orders<inline class="noSmallCaps">.—</inline></heading><paragraph class="firstIndent0 fontsize10" id="y1674b98e-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s6/c/1" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10 smallCaps">In general<inline class="noSmallCaps">.—</inline></heading><content>The Secretary shall accept prepaid orders for the coins minted under this Act before the issuance of such coins.</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y1674b98f-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s6/c/2" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10 smallCaps">Discount<inline class="noSmallCaps">.—</inline></heading><content>Sale prices with respect to prepaid orders under paragraph (1) shall be at a reasonable discount.</content></paragraph></subsection></section>
<section id="d92e366" identifier="/us/bill/118/hr/7438/s7" style="-uslm-lc:I650141"><num class="fontsize12" value="7">SEC. 7. </num><heading>SURCHARGES.</heading><subsection class="firstIndent0 fontsize10" id="y16757be0-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s7/a" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10 smallCaps">In General<inline class="noSmallCaps">.—</inline></heading><chapeau>All sales of coins issued under this Act shall include a surcharge of—</chapeau><paragraph class="firstIndent0 fontsize10" id="y16757be1-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s7/a/1" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>$35 per coin for the $5 coin;</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y16757be2-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s7/a/2" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>$10 per coin for the $1 coin; and</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y16757be3-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s7/a/3" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>$5 per coin for the half-dollar coin.</content></paragraph></subsection><subsection class="firstIndent0 fontsize10" id="y16757be4-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s7/b" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10 smallCaps">Distribution<inline class="noSmallCaps">.—</inline></heading><chapeau>Subject to <ref href="/us/usc/t31/s5134/f">section 5134(f) of title 31, United States Code</ref>, all surcharges received by the Secretary from the sale of coins issued under this Act shall be paid to FWC2026 US, Inc., for the purpose of aiding or executing United States-based soccer programs and activities, including the promotion of—</chapeau><paragraph class="firstIndent0 fontsize10" id="y16757be5-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s7/b/1" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>FIFA’s legacy programs in the United States; and</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y1675a2f6-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s7/b/2" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>efforts to grow the sport of soccer throughout the United States, with a focus on youth, inner cities, and underserved communities.</content></paragraph></subsection><subsection class="firstIndent0 fontsize10" id="y1675a2f7-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s7/c" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10 smallCaps">Audits<inline class="noSmallCaps">.—</inline></heading><content>FWC2026 US, Inc., shall be subject to the audit requirements of <ref href="/us/usc/t31/s5134/f/2">section 5134(f)(2) of title 31, United States Code</ref>, with regard to the amounts received under subsection (b).</content></subsection><subsection class="firstIndent0 fontsize10" id="y1675a2f8-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s7/d" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10 smallCaps">Limitation<inline class="noSmallCaps">.—</inline></heading><content>Notwithstanding subsection (a), no surcharge may be included with respect to the issuance under this Act of any coin during a calendar year if, as of the time of such issuance, the issuance of such coin would result in the number of commemorative coin programs issued during such year to exceed the annual 2 commemorative coin program issuance limitation under <ref href="/us/usc/t31/s5112/m/1">section 5112(m)(1) of title 31, United States Code</ref> (as in effect on the date of the enactment of this Act). The Secretary may issue guidance to carry out this subsection.</content></subsection></section>
<section id="d92e435" identifier="/us/bill/118/hr/7438/s8" style="-uslm-lc:I650141"><num class="fontsize12" value="8">SEC. 8. </num><heading>FINANCIAL ASSURANCES.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x1675f119-b2ce-11ef-bc9c-83f08d1bf9df" style="-uslm-lc:I650120">  The Secretary shall take such actions as may be necessary to ensure that—</chapeau><paragraph class="firstIndent0 fontsize10" id="y1675f11a-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s8/1" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>minting and issuing coins under this Act will not result in any net cost to the United States Government; and</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y1675f11b-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s8/2" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>no funds, including applicable surcharges, are disbursed to any recipient designated in section 7(b) until the total cost of designing and issuing all of the coins authorized by this Act (including labor, materials, dies, use of machinery, winning design compensation, overhead expenses, and shipping) is recovered by the United States Treasury, consistent with sections 5112(m) and 5134(f) of <ref href="/us/usc/t31">title 31, United States Code</ref>.</content></paragraph></section>
<section id="d92e454" identifier="/us/bill/118/hr/7438/s9" style="-uslm-lc:I650141"><num class="fontsize12" value="9">SEC. 9. </num><heading>DEFINITIONS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x16763f3c-b2ce-11ef-bc9c-83f08d1bf9df" style="-uslm-lc:I650120">  In this Act:</chapeau><paragraph class="firstIndent0 fontsize10" id="y16763f3d-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s9/1" role="definitions" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10 smallCaps">FIFA<inline class="noSmallCaps">.—</inline></heading><content>The term “<term>FIFA</term>” means the Fédération Internationale de Football Association.</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y1676664e-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s9/2" role="definitions" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10 smallCaps">FIFA world cup 2026<inline class="noSmallCaps">.—</inline></heading><content>The term “<term>FIFA World Cup 2026</term>” means the FIFA Men’s World Cup held in 2026.</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y1676664f-b2ce-11ef-bc9c-83f08d1bf9df" identifier="/us/bill/118/hr/7438/s9/3" role="definitions" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10 smallCaps">FWC2026 us, inc<inline class="noSmallCaps">.—</inline></heading><content>The term “<term>FWC2026 US, Inc.</term>” means the FIFA subsidiary incorporated in the United States for the purpose of operating the FIFA World Cup 2026 and related programs.</content></paragraph></section>
