<officialTitle class="centered fontsize8" style="-uslm-lc:I665511">To direct the Secretary of Veterans Affairs to expand the Rural Access Network for Growth Enhancement Program of the Department of Veterans Affairs, and to direct the Comptroller General of the United States to conduct a study to assess certain mental health care resources of the Department of Veterans Affairs available to veterans who live in rural areas.<?GPOvSpace 08?></officialTitle>

<enactingFormula style="-uslm-lc:I650120">  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</enactingFormula>
<section id="d57747e62" identifier="/us/bill/117/hr/2441/s1" style="-uslm-lc:I650146"><num value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I650120">  This Act may be cited as the “<shortTitle role="act">Sgt. Ketchum Rural Veterans Mental Health Act of 2021</shortTitle>”.</content></section>
<section id="d57747e72" identifier="/us/bill/117/hr/2441/s2" style="-uslm-lc:I650141"><num value="2">SEC. 2. </num><heading>EXPANSION OF RURAL ACCESS NETWORK FOR GROWTH ENHANCEMENT PROGRAM OF THE DEPARTMENT OF VETERANS AFFAIRS.</heading><subsection class="indentUp0 firstIndent1 fontsize10" id="d57747e76" identifier="/us/bill/117/hr/2441/s2/a" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">(a) </num><heading><inline class="smallCaps">Expansion</inline>.—</heading><content>The Secretary of Veterans Affairs shall establish and maintain three new centers of the RANGE Program.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d57747e84" identifier="/us/bill/117/hr/2441/s2/b" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">(b) </num><heading><inline class="smallCaps">Locations</inline>.—</heading><chapeau>The centers established under subsection (a) shall be located in areas determined by the Secretary based on—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d57747e92" identifier="/us/bill/117/hr/2441/s2/b/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>the need for additional mental health care for rural veterans in such areas; and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d57747e96" identifier="/us/bill/117/hr/2441/s2/b/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>interest expressed by personnel at facilities of the Department in such areas.</content></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d57747e100" identifier="/us/bill/117/hr/2441/s2/c" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="c">(c) </num><heading><inline class="smallCaps">Timeline</inline>.—</heading><content>The Secretary shall establish the centers under subsection (a) during fiscal year 2022.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d57747e108" identifier="/us/bill/117/hr/2441/s2/d" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="d">(d) </num><heading><inline class="smallCaps">Funding</inline>.—</heading><content>There is authorized to be appropriated $1,200,000 for each of fiscal years 2022 through 2024 to carry out this section.</content></subsection></section>
<section id="d57747e117" identifier="/us/bill/117/hr/2441/s3" style="-uslm-lc:I650141"><num value="3">SEC. 3. </num><heading>GAO STUDY OF MENTAL HEALTH CARE FURNISHED BY THE SECRETARY OF VETERANS AFFAIRS TO RURAL VETERANS.</heading><subsection class="indentUp0 firstIndent1 fontsize10" id="d57747e121" identifier="/us/bill/117/hr/2441/s3/a" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">(a) </num><heading><inline class="smallCaps">Study Required</inline>.—</heading><chapeau>The Comptroller General of the United States shall conduct a study to assess whether the Department of Veterans Affairs has sufficient resources to serve rural veterans who need covered mental health care. Such study shall include assessments of—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d57747e129" identifier="/us/bill/117/hr/2441/s3/a/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>whether the mental health care furnished by the Secretary (through resources including the RANGE Program, Enhanced RANGE Program, mental health residential rehabilitation treatment programs, inpatient mental health services, and PRR centers) is sufficient to meet the covered mental health care needs of rural veterans;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d57747e133" identifier="/us/bill/117/hr/2441/s3/a/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>how best to expand and to appropriately locate resources described in paragraph (1);</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d57747e137" identifier="/us/bill/117/hr/2441/s3/a/3" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><content>whether to require the establishment of a PRR center at a medical facility of the Department that serves 1,000 or more veterans on the National Psychosis Registry;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d57747e141" identifier="/us/bill/117/hr/2441/s3/a/4" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="4">(4) </num><content>the demand by rural veterans for mental health resources specified in paragraph (1);</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d57747e145" identifier="/us/bill/117/hr/2441/s3/a/5" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="5">(5) </num><content>the average wait time for a rural veteran for mental health resources specified in paragraph (1); and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d57747e149" identifier="/us/bill/117/hr/2441/s3/a/6" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="6">(6) </num><chapeau>how many rural veterans died by suicide or overdose—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d57747e153" identifier="/us/bill/117/hr/2441/s3/a/6/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><content>while on a wait list for mental health resources specified in paragraph (1); and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d57747e157" identifier="/us/bill/117/hr/2441/s3/a/6/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>during the term of the study.</content></subparagraph></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d57747e161" identifier="/us/bill/117/hr/2441/s3/b" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">(b) </num><heading><inline class="smallCaps">Report Required</inline>.—</heading><content>Not later than 18 months after the date of the enactment of this Act, the Comptroller General shall submit to the Committees on Veterans’ Affairs of the Senate and House of Representatives a report containing the results of the study under this section.</content></subsection></section>
<section id="d57747e171" identifier="/us/bill/117/hr/2441/s4" style="-uslm-lc:I650141"><num value="4">SEC. 4. </num><heading>DEFINITIONS.</heading><chapeau class="indentUp0 firstIndent1 fontsize10" style="-uslm-lc:I650120">  In this Act:</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d57747e177" identifier="/us/bill/117/hr/2441/s4/1" role="definitions" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>The term “<term>covered mental health care</term>” means mental health care that is more intensive than traditional outpatient therapy.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d57747e181" identifier="/us/bill/117/hr/2441/s4/2" role="definitions" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>The term “<term>PRR center</term>” means a psychosocial rehabilitation and recovery center of the Department of Veterans Affairs.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d57747e185" identifier="/us/bill/117/hr/2441/s4/3" role="definitions" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><content>The term “<term>RANGE Program</term>” means the Rural Access Network for Growth Enhancement Program of the Department of Veterans Affairs.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d57747e189" identifier="/us/bill/117/hr/2441/s4/4" role="definitions" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="4">(4) </num><content>The term “<term>rural veteran</term>” means a veteran who lives in a rural or highly rural area (including such an area in a Tribal or insular area), as determined through the use of the Rural-Urban Commuting Areas coding system of the Department of Agriculture.</content></paragraph></section>
