<officialTitle class="centered fontsize8" style="-uslm-lc:I665511">To address shortages and interruptions in the availability of propane and other home heating fuels in the United States, and for other purposes.<?GPOvSpace 08?></officialTitle>
</longTitle>
<enactingFormula style="-uslm-lc:I650120">  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</enactingFormula>
<section id="d152423e62" identifier="/us/bill/113/hr/4076/s1" style="-uslm-lc:I650146"><num value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I650120">  This Act may be cited as the “<shortTitle role="act">Home Heating Emergency Assistance Through Transportation Act of 2014</shortTitle>” or the “<shortTitle role="act">HHEATT Act of 2014</shortTitle>”.</content></section>
<section id="d152423e75" identifier="/us/bill/113/hr/4076/s2" style="-uslm-lc:I650141"><num value="2">SEC. 2. </num><heading>PROPANE AND HOME HEATING FUEL EMERGENCY TRANSPORTATION.</heading><subsection class="indentUp0 firstIndent1 fontsize10" id="d152423e79" identifier="/us/bill/113/hr/4076/s2/a" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="a">(a) </num><heading><inline class="smallCaps">In General</inline>.—</heading><content>Notwithstanding any other provision of law, a covered emergency exemption issued by the Federal Motor Carrier Safety Administration shall remain in effect until May 31, 2014, unless the Secretary of Transportation, after consultation with the Governors of affected States, determines that the emergency for which the exemption was provided ends before that date.</content></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d152423e87" identifier="/us/bill/113/hr/4076/s2/b" role="definitions" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="b">(b) </num><heading><inline class="smallCaps">Covered Emergency Exemption Defined</inline>.—</heading><chapeau>In this section, the term “<term>covered emergency exemption</term>” means an exemption issued under <ref href="/us/cfr/t49/s390.23">section 390.23 of title 49, Code of Federal Regulations</ref>, or extended under section 390.25 of such title that—</chapeau><paragraph class="indentUp1 firstIndent1 fontsize10" id="d152423e99" identifier="/us/bill/113/hr/4076/s2/b/1" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="1">(1) </num><content>was issued or extended during the period beginning on February 5, 2014, and ending on the date of enactment of this Act; and</content></paragraph><paragraph class="indentUp1 firstIndent1 fontsize10" id="d152423e103" identifier="/us/bill/113/hr/4076/s2/b/2" style="-uslm-lc:I650122"><num style="-uslm-lc:emspace2" value="2">(2) </num><content>provided regulatory relief for commercial motor vehicle operations providing direct assistance supporting the delivery of propane and home heating fuels.</content></paragraph></subsection><subsection class="indentUp0 firstIndent1 fontsize10" id="d152423e107" identifier="/us/bill/113/hr/4076/s2/c" style="-uslm-lc:I650120"><num style="-uslm-lc:emspace2" value="c">(c) </num><heading><inline class="smallCaps">Rule of Construction</inline>.—</heading><content>Nothing in subsection (a) may be construed to prohibit the Federal Motor Carrier Safety Administration from issuing or extending a covered emergency exemption beyond May 31, 2014, under other Federal law.</content></subsection></section>
