<section id="d18896e175" identifier="/us/bill/115/hr/6227/s2" style="-uslm-lc:I650141"><num value="2">SEC. 2. </num><heading>DEFINITIONS.</heading><chapeau class="indentUp0 firstIndent1 fontsize10" style="-uslm-lc:I650120">  In this Act:</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e181" identifier="/us/bill/115/hr/6227/s2/1" role="definitions" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><heading><inline class="smallCaps">Advisory committee</inline>.—</heading><content>The term “<term>Advisory Committee</term>” means the National Quantum Initiative Advisory Committee established under section 104(a).</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e189" identifier="/us/bill/115/hr/6227/s2/2" role="definitions" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><heading><inline class="smallCaps">Appropriate committees of congress</inline>.—</heading><chapeau>The term “<term>appropriate committees of Congress</term>” means—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e197" identifier="/us/bill/115/hr/6227/s2/2/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><content>the Committee on Commerce, Science, and Transportation of the Senate;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e201" identifier="/us/bill/115/hr/6227/s2/2/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>the Committee on Energy and Natural Resources of the Senate; and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e205" identifier="/us/bill/115/hr/6227/s2/2/C" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="C">(C) </num><content>the Committee on Science, Space, and Technology of the House of Representatives.</content></subparagraph></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e209" identifier="/us/bill/115/hr/6227/s2/3" role="definitions" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><heading><inline class="smallCaps">Coordination office</inline>.—</heading><content>The term “<term>Coordination Office</term>” means the National Quantum Coordination Office established under section 102(a).</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e217" identifier="/us/bill/115/hr/6227/s2/4" role="definitions" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="4">(4) </num><heading><inline class="smallCaps">Institution of higher education</inline>.—</heading><content>The term “<term>institution of higher education</term>” has the meaning given the term in section 101(a) of the Higher Education Act of 1965 (<ref href="/us/usc/t20/s1001/a">20 U.S.C. 1001(a)</ref>).</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e229" identifier="/us/bill/115/hr/6227/s2/5" role="definitions" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="5">(5) </num><heading><inline class="smallCaps">Program</inline>.—</heading><content>The term “<term>Program</term>” means the National Quantum Initiative Program implemented under section 101(a).</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e237" identifier="/us/bill/115/hr/6227/s2/6" role="definitions" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="6">(6) </num><heading><inline class="smallCaps">Quantum information science</inline>.—</heading><content>The term “<term>quantum information science</term>” means the use of the laws of quantum physics for the storage, transmission, manipulation, computing, or measurement of information.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e245" identifier="/us/bill/115/hr/6227/s2/7" role="definitions" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="7">(7) </num><heading><inline class="smallCaps">Subcommittee</inline>.—</heading><content>The term “<term>Subcommittee</term>” means the Subcommittee on Quantum Information Science of the National Science and Technology Council established under section 103(a).</content></paragraph></section>
<section id="d18896e254" identifier="/us/bill/115/hr/6227/s3" style="-uslm-lc:I650141"><num value="3">SEC. 3. </num><heading>PURPOSES.</heading><chapeau class="indentUp0 firstIndent1 fontsize10" style="-uslm-lc:I650120">  The purpose of this Act is to ensure the continued leadership of the United States in quantum information science and its technology applications by—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e260" identifier="/us/bill/115/hr/6227/s3/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>supporting research, development, demonstration, and application of quantum information science and technology—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e264" identifier="/us/bill/115/hr/6227/s3/1/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><content>to expand the number of researchers, educators, and students with training in quantum information science and technology to develop a workforce pipeline;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e268" identifier="/us/bill/115/hr/6227/s3/1/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>to promote the development and inclusion of multidisciplinary curriculum and research opportunities for quantum information science at the undergraduate, graduate, and postdoctoral level;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e272" identifier="/us/bill/115/hr/6227/s3/1/C" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="C">(C) </num><content>to address basic research knowledge gaps, including computational research gaps;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e276" identifier="/us/bill/115/hr/6227/s3/1/D" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="D">(D) </num><content>to promote the further development of facilities and centers available for quantum information science and technology research, testing and education; and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e280" identifier="/us/bill/115/hr/6227/s3/1/E" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="E">(E) </num><content>to stimulate research on and promote more rapid development of quantum-based technologies;</content></subparagraph></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e284" identifier="/us/bill/115/hr/6227/s3/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>improving the interagency planning and coordination of Federal research and development of quantum information science and technology;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e288" identifier="/us/bill/115/hr/6227/s3/3" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><content>maximizing the effectiveness of the Federal Government’s quantum information science and technology research, development, and demonstration programs;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e292" identifier="/us/bill/115/hr/6227/s3/4" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="4">(4) </num><content>promoting collaboration among the Federal Government, Federal laboratories, industry, and universities; and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e296" identifier="/us/bill/115/hr/6227/s3/5" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="5">(5) </num><chapeau>promoting the development of international standards for quantum information science and technology security—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e300" identifier="/us/bill/115/hr/6227/s3/5/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><content>to facilitate technology innovation and private sector commercialization; and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e304" identifier="/us/bill/115/hr/6227/s3/5/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>to meet economic and national security goals.</content></subparagraph></paragraph></section>
<title id="d18896e310" identifier="/us/bill/115/hr/6227/tI" style="-uslm-lc:I650178"><num value="I">TITLE I—</num><heading>NATIONAL QUANTUM INITIATIVE</heading>
<section id="d18896e315" identifier="/us/bill/115/hr/6227/tI/s101" style="-uslm-lc:I650143"><num value="101">SEC. 101. </num><heading>NATIONAL QUANTUM INITIATIVE PROGRAM.</heading><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e319" identifier="/us/bill/115/hr/6227/tI/s101/a" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">(a) </num><heading><inline class="smallCaps">In General</inline>.—</heading><content>The President shall implement a National Quantum Initiative Program.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e327" identifier="/us/bill/115/hr/6227/tI/s101/b" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">(b) </num><heading><inline class="smallCaps">Requirements</inline>.—</heading><chapeau>In carrying out the Program, the President, acting through Federal agencies, councils, working groups, subcommittees, and the Coordination Office, as the President considers appropriate, shall—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e335" identifier="/us/bill/115/hr/6227/tI/s101/b/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>establish the goals, priorities, and metrics for a 10-year plan to accelerate development of quantum information science and technology applications in the United States;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e339" identifier="/us/bill/115/hr/6227/tI/s101/b/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>invest in fundamental Federal quantum information science and technology research, development, demonstration, and other activities to achieve the goals established under paragraph (1);</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e343" identifier="/us/bill/115/hr/6227/tI/s101/b/3" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><content>invest in activities to develop a quantum information science and technology workforce pipeline;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e347" identifier="/us/bill/115/hr/6227/tI/s101/b/4" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="4">(4) </num><content>provide for interagency planning and coordination of Federal quantum information science and technology research, development, demonstration, standards engagement, and other activities under the Program;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e351" identifier="/us/bill/115/hr/6227/tI/s101/b/5" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="5">(5) </num><content>partner with industry and universities to leverage knowledge and resources; and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e355" identifier="/us/bill/115/hr/6227/tI/s101/b/6" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="6">(6) </num><content>leverage existing Federal investments efficiently to advance Program goals and priorities established under paragraph (1).</content></paragraph></subsection></section>
<section id="d18896e360" identifier="/us/bill/115/hr/6227/tI/s102" style="-uslm-lc:I650143"><num value="102">SEC. 102. </num><heading>NATIONAL QUANTUM COORDINATION OFFICE.</heading><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e364" identifier="/us/bill/115/hr/6227/tI/s102/a" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">(a) </num><heading><inline class="smallCaps">Establishment</inline>.—</heading><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e371" identifier="/us/bill/115/hr/6227/tI/s102/a/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><heading><inline class="smallCaps">In general</inline>.—</heading><content>The President shall establish a National Quantum Coordination Office.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e379" identifier="/us/bill/115/hr/6227/tI/s102/a/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><heading><inline class="smallCaps">Administration</inline>.—</heading><chapeau>The Coordination Office shall have—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e387" identifier="/us/bill/115/hr/6227/tI/s102/a/2/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><content>a Director appointed by the Director of the Office of Science and Technology Policy, in consultation with the Secretary of Commerce, the Director of the National Science Foundation, and the Secretary of Energy; and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e391" identifier="/us/bill/115/hr/6227/tI/s102/a/2/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>staff comprised of employees detailed from the Federal departments and agencies described in section 103(b).</content></subparagraph></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e395" identifier="/us/bill/115/hr/6227/tI/s102/b" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">(b) </num><heading><inline class="smallCaps">Responsibilities</inline>.—</heading><chapeau>The Coordination Office shall—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e403" identifier="/us/bill/115/hr/6227/tI/s102/b/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>provide technical and administrative support to—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e407" identifier="/us/bill/115/hr/6227/tI/s102/b/1/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><content>the Subcommittee; and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e411" identifier="/us/bill/115/hr/6227/tI/s102/b/1/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>the Advisory Committee;</content></subparagraph></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e415" identifier="/us/bill/115/hr/6227/tI/s102/b/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>oversee interagency coordination of the Program, including by encouraging and supporting joint agency solicitation and selection of applications for funding of activities under the Program;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e419" identifier="/us/bill/115/hr/6227/tI/s102/b/3" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><content>serve as the point of contact on Federal civilian quantum information science and technology activities for Federal departments and agencies, industry, universities professional societies, State governments, and such other persons as the Coordination Office considers appropriate to exchange technical and programmatic information;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e423" identifier="/us/bill/115/hr/6227/tI/s102/b/4" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="4">(4) </num><content>ensure coordination among the collaborative ventures or consortia established under section 201(a), Multidisciplinary Centers for Quantum Research and Education established under section 302(a), and the National Quantum Information Science Research Centers established under section 402(a);</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e427" identifier="/us/bill/115/hr/6227/tI/s102/b/5" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="5">(5) </num><content>conduct public outreach, including the dissemination of findings and recommendations of the Advisory Committee, as appropriate;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e431" identifier="/us/bill/115/hr/6227/tI/s102/b/6" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="6">(6) </num><content>promote access to and early application of the technologies, innovations, and expertise derived from Program activities to agency missions and systems across the Federal Government, and to industry, including startup companies; and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e435" identifier="/us/bill/115/hr/6227/tI/s102/b/7" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="7">(7) </num><content>promote access, through appropriate Federal Government agencies, and an open and competitive merit-reviewed process, to existing quantum computing and communication systems developed by industry, universities, and Federal laboratories to the general user community in pursuit of discovery of the new applications of such systems.</content></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e439" identifier="/us/bill/115/hr/6227/tI/s102/c" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="c">(c) </num><heading><inline class="smallCaps">Funding</inline>.—</heading><content>Funds necessary to carry out the activities of the Coordination Office shall be made available each fiscal year by the Federal departments and agencies described in section 103(b), as determined by the Director of the Office of Science and Technology Policy.</content></subsection></section>
<section id="d18896e448" identifier="/us/bill/115/hr/6227/tI/s103" style="-uslm-lc:I650143"><num value="103">SEC. 103. </num><heading>SUBCOMMITTEE ON QUANTUM INFORMATION SCIENCE.</heading><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e452" identifier="/us/bill/115/hr/6227/tI/s103/a" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">(a) </num><heading><inline class="smallCaps">Establishment</inline>.—</heading><content>The President shall establish, through the National Science and Technology Council, the Subcommittee on Quantum Information Science.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e460" identifier="/us/bill/115/hr/6227/tI/s103/b" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">(b) </num><heading><inline class="smallCaps">Membership</inline>.—</heading><chapeau>The Subcommittee shall include a representative of—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e468" identifier="/us/bill/115/hr/6227/tI/s103/b/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>the National Institute of Standards and Technology;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e472" identifier="/us/bill/115/hr/6227/tI/s103/b/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>the National Science Foundation;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e476" identifier="/us/bill/115/hr/6227/tI/s103/b/3" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><content>the Department of Energy;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e480" identifier="/us/bill/115/hr/6227/tI/s103/b/4" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="4">(4) </num><content>the National Aeronautics and Space Administration;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e484" identifier="/us/bill/115/hr/6227/tI/s103/b/5" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="5">(5) </num><content>the Department of Defense;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e488" identifier="/us/bill/115/hr/6227/tI/s103/b/6" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="6">(6) </num><content>the Office of the Director of National Intelligence;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e492" identifier="/us/bill/115/hr/6227/tI/s103/b/7" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="7">(7) </num><content>the Office of Management and Budget;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e496" identifier="/us/bill/115/hr/6227/tI/s103/b/8" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="8">(8) </num><content>the Office of Science and Technology Policy; and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e501" identifier="/us/bill/115/hr/6227/tI/s103/b/9" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="9">(9) </num><content>such other Federal department or agency as the President considers appropriate.</content></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e505" identifier="/us/bill/115/hr/6227/tI/s103/c" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="c">(c) </num><heading><inline class="smallCaps">Chairpersons</inline>.—</heading><content>The Subcommittee shall be jointly chaired by the Director of the National Institute of Standards and Technology, the Director of the National Science Foundation, and the Secretary of Energy.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e513" identifier="/us/bill/115/hr/6227/tI/s103/d" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="d">(d) </num><heading><inline class="smallCaps">Responsibilities</inline>.—</heading><chapeau>The Subcommittee shall—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e521" identifier="/us/bill/115/hr/6227/tI/s103/d/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>coordinate the quantum information science and technology research, information sharing about international standards development and use, and education activities and programs of the Federal agencies;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e525" identifier="/us/bill/115/hr/6227/tI/s103/d/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>establish goals and priorities of the Program, based on identified knowledge and workforce gaps and other national needs;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e529" identifier="/us/bill/115/hr/6227/tI/s103/d/3" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><content>assess and recommend Federal infrastructure needs to support the Program;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e533" identifier="/us/bill/115/hr/6227/tI/s103/d/4" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="4">(4) </num><content>assess the status, development, and diversity of the United States quantum information science workforce;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e537" identifier="/us/bill/115/hr/6227/tI/s103/d/5" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="5">(5) </num><content>assess the global outlook for quantum information science research and development efforts;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e541" identifier="/us/bill/115/hr/6227/tI/s103/d/6" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="6">(6) </num><content>evaluate opportunities for international cooperation with strategic allies on research and development in quantum information science and technology; and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e545" identifier="/us/bill/115/hr/6227/tI/s103/d/7" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="7">(7) </num><content>propose a coordinated interagency budget for the Program to the Office of Management and Budget to ensure the maintenance of a balanced quantum information science research portfolio and an appropriate level of research effort.</content></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e549" identifier="/us/bill/115/hr/6227/tI/s103/e" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="e">(e) </num><heading><inline class="smallCaps">Strategic Plans</inline>.—</heading><chapeau>In order to guide the activities of the Program and meet the goals, priorities, and anticipated outcomes of the Federal departments and agencies described in subsection (b), the Subcommittee shall—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e557" identifier="/us/bill/115/hr/6227/tI/s103/e/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>not later than 1 year after the date of enactment of this Act, develop a 5-year strategic plan;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e561" identifier="/us/bill/115/hr/6227/tI/s103/e/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>not later than 6 years after the date of enactment of this Act, develop a subsequent 5-year strategic plan; and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e565" identifier="/us/bill/115/hr/6227/tI/s103/e/3" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><content>periodically update each plan, as necessary.</content></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e569" identifier="/us/bill/115/hr/6227/tI/s103/f" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="f">(f) </num><heading><inline class="smallCaps">Submittal to Congress</inline>.—</heading><content>The chairpersons of the Subcommittee shall submit to the President, the Advisory Committee, and the appropriate committees of Congress each strategic plan developed under subsection (e) and any updates thereto.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e577" identifier="/us/bill/115/hr/6227/tI/s103/g" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="g">(g) </num><heading><inline class="smallCaps">Annual Program Budget Report</inline>.—</heading><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e584" identifier="/us/bill/115/hr/6227/tI/s103/g/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><heading><inline class="smallCaps">In general</inline>.—</heading><content>Each year, concurrent with the annual budget request submitted by the President to Congress under <ref href="/us/usc/t31/s1105">section 1105 of title 31, United States Code</ref>, the chairpersons of the Subcommittee shall submit to the appropriate committees of Congress and such other committees of Congress as the chairpersons deem appropriate a report on the budget for the Program.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e596" identifier="/us/bill/115/hr/6227/tI/s103/g/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><heading><inline class="smallCaps">Contents</inline>.—</heading><chapeau>Each report submitted under paragraph (1) shall include the following:</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e604" identifier="/us/bill/115/hr/6227/tI/s103/g/2/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><content>The budget of the Program for the current fiscal year, for each Federal department and agency described in subsection (b).</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e608" identifier="/us/bill/115/hr/6227/tI/s103/g/2/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>The budget proposed for the Program for the next fiscal year, for each Federal department and agency described in subsection (b).</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e612" identifier="/us/bill/115/hr/6227/tI/s103/g/2/C" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="C">(C) </num><content>An analysis of the progress made toward achieving the goals and priorities established under subsection (d)(2).</content></subparagraph></paragraph></subsection></section>
<section id="d18896e617" identifier="/us/bill/115/hr/6227/tI/s104" style="-uslm-lc:I650143"><num value="104">SEC. 104. </num><heading>NATIONAL QUANTUM INITIATIVE ADVISORY COMMITTEE.</heading><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e621" identifier="/us/bill/115/hr/6227/tI/s104/a" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">(a) </num><heading><inline class="smallCaps">In General</inline>.—</heading><content>The President shall establish a National Quantum Initiative Advisory Committee.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e629" identifier="/us/bill/115/hr/6227/tI/s104/b" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">(b) </num><heading><inline class="smallCaps">Qualifications</inline>.—</heading><content>The Advisory Committee shall consist of members, appointed by the President, who are representative of industry, universities, and Federal laboratories and are qualified to provide advice and information on quantum information science and technology research, development, demonstrations, standards, education, technology transfer, commercial application, or national security and economic concerns.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e637" identifier="/us/bill/115/hr/6227/tI/s104/c" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="c">(c) </num><heading><inline class="smallCaps">Membership Consideration</inline>.—</heading><content>In selecting the members of the Advisory Committee, the President may seek and give consideration to recommendations from the Congress, industry, the scientific community (including the National Academy of Sciences, scientific professional societies, and universities), the defense community, and other appropriate organizations.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e645" identifier="/us/bill/115/hr/6227/tI/s104/d" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="d">(d) </num><heading><inline class="smallCaps">Duties</inline>.—</heading><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e652" identifier="/us/bill/115/hr/6227/tI/s104/d/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><heading><inline class="smallCaps">In general</inline>.—</heading><content>The Advisory Committee shall advise the President and the Subcommittee and make recommendations for the President to consider when reviewing and revising the Program.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e660" identifier="/us/bill/115/hr/6227/tI/s104/d/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><heading><inline class="smallCaps">Independent assessments</inline>.—</heading><chapeau>The Advisory Committee shall conduct periodic, independent assessments of—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e668" identifier="/us/bill/115/hr/6227/tI/s104/d/2/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><content>any trends or developments in quantum information science and technology;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e672" identifier="/us/bill/115/hr/6227/tI/s104/d/2/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>the progress made in implementing the Program;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e676" identifier="/us/bill/115/hr/6227/tI/s104/d/2/C" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="C">(C) </num><content>the management, coordination, implementation, and activities of the Program;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e680" identifier="/us/bill/115/hr/6227/tI/s104/d/2/D" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="D">(D) </num><content>whether the Program activities and the goals and priorities established under section 103(d)(2) are helping to maintain United States leadership in quantum information science and technology;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e684" identifier="/us/bill/115/hr/6227/tI/s104/d/2/E" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="E">(E) </num><content>whether a need exists to revise the Program;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e688" identifier="/us/bill/115/hr/6227/tI/s104/d/2/F" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="F">(F) </num><content>whether opportunities exist for international cooperation with strategic allies on research and development in, and the development of open standards for, quantum information science and technology; and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e692" identifier="/us/bill/115/hr/6227/tI/s104/d/2/G" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="G">(G) </num><content>whether national security, societal, economic, legal, and workforce concerns are adequately addressed by the Program.</content></subparagraph></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e696" identifier="/us/bill/115/hr/6227/tI/s104/e" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="e">(e) </num><heading><inline class="smallCaps">Reports</inline>.—</heading><content>Not later than 180 days after the date of enactment of this Act, and at least biennially thereafter, the Advisory Committee shall submit to the President, the appropriate committees of Congress, and such other committees of Congress as the Advisory Committee deems appropriate a report on the findings of the independent assessment under subsection (d), including any recommendations for improvements to the Program.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e704" identifier="/us/bill/115/hr/6227/tI/s104/f" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="f">(f) </num><heading><inline class="smallCaps">Travel Expenses of Non-Federal Members</inline>.—</heading><content>Non-Federal members of the Advisory Committee, while attending meetings of the Advisory Committee or while otherwise serving at the request of the head of the Advisory Committee away from their homes or regular places of business, may be allowed travel expenses, including per diem in lieu of subsistence, as authorized by <ref href="/us/usc/t5/s5703">section 5703 of title 5, United States Code</ref>, for individuals in the Government serving without pay. Nothing in this subsection shall be construed to prohibit members of the Advisory Committee who are officers or employees of the United States from being allowed travel expenses, including per diem in lieu of subsistence, in accordance with existing law.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e716" identifier="/us/bill/115/hr/6227/tI/s104/g" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="g">(g) </num><heading><inline class="smallCaps">FACA Exemption</inline>.—</heading><content>The Advisory Committee shall be exempt from section 14 of the Federal Advisory Committee Act (<ref href="/us/usc/t5/app">5 U.S.C. App.</ref>).</content></subsection></section>
<section id="d18896e730" identifier="/us/bill/115/hr/6227/tI/s105" style="-uslm-lc:I650143"><num value="105">SEC. 105. </num><heading>SUNSET.</heading><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e734" identifier="/us/bill/115/hr/6227/tI/s105/a" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">(a) </num><heading><inline class="smallCaps">In General</inline>.—</heading><content>Except as provided in subsection (b), the authority to carry out sections 101, 102, 103, and 104 shall terminate on the date that is 11 years after the date of enactment of this Act.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e742" identifier="/us/bill/115/hr/6227/tI/s105/b" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">(b) </num><heading><inline class="smallCaps">Extension</inline>.—</heading><content>The President may continue the activities under such sections if the President determines that such activities are necessary to meet national economic or national security needs.</content></subsection></section>

<section id="d18896e757" identifier="/us/bill/115/hr/6227/tII/s201" style="-uslm-lc:I650143"><num value="201">SEC. 201. </num><heading>NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY ACTIVITIES AND QUANTUM CONSORTIUM.</heading><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e761" identifier="/us/bill/115/hr/6227/tII/s201/a" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">(a) </num><heading><inline class="smallCaps">National Institute of Standards and Technology Activities</inline>.—</heading><chapeau>As part of the Program, the Director of the National Institute of Standards and Technology—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e769" identifier="/us/bill/115/hr/6227/tII/s201/a/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>shall continue to support and expand basic and applied quantum information science and technology research and development of measurement and standards infrastructure necessary to advance commercial development of quantum applications;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e773" identifier="/us/bill/115/hr/6227/tII/s201/a/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>shall use the existing programs of the National Institute of Standards and Technology, in collaboration with other Federal departments and agencies, as appropriate, to train scientists in quantum information science and technology to increase participation in the quantum fields;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e777" identifier="/us/bill/115/hr/6227/tII/s201/a/3" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><content>shall establish or expand collaborative ventures or consortia with other public or private sector entities, including industry, universities, and Federal laboratories for the purpose of advancing the field of quantum information science and engineering; and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e781" identifier="/us/bill/115/hr/6227/tII/s201/a/4" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="4">(4) </num><content>may enter into and perform such contracts, including cooperative research and development arrangements and grants and cooperative agreements or other transactions, as may be necessary in the conduct of the work of the National Institute of Standards and Technology and on such terms as the Director considers appropriate, in furtherance of the purposes of this Act.</content></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e785" identifier="/us/bill/115/hr/6227/tII/s201/b" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">(b) </num><heading><inline class="smallCaps">Quantum Consortium</inline>.—</heading><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e792" identifier="/us/bill/115/hr/6227/tII/s201/b/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><heading><inline class="smallCaps">In general</inline>.—</heading><content>Not later than 1 year after the date of enactment of this Act, the Director of the National Institute of Standards and Technology shall convene a consortium of stakeholders to identify the future measurement, standards, cybersecurity, and other appropriate needs for supporting the development of a robust quantum information science and technology industry in the United States.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e800" identifier="/us/bill/115/hr/6227/tII/s201/b/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><heading><inline class="smallCaps">Goals</inline>.—</heading><chapeau>The goals of the consortium shall be—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e808" identifier="/us/bill/115/hr/6227/tII/s201/b/2/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><content>to assess the current research on the needs identified in paragraph (1);</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e812" identifier="/us/bill/115/hr/6227/tII/s201/b/2/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>to identify any gaps in the research necessary to meet the needs identified in paragraph (1); and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e816" identifier="/us/bill/115/hr/6227/tII/s201/b/2/C" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="C">(C) </num><content>to provide recommendations on how the National Institute of Standards and Technology and the Program can address the gaps in the necessary research identified in subparagraph (B).</content></subparagraph></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e820" identifier="/us/bill/115/hr/6227/tII/s201/b/3" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><heading><inline class="smallCaps">Report to congress</inline>.—</heading><content>Not later than 2 years after the date of enactment of this Act, the Director of the National Institute of Standards and Technology shall submit to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Science, Space, and Technology of the House of Representatives a report summarizing the findings of the consortium.</content></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e828" identifier="/us/bill/115/hr/6227/tII/s201/c" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="c">(c) </num><heading><inline class="smallCaps">Funding</inline>.—</heading><content>The Director of the National Institute of Standards and Technology shall allocate up to $80,000,000 to carry out the activities under this section for each of fiscal years 2019 through 2023, subject to the availability of appropriations. Amounts made available to carry out this section shall be derived from amounts appropriated or otherwise made available to the National Institute of Standards and Technology.</content></subsection></section>

<section id="d18896e843" identifier="/us/bill/115/hr/6227/tIII/s301" style="-uslm-lc:I650143"><num value="301">SEC. 301. </num><heading>QUANTUM INFORMATION SCIENCE RESEARCH AND EDUCATION PROGRAM.</heading><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e847" identifier="/us/bill/115/hr/6227/tIII/s301/a" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">(a) </num><heading><inline class="smallCaps">In General</inline>.—</heading><content>The Director of the National Science Foundation shall carry out a basic research and education program on quantum information science and engineering, including the competitive award of grants to institutions of higher education or eligible nonprofit organizations (or consortia thereof).</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e855" identifier="/us/bill/115/hr/6227/tIII/s301/b" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">(b) </num><heading><inline class="smallCaps">Program Components</inline>.—</heading><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e862" identifier="/us/bill/115/hr/6227/tIII/s301/b/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><heading><inline class="smallCaps">In general</inline>.—</heading><chapeau>In carrying out the program under subsection (a), the Director of the National Science Foundation shall carry out activities that—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e870" identifier="/us/bill/115/hr/6227/tIII/s301/b/1/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><content>support basic interdisciplinary quantum information science and engineering research; and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e874" identifier="/us/bill/115/hr/6227/tIII/s301/b/1/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>support human resources development in all aspects of quantum information science and engineering.</content></subparagraph></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e878" identifier="/us/bill/115/hr/6227/tIII/s301/b/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><heading><inline class="smallCaps">Requirements</inline>.—</heading><chapeau>The activities described in paragraph (1) shall include—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e886" identifier="/us/bill/115/hr/6227/tIII/s301/b/2/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><chapeau>using the existing programs of the National Science Foundation, in collaboration with other Federal departments and agencies, as appropriate—</chapeau><clause class="indentUp1 firstIndent1 fontsize10" id="d18896e890" identifier="/us/bill/115/hr/6227/tIII/s301/b/2/A/i" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="i">(i) </num><content>to improve the teaching and learning of quantum information science and engineering at the undergraduate, graduate, and postgraduate levels; and</content></clause><clause class="indentUp1 firstIndent1 fontsize10" id="d18896e894" identifier="/us/bill/115/hr/6227/tIII/s301/b/2/A/ii" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="ii">(ii) </num><content>to increase participation in the quantum fields, including by individuals identified in sections 33 and 34 of the Science and Engineering Equal Opportunities Act (<ref href="/us/usc/t42/s1885a">42 U.S.C. 1885a</ref>, 1885b);</content></clause></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e902" identifier="/us/bill/115/hr/6227/tIII/s301/b/2/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>formulating goals for quantum information science and engineering research and education activities to be supported by the National Science Foundation;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e906" identifier="/us/bill/115/hr/6227/tIII/s301/b/2/C" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="C">(C) </num><content>leveraging the collective body of knowledge from existing quantum information science and engineering research and education activities;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e910" identifier="/us/bill/115/hr/6227/tIII/s301/b/2/D" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="D">(D) </num><content>coordinating research efforts funded through existing programs across the directorates of the National Science Foundation; and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e914" identifier="/us/bill/115/hr/6227/tIII/s301/b/2/E" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="E">(E) </num><content>engaging with other Federal departments and agencies, research communities, and potential users of information produced under this section.</content></subparagraph></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e918" identifier="/us/bill/115/hr/6227/tIII/s301/c" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="c">(c) </num><heading><inline class="smallCaps">Graduate Traineeships</inline>.—</heading><content>The Director of the National Science Foundation may establish a program to provide traineeships to graduate students at institutions of higher education within the United States who are citizens of the United States and who choose to pursue masters or doctoral degrees in quantum information science.</content></subsection></section>
<section id="d18896e927" identifier="/us/bill/115/hr/6227/tIII/s302" style="-uslm-lc:I650143"><num value="302">SEC. 302. </num><heading>MULTIDISCIPLINARY CENTERS FOR QUANTUM RESEARCH AND EDUCATION.</heading><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e931" identifier="/us/bill/115/hr/6227/tIII/s302/a" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">(a) </num><heading><inline class="smallCaps">In General</inline>.—</heading><content>The Director of the National Science Foundation, in consultation with other Federal departments and agencies, as appropriate, shall award grants to institutions of higher education or eligible nonprofit organizations (or consortia thereof) to establish at least 2, but not more than 5, Multidisciplinary Centers for Quantum Research and Education (referred to in this section as “Centers”).</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e939" identifier="/us/bill/115/hr/6227/tIII/s302/b" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">(b) </num><heading><inline class="smallCaps">Collaborations</inline>.—</heading><content>A collaboration receiving an award under this subsection may include institutions of higher education, nonprofit organizations, and private sector entities.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e947" identifier="/us/bill/115/hr/6227/tIII/s302/c" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="c">(c) </num><heading><inline class="smallCaps">Purpose</inline>.—</heading><chapeau>The purpose of the Centers shall be to conduct basic research and education activities in support of the goals and priorities established under section 103(d)(2), including by—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e955" identifier="/us/bill/115/hr/6227/tIII/s302/c/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>continuing to advance quantum information science and engineering;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e959" identifier="/us/bill/115/hr/6227/tIII/s302/c/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>supporting curriculum and workforce development in quantum information science and engineering; and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e963" identifier="/us/bill/115/hr/6227/tIII/s302/c/3" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><content>fostering innovation by bringing industry perspectives to quantum research and workforce development, including by leveraging industry knowledge and resources.</content></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e967" identifier="/us/bill/115/hr/6227/tIII/s302/d" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="d">(d) </num><heading><inline class="smallCaps">Requirements</inline>.—</heading><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e974" identifier="/us/bill/115/hr/6227/tIII/s302/d/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><heading><inline class="smallCaps">In general</inline>.—</heading><content>An institution of higher education or an eligible nonprofit organization (or a consortium thereof) seeking funding under this section shall submit an application to the Director of the National Science Foundation at such time, in such manner, and containing such information as the Director may require.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e982" identifier="/us/bill/115/hr/6227/tIII/s302/d/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><heading><inline class="smallCaps">Applications</inline>.—</heading><chapeau>Each application under paragraph (1) shall include a description of—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e990" identifier="/us/bill/115/hr/6227/tIII/s302/d/2/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><content>how the Center will work with other research institutions and industry partners to leverage expertise in quantum science, education and curriculum development, and technology transfer;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e994" identifier="/us/bill/115/hr/6227/tIII/s302/d/2/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>how the Center will promote active collaboration among researchers in multiple disciplines involved in quantum research, including physics, engineering, mathematics, computer science, chemistry, and material science;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e998" identifier="/us/bill/115/hr/6227/tIII/s302/d/2/C" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="C">(C) </num><content>how the Center will support long-term and short-term workforce development in the quantum field;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e1002" identifier="/us/bill/115/hr/6227/tIII/s302/d/2/D" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="D">(D) </num><content>how the Center can support an innovation ecosystem to work with industry to translate Center research into applications; and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e1006" identifier="/us/bill/115/hr/6227/tIII/s302/d/2/E" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="E">(E) </num><content>a long-term plan to become self-sustaining after the expiration of funding under this section.</content></subparagraph></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e1010" identifier="/us/bill/115/hr/6227/tIII/s302/e" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="e">(e) </num><heading><inline class="smallCaps">Selection and Duration</inline>.—</heading><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e1017" identifier="/us/bill/115/hr/6227/tIII/s302/e/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><heading><inline class="smallCaps">In general</inline>.—</heading><content>Each Center established under this section is authorized to carry out activities for a period of 5 years.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e1025" identifier="/us/bill/115/hr/6227/tIII/s302/e/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><heading><inline class="smallCaps">Reapplication</inline>.—</heading><content>An awardee may reapply for additional, subsequent periods of 5 years on a competitive, merit-reviewed basis.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e1033" identifier="/us/bill/115/hr/6227/tIII/s302/e/3" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><heading><inline class="smallCaps">Termination</inline>.—</heading><content>Consistent with the authorities of the National Science Foundation, the Director of the National Science Foundation may terminate an underperforming Center for cause during the performance period.</content></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e1041" identifier="/us/bill/115/hr/6227/tIII/s302/f" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="f">(f) </num><heading><inline class="smallCaps">Funding</inline>.—</heading><content>The Director of the National Science Foundation shall allocate up to $10,000,000 for each Center established under this section for each of fiscal years 2019 through 2023, subject to the availability of appropriations. Amounts made available to carry out this section shall be derived from amounts appropriated or otherwise made available to the National Science Foundation.</content></subsection></section>

and</content></subparagraph></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e1144" identifier="/us/bill/115/hr/6227/tIV/s401/b/5" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="5">(5) </num><content>coordinate with other Federal departments and agencies, research communities, and potential users of information produced under this section.</content></paragraph></subsection></section>
<section id="d18896e1149" identifier="/us/bill/115/hr/6227/tIV/s402" style="-uslm-lc:I650143"><num value="402">SEC. 402. </num><heading>NATIONAL QUANTUM INFORMATION SCIENCE RESEARCH CENTERS.</heading><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e1153" identifier="/us/bill/115/hr/6227/tIV/s402/a" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">(a) </num><heading><inline class="smallCaps">Establishment</inline>.—</heading><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e1160" identifier="/us/bill/115/hr/6227/tIV/s402/a/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><heading><inline class="smallCaps">In general</inline>.—</heading><content>The Secretary of Energy, acting through the Director of the Office of Science (referred to in this section as the “Director”), shall ensure that the Office of Science carries out a program, in consultation with other Federal departments and agencies, as appropriate, to establish and operate at least 2, but not more than 5, National Quantum Information Science Research Centers (referred to in this section as “Centers”) to conduct basic research to accelerate scientific breakthroughs in quantum information science and technology and to support research conducted under section 401.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e1168" identifier="/us/bill/115/hr/6227/tIV/s402/a/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><heading><inline class="smallCaps">Requirements</inline>.—</heading><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e1175" identifier="/us/bill/115/hr/6227/tIV/s402/a/2/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><heading><inline class="smallCaps">Competitive, merit-reviewed process</inline>.—</heading><content>The Centers shall be established through a competitive, merit-reviewed process.</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e1183" identifier="/us/bill/115/hr/6227/tIV/s402/a/2/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><heading><inline class="smallCaps">Applications</inline>.—</heading><content>An eligible applicant under this subsection shall submit to the Director an application at such time, in such manner, and containing such information as the Director determines to be appropriate.</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e1191" identifier="/us/bill/115/hr/6227/tIV/s402/a/2/C" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="C">(C) </num><heading><inline class="smallCaps">Eligible applicants</inline>.—</heading><content>The Director shall consider applications from National Laboratories, institutions of higher education, research centers, multi-institutional collaborations, and any other entity that the Secretary of Energy determines to be appropriate.</content></subparagraph></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e1199" identifier="/us/bill/115/hr/6227/tIV/s402/b" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">(b) </num><heading><inline class="smallCaps">Collaborations</inline>.—</heading><content>A collaboration that receives an award under this section may include multiple types of research institutions and private sector entities.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e1207" identifier="/us/bill/115/hr/6227/tIV/s402/c" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="c">(c) </num><heading><inline class="smallCaps">Requirements</inline>.—</heading><content>To the maximum extent practicable, the Centers developed, constructed, operated, or maintained under this section shall serve the needs of the Department of Energy, industry, the academic community, and other relevant entities to create and develop processes for the purpose of advancing basic research in quantum information science and improving the competitiveness of the United States.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e1215" identifier="/us/bill/115/hr/6227/tIV/s402/d" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="d">(d) </num><heading><inline class="smallCaps">Coordination</inline>.—</heading><chapeau>The Secretary of Energy shall ensure the coordination, and avoid unnecessary duplication, of the activities of each Center with the activities of—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e1223" identifier="/us/bill/115/hr/6227/tIV/s402/d/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>other research entities of the Department of Energy, including—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e1227" identifier="/us/bill/115/hr/6227/tIV/s402/d/1/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><content>the Nanoscale Science Research Centers;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e1231" identifier="/us/bill/115/hr/6227/tIV/s402/d/1/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>the Energy Frontier Research Centers;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e1235" identifier="/us/bill/115/hr/6227/tIV/s402/d/1/C" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="C">(C) </num><content>the Energy Innovation Hubs; and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d18896e1239" identifier="/us/bill/115/hr/6227/tIV/s402/d/1/D" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="D">(D) </num><content>the National Laboratories;</content></subparagraph></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e1243" identifier="/us/bill/115/hr/6227/tIV/s402/d/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>institutions of higher education; and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e1247" identifier="/us/bill/115/hr/6227/tIV/s402/d/3" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><content>industry.</content></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e1251" identifier="/us/bill/115/hr/6227/tIV/s402/e" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="e">(e) </num><heading><inline class="smallCaps">Duration</inline>.—</heading><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e1258" identifier="/us/bill/115/hr/6227/tIV/s402/e/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><heading><inline class="smallCaps">In general</inline>.—</heading><content>Each Center established under this section is authorized to carry out activities for a period of 5 years.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e1266" identifier="/us/bill/115/hr/6227/tIV/s402/e/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><heading><inline class="smallCaps">Reapplication</inline>.—</heading><content>An awardee may reapply for additional, subsequent periods of 5 years. The Director shall approve or disapprove of each reapplication on a competitive, merit-reviewed basis.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d18896e1274" identifier="/us/bill/115/hr/6227/tIV/s402/e/3" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><heading><inline class="smallCaps">Termination</inline>.—</heading><content>Consistent with the authorities of the Department of Energy, the Secretary of Energy may terminate an underperforming Center for cause during the performance period.</content></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d18896e1282" identifier="/us/bill/115/hr/6227/tIV/s402/f" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="f">(f) </num><heading><inline class="smallCaps">Funding</inline>.—</heading><content>The Secretary of Energy shall allocate up to $25,000,000 for each Center established under this section for each of fiscal years 2019 through 2023, subject to the availability of appropriations. Amounts made available to carry out this section shall be derived from amounts appropriated or otherwise made available to the Department of Energy.</content></subsection></section>
