<officialTitle class="centered fontsize8" style="-uslm-lc:I665511">To authorize the Administrator of General Services to convey a parcel of real property in Albuquerque, New Mexico, to the Amy Biehl High School Foundation.<?GPOvSpace 08?></officialTitle>
</longTitle>
<enactingFormula style="-uslm-lc:I650120">  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</enactingFormula>
<section id="d139893e62" identifier="/us/bill/113/s/898/s1" style="-uslm-lc:I650146"><num value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I650120">  This Act may be cited as the “<shortTitle role="act">Albuquerque, New Mexico, Federal Land Conveyance Act of 2013</shortTitle>”.</content></section>
<section id="d139893e72" identifier="/us/bill/113/s/898/s2" style="-uslm-lc:I650141"><num value="2">SEC. 2. </num><heading>DEFINITIONS.</heading><chapeau class="indentUp0 firstIndent1 fontsize10" style="-uslm-lc:I650120">  In this Act:</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d139893e78" identifier="/us/bill/113/s/898/s2/1" role="definitions" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><heading><inline class="smallCaps">Administrator</inline>.—</heading><content>The term “<term>Administrator</term>” means the Administrator of General Services.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d139893e86" identifier="/us/bill/113/s/898/s2/2" role="definitions" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><heading><inline class="smallCaps">Federal land</inline>.—</heading><content>The term “<term>Federal land</term>” means the real property located in Albuquerque, New Mexico, that, as determined by the Administrator, subject to survey, generally consists of lots 12 through 19, and for the westerly boundary, the portion of either lot 19 or 20 which is the outside west wall of the basement level of the Old Post Office building, and which has a municipal address of 123 Fourth Street, SW, in Block 18, New Mexico Town Company’s Original Townsite, Albuquerque, New Mexico.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d139893e94" identifier="/us/bill/113/s/898/s2/3" role="definitions" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><heading><inline class="smallCaps">Foundation</inline>.—</heading><content>The term “<term>Foundation</term>” means the Amy Biehl High School Foundation.</content></paragraph></section>
<section id="d139893e103" identifier="/us/bill/113/s/898/s3" style="-uslm-lc:I650141"><num value="3">SEC. 3. </num><heading>CONVEYANCE OF REAL PROPERTY IN ALBUQUERQUE, NEW MEXICO, TO THE AMY BIEHL HIGH SCHOOL FOUNDATION.</heading><subsection class="indentUp0 firstIndent1 fontsize10" id="d139893e107" identifier="/us/bill/113/s/898/s3/a" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">(a) </num><heading><inline class="smallCaps">Conveyance</inline>.—</heading><content>Notwithstanding any other provision of law, not later than 90 days after the date of enactment of this Act, the Administrator shall offer to convey to the Foundation, by quitclaim deed, all right, title, and interest of the United States in and to the Federal land.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d139893e115" identifier="/us/bill/113/s/898/s3/b" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">(b) </num><heading><inline class="smallCaps">Consideration</inline>.—</heading><content>As consideration for conveyance of the Federal land under subsection (a), the Administrator shall require the Foundation to pay to the Administrator consideration in an amount equal to the fair market value of the Federal land, as determined based on an appraisal that is acceptable to the Administrator.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d139893e123" identifier="/us/bill/113/s/898/s3/c" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="c">(c) </num><heading><inline class="smallCaps">Costs of Conveyance</inline>.—</heading><chapeau>The Foundation shall be responsible for paying—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d139893e131" identifier="/us/bill/113/s/898/s3/c/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>the costs of an appraisal conducted under subsection (b); and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d139893e135" identifier="/us/bill/113/s/898/s3/c/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>any other costs relating to the conveyance of the Federal land under this Act.</content></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d139893e139" identifier="/us/bill/113/s/898/s3/d" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="d">(d) </num><heading><inline class="smallCaps">Proceeds</inline>.—</heading><paragraph class="indentUp1 firstIndent1 fontsize10" id="d139893e146" identifier="/us/bill/113/s/898/s3/d/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><heading><inline class="smallCaps">Deposit</inline>.—</heading><content>Net proceeds received under subsection (b) shall be paid into the Federal Buildings Fund established under <ref href="/us/usc/t40/s592">section 592 of title 40, United States Code</ref>.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d139893e158" identifier="/us/bill/113/s/898/s3/d/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><heading><inline class="smallCaps">Expenditure</inline>.—</heading><content>Amounts paid into the Federal Buildings Fund under paragraph (1) shall be available to the Administrator, in amounts specified in appropriations Acts, for expenditure for any lawful purpose consistent with existing authorities granted to the Administrator, except that the Administrator shall provide to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Environment and Public Works of the Senate 30 days advance written notice of any expenditure of the proceeds.</content></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d139893e166" identifier="/us/bill/113/s/898/s3/e" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="e">(e) </num><heading><inline class="smallCaps">Additional Terms and Conditions</inline>.—</heading><content>The Administrator may require that any conveyance under subsection (a) be subject to such additional terms and conditions as the Administrator considers appropriate to protect the interests of the United States.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d139893e174" identifier="/us/bill/113/s/898/s3/f" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="f">(f) </num><heading><inline class="smallCaps">Deadline</inline>.—</heading><content>The conveyance of the Federal land under this Act shall occur not later than 3 years after the date of enactment of this Act.</content></subsection></section>
