<officialTitle class="centered fontsize8" style="-uslm-lc:I665511">To require the Secretary of Homeland Security to examine what actions the Department of Homeland Security is undertaking to combat the threat of vehicular terrorism, and for other purposes.<?GPOvSpace 08?></officialTitle>

<enactingFormula style="-uslm-lc:I650120">  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</enactingFormula>
<section id="d6803e62" identifier="/us/bill/115/hr/4227/s1" style="-uslm-lc:I650146"><num value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I650120">   This Act may be cited as the “<shortTitle role="act">Vehicular Terrorism Prevention Act of 2018</shortTitle>”.</content></section>
<section id="d6803e72" identifier="/us/bill/115/hr/4227/s2" style="-uslm-lc:I650141"><num value="2">SEC. 2. </num><heading>STRATEGY ON VEHICULAR TERRORISM.</heading><subsection class="indentUp0 firstIndent1 fontsize10" id="d6803e76" identifier="/us/bill/115/hr/4227/s2/a" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">(a) </num><heading><inline class="smallCaps">In General</inline>.—</heading><chapeau>Not later than 6 months after the date of the enactment of this Act, the Secretary of Homeland Security shall—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d6803e84" identifier="/us/bill/115/hr/4227/s2/a/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>assess the activities the Department of Homeland Security is undertaking to support emergency response providers and the private sector to prevent, mitigate, and respond to the threat of vehicular terrorism; and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d6803e88" identifier="/us/bill/115/hr/4227/s2/a/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>based on such assessment, develop and submit to the Committee on Homeland Security of the House of Representatives and the Committee on Homeland Security and Governmental Affairs and the Committee on Commerce, Science, and Transportation of the Senate a strategy to improve the Department’s efforts to support the efforts of emergency response providers and the private sector to prevent, mitigate, and respond to such threat.</content></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d6803e92" identifier="/us/bill/115/hr/4227/s2/b" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">(b) </num><heading><inline class="smallCaps">Contents</inline>.—</heading><chapeau>The strategy required under subsection (a) shall include the following:</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d6803e100" identifier="/us/bill/115/hr/4227/s2/b/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>An examination of the current threat of vehicular terrorism.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d6803e104" identifier="/us/bill/115/hr/4227/s2/b/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>Methods to improve Department of Homeland Security information sharing activities with emergency response providers and the private sector regarding best practices to prevent, mitigate, and respond to the increasing threat of vehicular terrorism.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d6803e108" identifier="/us/bill/115/hr/4227/s2/b/3" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><content>Training activities the Department can provide, including possible exercises, for emergency response providers to prevent and respond to the threat of vehicular terrorism.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d6803e112" identifier="/us/bill/115/hr/4227/s2/b/4" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="4">(4) </num><content>Any additional activities the Secretary of Homeland Security recommends to prevent, mitigate, and respond to the threat of vehicular terrorism.</content></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d6803e116" identifier="/us/bill/115/hr/4227/s2/c" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="c">(c) </num><heading><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>In this section:</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d6803e124" identifier="/us/bill/115/hr/4227/s2/c/1" role="definitions" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><heading><inline class="smallCaps">Emergency response providers</inline>.—</heading><content>The term “<term>emergency response providers</term>” has the meaning given such term in section 2(6) of the Homeland Security Act of 2002 (<ref href="/us/usc/t6/s101/6">6 U.S.C. 101(6)</ref>).</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d6803e136" identifier="/us/bill/115/hr/4227/s2/c/2" role="definitions" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><heading><inline class="smallCaps">Vehicular terrorism</inline>.—</heading><content>The term “<term>vehicular terrorism</term>” means an action that utilizes automotive transportation to commit terrorism (as defined in section 2(18) of the Homeland Security Act of 2002 (<ref href="/us/usc/t6/s101/18">6 U.S.C. 101(18)</ref>)).</content></paragraph></subsection></section>
