<enactingFormula style="-uslm-lc:I650120">  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</enactingFormula>
<section id="d128869e62" identifier="/us/bill/113/s/2673/s1" style="-uslm-lc:I650146"><num value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I650120">  This Act may be cited as the “<shortTitle role="act">United States-Israel Strategic Partnership Act of 2014</shortTitle>”.</content></section>
<section id="d128869e72" identifier="/us/bill/113/s/2673/s2" style="-uslm-lc:I650141"><num value="2">SEC. 2. </num><heading>FINDINGS.</heading><chapeau class="indentUp0 firstIndent1 fontsize10" style="-uslm-lc:I650120">  Congress makes the following findings:</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e78" identifier="/us/bill/113/s/2673/s2/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>The people and the Governments of the United States and of Israel share a deep and unbreakable bond, forged by over 60 years of shared interests and shared values.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e82" identifier="/us/bill/113/s/2673/s2/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>Today, the people and Governments of the United States and of Israel are facing a dynamic and rapidly changing security environment in the Middle East and North Africa, necessitating deeper cooperation on a range of defense, security, and intelligence matters.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e86" identifier="/us/bill/113/s/2673/s2/3" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><content>From Gaza, Hamas continues to deny Israel’s right to exist and persists in firing rockets indiscriminately at population centers in Israel.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e90" identifier="/us/bill/113/s/2673/s2/4" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="4">(4) </num><content>Hezbollah—with support from Iran—continues to stockpile rockets and may be seeking to exploit the tragic and volatile security situation within Syria.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e94" identifier="/us/bill/113/s/2673/s2/5" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="5">(5) </num><content>The Government of Iran continues to pose a grave threat to the region and the world at large with its reckless pursuit of nuclear weapons.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e98" identifier="/us/bill/113/s/2673/s2/6" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="6">(6) </num><content>Given these challenges, it is imperative that the United States continues to deepen cooperation with allies like Israel in pursuit of shared policy objectives.</content></paragraph></section>
<section id="d128869e103" identifier="/us/bill/113/s/2673/s3" style="-uslm-lc:I650141"><num value="3">SEC. 3. </num><heading>STATEMENT OF POLICY.</heading><chapeau class="indentUp0 firstIndent1 fontsize10" style="-uslm-lc:I650120">  It is the policy of the United States—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e109" identifier="/us/bill/113/s/2673/s3/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>to reaffirm the unwavering support of the people and the Government of the United States for the security of Israel as a Jewish state;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e113" identifier="/us/bill/113/s/2673/s3/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>to reaffirm the principles and objectives enshrined in the United States-Israel Enhanced Security Cooperation Act of 2012 (<ref href="/us/pl/112/150">Public Law 112–150</ref>) and ensure its implementation to the fullest extent;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e121" identifier="/us/bill/113/s/2673/s3/3" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><content>to reaffirm the importance of the 2007 United States-Israel Memorandum of Understanding on United States assistance to Israel and the semi-annual Strategic Dialogue between the United States and Israel;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e125" identifier="/us/bill/113/s/2673/s3/4" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="4">(4) </num><content>to pursue every opportunity to deepen cooperation with Israel on a range of critical issues including defense, homeland security, energy, and cybersecurity;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e129" identifier="/us/bill/113/s/2673/s3/5" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="5">(5) </num><content>to continue to provide Israel with robust security assistance, including for the procurement of the Iron Dome Missile Defense System; and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e133" identifier="/us/bill/113/s/2673/s3/6" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="6">(6) </num><content>to support the Government of Israel in its ongoing efforts to reach a negotiated political settlement with the Palestinian people that results in two states living side-by-side in peace and security.</content></paragraph></section>
<section id="d128869e139" identifier="/us/bill/113/s/2673/s4" style="-uslm-lc:I650141"><num value="4">SEC. 4. </num><heading>SENSE OF CONGRESS ON ISRAEL AS A MAJOR STRATEGIC PARTNER.</heading><content style="-uslm-lc:I650120">  It is the sense of Congress that Israel is a major strategic partner of the United States.</content></section>
<section id="d128869e146" identifier="/us/bill/113/s/2673/s5" style="-uslm-lc:I650141"><num value="5">SEC. 5. </num><heading>EXTENSION OF WAR RESERVES STOCKPILE AUTHORITY.</heading><subsection class="indentUp0 firstIndent1 fontsize10" id="d128869e150" identifier="/us/bill/113/s/2673/s5/a" role="instruction" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">(a) </num><heading><inline class="smallCaps">Department of Defense Appropriations Act, 2005</inline>.—</heading><content>Section 12001(d) of the Department of Defense Appropriations Act, 2005 (<ref href="/us/pl/108/287">Public Law 108–287</ref>; <ref href="/us/stat/118/1011">118 Stat. 1011</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="delete">striking</amendingAction> “<quotedText>more than 10 years after</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>more than 11 years after</quotedText>”.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d128869e174" identifier="/us/bill/113/s/2673/s5/b" role="instruction" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">(b) </num><heading><inline class="smallCaps">Foreign Assistance Act of 1961</inline>.—</heading><content>Section 514(b)(2)(A) of the Foreign Assistance Act of 1961 (<ref href="/us/usc/t22/s2321h/b/2/A">22 U.S.C. 2321h(b)(2)(A)</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="delete">striking</amendingAction> “<quotedText>and 2014</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>, 2014, and 2015</quotedText>”.</content></subsection></section>
<section id="d128869e196" identifier="/us/bill/113/s/2673/s6" style="-uslm-lc:I650141"><num value="6">SEC. 6. </num><heading>ELIGIBILITY OF ISRAEL FOR THE STRATEGIC TRADE AUTHORIZATION EXCEPTION TO CERTAIN EXPORT CONTROL LICENSING REQUIREMENTS.</heading><subsection class="indentUp0 firstIndent1 fontsize10" id="d128869e200" identifier="/us/bill/113/s/2673/s6/a" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">(a) </num><heading><inline class="smallCaps">Findings</inline>.—</heading><chapeau>Congress finds that Israel—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e208" identifier="/us/bill/113/s/2673/s6/a/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>has adopted high standards in the field of export controls;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e212" identifier="/us/bill/113/s/2673/s6/a/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>has declared its unilateral adherence to the Missile Technology Control Regime, the Australia Group, and the Nuclear Suppliers Group; and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e216" identifier="/us/bill/113/s/2673/s6/a/3" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><chapeau>is a party to—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d128869e220" identifier="/us/bill/113/s/2673/s6/a/3/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><content>the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons which may be Deemed to be Excessively Injurious or to Have Indiscriminate Effects, signed at Geneva October 10, 1980;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d128869e224" identifier="/us/bill/113/s/2673/s6/a/3/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>the Protocol for the Prohibition of the Use in War of Asphyxiating, Poisonous or Other Gases, and of Bacteriological Methods of Warfare, signed at Geneva June 17, 1925; and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d128869e228" identifier="/us/bill/113/s/2673/s6/a/3/C" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="C">(C) </num><content>the Convention on the Physical Protection of Nuclear Material, adopted at Vienna on October 26, 1979.</content></subparagraph></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d128869e232" identifier="/us/bill/113/s/2673/s6/b" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">(b) </num><heading><inline class="smallCaps">Eligibility for Strategic Trade Authorization Exception</inline>.—</heading><content>The President, consistent with the commitments of the United States under international arrangements, shall take steps so that Israel may be included in the list of countries eligible for the strategic trade authorization exception under <ref href="/us/cfr/t15/s740.20/c/1">section 740.20(c)(1) of title 15, Code of Federal Regulations</ref>, to the requirement for a license for the export, reexport, or in-country transfer of an item subject to controls under the Export Administration Regulations.</content></subsection></section>
<section id="d128869e245" identifier="/us/bill/113/s/2673/s7" style="-uslm-lc:I650141"><num value="7">SEC. 7. </num><heading>UNITED STATES-ISRAEL COOPERATION ON ENERGY, WATER, HOMELAND SECURITY, AGRICULTURE, AND ALTERNATIVE FUEL TECHNOLOGIES.</heading><subsection class="indentUp0 firstIndent1 fontsize10" id="d128869e249" identifier="/us/bill/113/s/2673/s7/a" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">(a) </num><heading><inline class="smallCaps">In General</inline>.—</heading><chapeau>The President is authorized, subject to existing law—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e257" identifier="/us/bill/113/s/2673/s7/a/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>to undertake activities in cooperation with Israel; and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e261" identifier="/us/bill/113/s/2673/s7/a/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>to provide assistance promoting cooperation in the fields of energy, water, agriculture, and alternative fuel technologies.</content></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d128869e265" identifier="/us/bill/113/s/2673/s7/b" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">(b) </num><heading><inline class="smallCaps">Requirements</inline>.—</heading><chapeau>In carrying out subsection (a), the President is authorized, subject to existing requirements of law and any applicable agreements or understandings between the United States and Israel—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e273" identifier="/us/bill/113/s/2673/s7/b/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>to share and exchange with Israel research, technology, intelligence, information, equipment, and personnel, including through sales, leases, or exchanges in kind, that the President determines will advance the national security interests of the United States and are consistent with the Strategic Dialogue and pertinent provisions of law; and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e277" identifier="/us/bill/113/s/2673/s7/b/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>to enhance scientific cooperation between Israel and the United States.</content></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d128869e281" identifier="/us/bill/113/s/2673/s7/c" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="c">(c) </num><heading><inline class="smallCaps">Cooperative Research Pilot Programs</inline>.—</heading><chapeau>The Secretary of Homeland Security, acting through the Director of the Homeland Security Advanced Research Projects Agency and with the concurrence of the Secretary of State, is authorized, subject to existing law, to enter into cooperative research pilot programs with Israel to enhance Israel’s capabilities in—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e289" identifier="/us/bill/113/s/2673/s7/c/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>border, maritime, and aviation security;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e293" identifier="/us/bill/113/s/2673/s7/c/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>explosives detection; and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e297" identifier="/us/bill/113/s/2673/s7/c/3" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">(3) </num><content>emergency services.</content></paragraph></subsection></section>
<section id="d128869e302" identifier="/us/bill/113/s/2673/s8" style="-uslm-lc:I650141"><num value="8">SEC. 8. </num><heading>REPORT ON INCREASED UNITED STATES-ISRAEL COOPERATION ON CYBERSECURITY.</heading><content style="-uslm-lc:I650120">  Not later than 180 days after the date of the enactment of this Act, the President shall submit to Congress a report, in a classified format or including a classified annex, as appropriate, on the feasibility and advisability of expanding United States-Israeli cooperation on cyber issues, including sharing and advancing technologies related to the prevention of cybercrimes.</content></section>
<section id="d128869e309" identifier="/us/bill/113/s/2673/s9" style="-uslm-lc:I650141"><num value="9">SEC. 9. </num><heading>STATEMENT OF POLICY REGARDING THE VISA WAIVER PROGRAM.</heading><content style="-uslm-lc:I650120">  It shall be the policy of the United States to include Israel in the list of countries that participate in the visa waiver program under section 217 of the Immigration and Nationality Act (<ref href="/us/usc/t8/s1187">8 U.S.C. 1187</ref>) when Israel satisfies, and as long as Israel continues to satisfy, the requirements for inclusion in such program specified in such section.</content></section>
<section id="d128869e320" identifier="/us/bill/113/s/2673/s10" style="-uslm-lc:I650142"><num value="10">SEC. 10. </num><heading>STATUS OF IMPLEMENTATION OF SECTION 4 OF THE UNITED STATES-ISRAEL ENHANCED SECURITY COOPERATION ACT OF 2012.</heading><content style="-uslm-lc:I650120">  Not later than 180 days after the date of the enactment of this Act, the President shall, to the extent practicable and in an appropriate manner, provide an update to the Committee on Foreign Relations of the Senate, the Committee on Foreign Affairs of the House of Representatives, the Committee on Armed Services of the Senate, and the Committee on Armed Services of the House of Representatives on current and future efforts undertaken by the President to fulfill the objectives of section 4 of the United States-Israel Enhanced Security Cooperation Act (<ref href="/us/usc/t22/s8603">22 U.S.C. 8603</ref>).</content></section>
<section id="d128869e330" identifier="/us/bill/113/s/2673/s11" style="-uslm-lc:I650142"><num value="11">SEC. 11. </num><heading>IMPROVED REPORTING ON ENHANCING ISRAEL’S QUALITATIVE MILITARY EDGE AND SECURITY POSTURE.</heading><subsection class="indentUp0 firstIndent1 fontsize10" id="d128869e334" identifier="/us/bill/113/s/2673/s11/a" role="instruction" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">(a) </num><heading><inline class="smallCaps">Biennial Assessment Reevaluations</inline>.—</heading><content>Section 201(c) of the Naval Vessel Transfer Act of 2008 (<ref href="/us/usc/t22/s2776">22 U.S.C. 2776 note</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">“(3) </num><heading><inline class="smallCaps">Biennial updates</inline>.—</heading><chapeau>Two years after the date on which each quadrennial report is transmitted to Congress, the President shall—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">“(A) </num><content>reevaluate the assessment required under subsection (a); and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">“(B) </num><content>inform and consult with the appropriate congressional committees on the results of the reevaluation conducted pursuant to subparagraph (A).”</content></subparagraph></paragraph></quotedContent>.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d128869e370" identifier="/us/bill/113/s/2673/s11/b" role="instruction" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">(b) </num><heading><inline class="smallCaps">Certification Requirements for Major Defense Equipment</inline>.—</heading><chapeau>Section 36(h) of the Arms Export Control Act (<ref href="/us/usc/t22/s2776/h">22 U.S.C. 2776(h)</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e385" identifier="/us/bill/113/s/2673/s11/b/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>by <amendingAction type="redesignate">redesignating</amendingAction> paragraph (2) as paragraph (3); and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e393" identifier="/us/bill/113/s/2673/s11/b/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>by <amendingAction type="insert">inserting</amendingAction> after paragraph (1) the following:<quotedContent><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">“(2) </num><heading><inline class="smallCaps">Requirements with respect to determination for major defense equipment</inline>.—</heading><chapeau>A determination under paragraph (1) relating to the sale or export of major defense equipment shall include—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">“(A) </num><content>a detailed explanation of Israel’s capacity to address the improved capabilities provided by such sale or export;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">“(B) </num><chapeau>a detailed evaluation of—</chapeau><clause class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="i">“(i) </num><content>how such sale or export alters the strategic and tactical balance in the region, including relative capabilities; and</content></clause><clause class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650126"><num style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>Israel’s capacity to respond to the improved regional capabilities provided by such sale or export;</content></clause></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="C">“(C) </num><content>an identification of any specific new capacity, capabilities, or training that Israel may require to address the regional or country-specific capabilities provided by such sale or export; and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="D">“(D) </num><content>a description of any additional United States security assurances to Israel made, or requested to be made, in connection with, or as a result of, such sale or export.”</content></subparagraph></paragraph></quotedContent>.</content></paragraph></subsection></section>

and</content></subparagraph></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e552" identifier="/us/bill/113/s/2673/s12/a/5" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="5">(5) </num><content>by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="8">“(8) </num><content>United States-Israel energy cooperation and the development of natural resources by Israel are in the strategic interest of the United States;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="9">“(9) </num><content>Israel is a strategic partner of the United States in water technology;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="10">“(10) </num><content>the United States can play a role in assisting Israel with regional safety and security issues;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="11">“(11) </num><content>the National Science Foundation of the United States, to the extent consistent with the National Science Foundation’s mission, should collaborate with the Israel Science Foundation and the United States-Israel Binational Science Foundation;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="12">“(12) </num><chapeau>the United States and Israel should strive to develop more robust academic cooperation in—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">“(A) </num><content>energy innovation technology and engineering;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">“(B) </num><content>water science;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="C">“(C) </num><content>technology transfer; and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="D">“(D) </num><content>analysis of emerging geopolitical implications, crises and threats from foreign natural resource and energy acquisitions, and the development of domestic resources as a response;</content></subparagraph></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="13">“(13) </num><content>the United States supports the goals of the Alternative Fuels Administration of Israel with respect to expanding the use of alternative fuels;</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="14">“(14) </num><chapeau>the United States strongly urges open dialogue and continued mechanisms for regular engagement and encourages further cooperation between applicable departments, agencies, ministries, institutions of higher education, and the private sector of the United States and Israel on energy security issues, including—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">“(A) </num><content>identifying policy priorities associated with the development of natural resources of Israel;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">“(B) </num><content>discussing and sharing best practices to secure cyber energy infrastructure and other energy security matters;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="C">“(C) </num><content>leveraging natural gas to positively impact regional stability;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="D">“(D) </num><content>issues relating to the energy-water nexus, including improving energy efficiency and the overall performance of water technologies through research and development in water desalination, wastewater treatment and reclamation, water treatment in gas and oil production processes, and other water treatment refiners;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="E">“(E) </num><content>technical and environmental management of deep-water exploration and production;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="F">“(F) </num><content>emergency response and coastal protection and restoration;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="G">“(G) </num><content>academic outreach and engagement;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="H">“(H) </num><content>private sector and business development engagement;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="I">“(I) </num><content>regulatory consultations;</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="J">“(J) </num><content>leveraging alternative transportation fuels and technologies; and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="K">“(K) </num><content>any other areas determined appropriate by the United States and Israel;</content></subparagraph></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="15">“(15) </num><chapeau>the United States—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">“(A) </num><content>acknowledges the achievements and importance of the Binational Industrial Research and Development Foundation and the United States-Israel Binational Science Foundation; and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">“(B) </num><content>supports continued multiyear funding to ensure the continuity of the programs of the foundations specified in subparagraph (A); Regional Energy Cooperation</inline>.—</heading><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e752" identifier="/us/bill/113/s/2673/s12/c/1" role="instruction" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><heading><inline class="smallCaps">International partnerships</inline>.—</heading><chapeau>Section 917 of the Energy Independence and Security Act of 2007 (<ref href="/us/usc/t42/s17337">42 U.S.C. 17337</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d128869e767" identifier="/us/bill/113/s/2673/s12/c/1/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><content>by <amendingAction type="delete">striking</amendingAction> subsection (d);</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d128869e775" identifier="/us/bill/113/s/2673/s12/c/1/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>by <amendingAction type="redesignate">redesignating</amendingAction> subsection (c) as subsection (e);</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d128869e783" identifier="/us/bill/113/s/2673/s12/c/1/C" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="C">(C) </num><content>by <amendingAction type="insert">inserting</amendingAction> after subsection (b) the following:<quotedContent><subsection class="indentUp0 firstIndent1 fontsize10" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="c">“(c) </num><heading><inline class="smallCaps">International Partnerships</inline>.—</heading><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">“(1) </num><heading><inline class="smallCaps">In general</inline>.—</heading><content>The Secretary, subject to the availability of appropriations, may enter into cooperative agreements supporting and enhancing dialogue and planning involving international partnerships between the Department, including National Laboratories of the Department, and the Government of Israel and its ministries, offices, and institutions.</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">“(2) </num><heading><inline class="smallCaps">Federal share</inline>.—</heading><content>The Secretary may not pay more than 50 percent of Federal share of the costs of implementing cooperative agreements entered into pursuant to paragraph (1).</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="3">“(3) </num><heading><inline class="smallCaps">Annual reports</inline>.—</heading><chapeau>If the Secretary enters into agreements authorized by paragraph (1), the Secretary shall submit an annual report to the Committee on Energy and Natural Resources of the Senate, the Committee on Foreign Relations of the Senate, the Committee on Appropriations of the Senate, the Committee on Energy and Commerce of the House of Representatives, the Committee on Science, Space, and Technology of the House of Representatives, the Committee on Foreign Affairs of the House of Representatives, and the Committee on Appropriations of the House of Representatives that describes—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">“(A) </num><content>actions taken to implement such agreements; and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">“(B) </num><content>any projects undertaken pursuant to such agreements.</content></subparagraph></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="d">“(d) </num><heading><inline class="smallCaps">United States-Israel Energy Center</inline>.—</heading><content>The Secretary may establish a joint United States-Israel Energy Center in the United States leveraging the experience, knowledge, and expertise of institutions of higher education and entities in the private sector, among others, in offshore energy development to further dialogue and collaboration to develop more robust academic cooperation in energy innovation technology and engineering, water science, technology transfer, and analysis of emerging geopolitical implications, crises and threats from foreign natural resource and energy acquisitions, and the development of domestic resources as a response.”</content></subsection></quotedContent>; and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d128869e840" identifier="/us/bill/113/s/2673/s12/c/1/D" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="D">(D) </num><content>in subsection (e), as redesignated, by <amendingAction type="delete">striking</amendingAction> “<quotedText>the date that is 7 years after the date of enactment of this Act</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>September 30, 2024</quotedText>”.</content></subparagraph></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d128869e851" identifier="/us/bill/113/s/2673/s12/c/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><heading><inline class="smallCaps">Constructive regional energy cooperation</inline>.—</heading><chapeau>The Secretary of State shall continue the ongoing diplomacy efforts of the Secretary of State in—</chapeau><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d128869e859" identifier="/us/bill/113/s/2673/s12/c/2/A" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="A">(A) </num><content>engaging and supporting the energy security of Israel; and</content></subparagraph><subparagraph class="indentUp1 firstIndent1 fontsize10" id="d128869e863" identifier="/us/bill/113/s/2673/s12/c/2/B" style="-uslm-lc:I650124"><num style="-uslm-lc:emspace2" value="B">(B) </num><content>promoting constructive regional energy cooperation in the Eastern Mediterranean.</content></subparagraph></paragraph></subsection></section>
