<enactingFormula style="-uslm-lc:I650120"><i>  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</i></enactingFormula>
<section id="d2480e62" identifier="/us/bill/118/hr/7365/s1" style="-uslm-lc:I650146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I650120">  This Act may be cited as the “<shortTitle role="act">Veterans Expedited TSA Screening Safe Travel Act</shortTitle>” or the “<shortTitle role="act">VETS Safe Travel Act</shortTitle>”.</content></section>
<section id="d2480e75" identifier="/us/bill/118/hr/7365/s2" style="-uslm-lc:I650141"><num class="fontsize12" value="2">SEC. 2. </num><heading>AVAILABILITY OF PRECHECK PROGRAM TO CERTAIN SEVERELY INJURED OR DISABLED VETERANS.</heading><subsection class="firstIndent0 fontsize10" id="y9618bf84-bf5e-11ef-bd5f-1b3d73d54f0f" identifier="/us/bill/118/hr/7365/s2/a" role="instruction" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10 smallCaps">In General<inline class="noSmallCaps">.—</inline></heading><content><ref href="/us/usc/t49/s44927">Section 44927 of title 49, United States Code</ref>, <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end the following new subsection:<quotedContent><subsection class="firstIndent0 fontsize10" id="y9618e695-bf5e-11ef-bd5f-1b3d73d54f0f" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="g">“(g) </num><heading class="fontsize10 smallCaps">Availability of PreCheck Program to Certain Severely Injured or Disabled Veterans<inline class="noSmallCaps">.—</inline></heading><paragraph class="firstIndent0 fontsize10" id="y9618e696-bf5e-11ef-bd5f-1b3d73d54f0f" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><heading class="fontsize10 smallCaps">In general<inline class="noSmallCaps">.—</inline></heading><content>A veteran described in paragraph (2) is eligible for security screening under the PreCheck Program under section 44919 at no cost to the veteran if the veteran is able to meet the background check and other security requirements for participation in the Program.</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y9618e697-bf5e-11ef-bd5f-1b3d73d54f0f" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10 smallCaps">Veterans described<inline class="noSmallCaps">.—</inline></heading><chapeau>A veteran described in this paragraph is a veteran who—</chapeau><subparagraph class="firstIndent0 fontsize10" id="y9618e698-bf5e-11ef-bd5f-1b3d73d54f0f" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>is enrolled in the patient enrollment system of the Department of Veterans Affairs established and operated under <ref href="/us/usc/t38/s1705">section 1705 of title 38, United States Code</ref>;</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y9618e699-bf5e-11ef-bd5f-1b3d73d54f0f" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><chapeau>has been determined by the Secretary of Veterans Affairs to have a service-connected disability under section 1110 or 1131 of such title, as the case may be, and such disability has been determined by such Secretary to have resulted in—</chapeau><clause class="firstIndent0 fontsize10" id="y9618e69a-bf5e-11ef-bd5f-1b3d73d54f0f" style="-uslm-lc:I650126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><content>loss, or loss use of, an extremity;</content></clause><clause class="firstIndent0 fontsize10" id="y9618e69b-bf5e-11ef-bd5f-1b3d73d54f0f" style="-uslm-lc:I650126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>paralysis or partial paralysis; or</content></clause><clause class="firstIndent0 fontsize10" id="y9618e69c-bf5e-11ef-bd5f-1b3d73d54f0f" style="-uslm-lc:I650126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">“(iii) </num><content>permanent blindness; and</content></clause></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y9618e69d-bf5e-11ef-bd5f-1b3d73d54f0f" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>as a result of a loss, paralysis or partial paralysis, or blindness described in subparagraph (B), requires the use of a wheelchair, prosthetic limb, or other assistive device to aid with mobility.</content></subparagraph></paragraph><paragraph class="firstIndent0 fontsize10" id="y9618e69e-bf5e-11ef-bd5f-1b3d73d54f0f" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><heading class="fontsize10 smallCaps">Limitation<inline class="noSmallCaps">.—</inline></heading><content>The Administrator of the Transportation Security Administration shall carry out this subsection subject to the availability of appropriations and may not increase fees for enrollment in the PreCheck Program for such purpose.”</content></paragraph></subsection></quotedContent>.</content></subsection><subsection class="firstIndent0 fontsize10" id="y9618e69f-bf5e-11ef-bd5f-1b3d73d54f0f" identifier="/us/bill/118/hr/7365/s2/b" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10 smallCaps">Coordination on Implementation<inline class="noSmallCaps">.—</inline></heading><chapeau>The Administrator of the Transportation Security Administration and the Secretary of Veterans Affairs shall jointly—</chapeau><paragraph class="firstIndent0 fontsize10" id="y9618e6a0-bf5e-11ef-bd5f-1b3d73d54f0f" identifier="/us/bill/118/hr/7365/s2/b/1" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>implement a process under which a veteran described in paragraph (2) of subsection (g) of <ref href="/us/usc/t49/s44927">section 44927 of title 49, United States Code</ref>, as added by subsection (a), can receive the benefits under such subsection by not later than one year after the date of enactment of this Act; and</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y9618e6a1-bf5e-11ef-bd5f-1b3d73d54f0f" identifier="/us/bill/118/hr/7365/s2/b/2" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>provide to the Committee on Homeland Security and the Committee on Veterans’ Affairs of the House of Representatives and the Committee on Homeland Security and Governmental Affairs and the Committee on Veterans’ Affairs of the Senate a briefing on the status of implementing the process required by paragraph (1) by not later than one year after the date of the enactment of this Act.</content></paragraph></subsection><subsection class="firstIndent0 fontsize10" id="y9618e6a2-bf5e-11ef-bd5f-1b3d73d54f0f" identifier="/us/bill/118/hr/7365/s2/c" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10 smallCaps">Outreach for Disabled Veterans on Availability of Transportation Security Administration Programs<inline class="noSmallCaps">.—</inline></heading><paragraph class="firstIndent0 fontsize10" id="y9618e6a3-bf5e-11ef-bd5f-1b3d73d54f0f" identifier="/us/bill/118/hr/7365/s2/c/1" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10 smallCaps">Coordination<inline class="noSmallCaps">.—</inline></heading><content>The Secretary of Veterans Affairs and the Administrator of the Transportation Security Administration shall implement a process under which such Secretary provides to disabled veterans effective outreach regarding Transportation Security Administration programs designed to improve the screening process for passengers with disabilities.</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y9618e6a4-bf5e-11ef-bd5f-1b3d73d54f0f" identifier="/us/bill/118/hr/7365/s2/c/2" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10 smallCaps">Further enhancements to ease air travel for wounded warriors and other disabled veterans<inline class="noSmallCaps">.—</inline></heading><chapeau>Notwithstanding <ref href="/us/usc/t44/ch35/schI">subchapter I of chapter 35 of title 44, United States Code</ref> (commonly referred to as the “Paperwork Reduction Act”), or any other provision of law, the Secretary of Veterans Affairs, in coordination with the Administrator of the Transportation Security Administration, shall—</chapeau><subparagraph class="firstIndent0 fontsize10" id="y9618e6a5-bf5e-11ef-bd5f-1b3d73d54f0f" identifier="/us/bill/118/hr/7365/s2/c/2/A" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>engage appropriate veterans service organizations and other relevant organizations, as appropriate, to assess the awareness of veterans of relevant Transportation Security Administration programs; and</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y9618e6a6-bf5e-11ef-bd5f-1b3d73d54f0f" identifier="/us/bill/118/hr/7365/s2/c/2/B" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>examine the need and feasibility of other measures to improve travel security procedures for disabled veterans.</content></subparagraph></paragraph><paragraph class="firstIndent0 fontsize10" id="y9618e6a7-bf5e-11ef-bd5f-1b3d73d54f0f" identifier="/us/bill/118/hr/7365/s2/c/3" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10 smallCaps">Briefing requirement<inline class="noSmallCaps">.—</inline></heading><content>Not later than 180 days after the date of the enactment of this Act, the Secretary of Veterans Affairs and the Administrator of the Transportation Security Administration shall jointly provide to the Committee on Homeland Security and the Committee on Veterans’ Affairs of the House of Representatives and the Committee on Homeland Security and Governmental Affairs and the Committee on Veterans’ Affairs of the Senate a briefing on the status of the implementation of paragraphs (1) and (2).</content></paragraph></subsection></section>
