Public Utility Regulatory Policies Act of 1978 to support microgrids, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Transformative Resilience, Operations, and Next-Generation Grid Innovation Deployment Act of 2026</short-title></quote> or the <quote><short-title>STRONG GRID Act of 2026</short-title></quote>.</text></section><section id="id1875aee4c7604afe9961bb5765000f93"><enum>2.</enum><header>Consideration of interconnection of microgrids and the benefits of investments in resilience</header><subsection id="idf7a09b5aeef840d9a3bc9b4bb80d91e1"><enum>(a)</enum><header>In general</header><text>Section 111(d) of the Public Utility Regulatory Policies Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/16/2621">16 U.S.C. 2621(d)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idb7325c65ff4e4b31a5dae9f77fba7d32"><paragraph id="idc4100d2dacf94100b35de6927cb900cf"><enum>(22)</enum><header>Interconnection of microgrids</header><subparagraph commented="no" display-inline="no-display-inline" id="idc509771fee6044c581b23f13f7bd81b2"><enum>(A)</enum><header display-inline="yes-display-inline">Definition of microgrid</header><text>In this paragraph, the term <term>microgrid</term> means a group of interconnected loads and distributed energy resources (which may include energy generation resources, energy storage, energy efficiency resources, district heating and cooling, combined heat and power, demand response and load control tools, and other management, forecasting, and analytical tools) within clearly defined electrical boundaries that—</text><clause commented="no" display-inline="no-display-inline" id="id46062e9a90454bb8b99195d17f698fd9"><enum>(i)</enum><text display-inline="yes-display-inline">acts as a single controllable entity with respect to the electric grid; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id4dff970b00d84087862197328be33a82"><enum>(ii)</enum><text display-inline="yes-display-inline">has the ability—</text><subclause commented="no" display-inline="no-display-inline" id="idf01f5b5719c547618d36aca122a4f0d2"><enum>(I)</enum><text display-inline="yes-display-inline">to connect to the electric grid;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id8a2d4e91c58743fe893ef1e41669fd36"><enum>(II)</enum><text display-inline="yes-display-inline">to disconnect from the electric grid; or</text></subclause><subclause commented="no" display-inline="no-display-inline" id="idd9a5a04601c9497a9ed2482563bafa4c"><enum>(III)</enum><text display-inline="yes-display-inline">to run in parallel to the electric grid, whether connected to or disconnected from the electric grid.</text></subclause></clause></subparagraph><subparagraph id="id78E6D2054C7C4C369566561621C1A7BA"><enum>(B)</enum><header>Interconnection</header><text>Each State shall consider establishing a regulatory framework for the interconnection of microgrids, which may include revising existing interconnection requirements for distributed energy resources to better account for islanding, resource availability and scheduling, resource protection, and controls.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6d8337acdcd34cdcb0f47d6dc7169e16"><enum>(23)</enum><header>Quantifying benefits of investments in resilience</header><subparagraph commented="no" display-inline="no-display-inline" id="id423ed808123d44f29debda96900f3cd5"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Each State shall consider establishing—</text><clause commented="no" display-inline="no-display-inline" id="idfb603d70c8d14f8f90553d010de2cd05"><enum>(i)</enum><text display-inline="yes-display-inline">standards for evaluating and quantifying the benefits of investments in the resilience of the electric grid, including—</text><subclause commented="no" display-inline="no-display-inline" id="idc359828004154dfc948dfd0e1d0af6af"><enum>(I)</enum><text display-inline="yes-display-inline">the events, circumstances, and essential services for which resilience is required;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="idcd419d39064b4966badd416a98258f71"><enum>(II)</enum><text display-inline="yes-display-inline">the level and duration of service required to achieve resilience; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="idde6802d70c7b413ea5d3e0dbe18a5e89"><enum>(III)</enum><text>consideration of—</text><item commented="no" display-inline="no-display-inline" id="idf5cf4f7047b341f69cbf3594ad662629"><enum>(aa)</enum><text display-inline="yes-display-inline">whether critical customers have on-site or behind-the-meter generation capacity; and</text></item><item commented="no" display-inline="no-display-inline" id="id70cab398d6e24411bab25e15b9f97845"><enum>(bb)</enum><text>whether information relating to that capacity has been shared with the applicable utility and relevant regional entities, as necessary; and</text></item></subclause></clause><clause id="idbdc23d2da2b741c0b62d0661f17d0b18"><enum>(ii)</enum><text>a valuation methodology to quantify the value of measures to improve the resilience of the electric grid in order to determine whether such investments are justifiable, including a mechanism to determine—</text><subclause commented="no" display-inline="no-display-inline" id="idc5fe95bce7a74e3b8034613723ebbf71"><enum>(I)</enum><text display-inline="yes-display-inline">the distribution of resilience benefits to ratepayers; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id78a253dc8d214432aacb85ac785dfff0"><enum>(II)</enum><text display-inline="yes-display-inline">the scope over which resilience benefits accrue.</text></subclause></clause></subparagraph><subparagraph id="idc6dd12653bbf401b9339f0f24560130a"><enum>(B)</enum><header>Defense installations</header><text>Military installations (as defined in section 2801(c) of title 10, United States Code) and other defense installations and infrastructure operated by the Department of Defense shall not be subject to any standards or methodologies established pursuant to subparagraph (A).</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" id="iddda1b04b45a7419481fbc7b0cca4c9a8"><enum>(b)</enum><header>Compliance</header><paragraph commented="no" id="iddd2d9155d43d47aeb5225929e2418a09"><enum>(1)</enum><header>Time limitation</header><text>Section 112(b) of the Public Utility Regulatory Policies Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/16/2622">16 U.S.C. 2622(b)</external-xref>) is amended—</text><subparagraph commented="no" display-inline="no-display-inline" id="id5393475813f944fea0d57422b137a610"><enum>(A)</enum><text display-inline="yes-display-inline">by indenting paragraphs (4) through (8), and any subparagraphs within those paragraphs, appropriately; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb232b0b58ad24119879ec27d012271c5"><enum>(B)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id28794ef7c220497e99e4ac8e9592fb0c"><paragraph commented="no" id="idb490e73402024b8faf7a9035044a41c1" indent="up1"><enum>(9)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="id5ab77d2a74e2420aacbf2edbe74e5750"><enum>(A)</enum><text>Not later than 1 year after the date of enactment of this paragraph, each State regulatory authority (with respect to each electric utility for which the State has ratemaking authority) and each nonregulated electric utility shall commence consideration under section 111, or set a hearing date for consideration, with respect to the standards established by paragraphs (22) and (23) of section 111(d).</text></subparagraph><subparagraph commented="no" id="id7D80120D0D7B4616B87DA57CFC39FDCE" indent="up1"><enum>(B)</enum><text>Not later than 2 years after the date of enactment of this paragraph, each State regulatory authority (with respect to each electric utility for which the State has ratemaking authority), and each nonregulated electric utility shall complete the consideration and make the determination under section 111 with respect to the standards established by paragraphs (22) and (23) of section 111(d).</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" id="id831f9743a1d14f76a2945dab26bc41a0"><enum>(2)</enum><header>Failure to comply</header><text>Section 112(c) of the Public Utility Regulatory Policies Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/16/2622">16 U.S.C. 2622(c)</external-xref>) is amended by adding at the end the following: <quote>In the case of the standards established by paragraphs (22) and (23) of section 111(d), the reference contained in this subsection to the date of enactment of this Act shall be deemed to be a reference to the date of enactment of those paragraphs.</quote>.</text></paragraph><paragraph commented="no" id="id7e0533984c164813a4ae94c43ef444d7"><enum>(3)</enum><header>Prior state actions</header><subparagraph commented="no" id="id7d7732d9f72145e0a8ecbe518227c726"><enum>(A)</enum><header>In general</header><text>Section 112 of the Public Utility Regulatory Policies Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/16/2622">16 U.S.C. 2622</external-xref>) is amended—</text><clause commented="no" id="id1a58664ccbf44c40b45a18da37106f52"><enum>(i)</enum><text>in each of subsections (d) through (h), by redesignating paragraphs (1) through (3) as subparagraphs (A) through (C), respectively, and indenting appropriately;</text></clause><clause commented="no" display-inline="no-display-inline" id="id26d22c3827154e4da339e10501590856"><enum>(ii)</enum><text>in subsections (e) through (h), by striking <quote>enactment of this subsection</quote> and inserting <quote>enactment of that paragraph</quote>;</text></clause><clause commented="no" id="id322ec1f0c34f4b1a9d183ec0810628dc"><enum>(iii)</enum><text>in subsection (d), in the matter preceding subparagraph (A) (as so redesignated), by striking <quote>Subsections</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id5d9d5ddeb3b94f8f968a53e84fc91e05"><paragraph display-inline="no-display-inline" id="id3a6151d507d4414b859db742a0864322"><paragraph commented="no" id="id5c098aab9abf468a8fdeac24fb4ea99f"><enum>(6)</enum><header>Interconnection of microgrids; benefits of investments in resilience</header><text>Subsections (b) and (c) shall not apply to the standard established by paragraph (22) or (23), as applicable, of section 111(d) in the case of any electric utility in a State if, before the date of enactment of that paragraph—</text><subparagraph commented="no" id="id8687109e64be49e79648c9f03380e743"><enum>(A)</enum><text>the State has implemented for the electric utility the applicable standard (or a comparable standard);</text></subparagraph><subparagraph commented="no" id="idae154ce019684ca088cd338d2a69eb74"><enum>(B)</enum><text>the State regulatory authority for the State or the relevant nonregulated electric utility has conducted a proceeding to consider implementation of the applicable standard (or a comparable standard) for the electric utility; or</text></subparagraph><subparagraph commented="no" id="id1e91cb230a73410eb578f315e22a2be1"><enum>(C)</enum><text>the State legislature has voted on the implementation of the applicable standard (or a comparable standard) for the electric utility during the 3-year period ending on that date of enactment.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id79fd72887944466a9330fd742050ea20"><enum>(B)</enum><header>Cross reference</header><text>Section 124 of the Public Utility Regulatory Policies Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/16/2634">16 U.S.C. 2634</external-xref>) is amended by adding at the end the following: <quote>In the case of the standards established by paragraphs (22) and (23) of section 111(d), the reference contained in this section to the date of enactment of this Act shall be deemed to be a reference to the date of enactment of those paragraphs.</quote>.</text></subparagraph></paragraph></subsection></section><section id="idfcb7066999b249eba8727a3a0c1dd572"><enum>3.</enum><header>State Energy programs</header><text display-inline="no-display-inline">Section 362 of the Energy Policy and Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6322">42 U.S.C. 6322</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id7fc0e75ed2164c8aa902112c4b14f62f"><enum>(1)</enum><text>in subsection (c)(7)(B), by inserting <quote>, including microgrids (as defined in section 367(a))</quote> before the semicolon at the end; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5e6dbaee6b51418b8ad494668f90c193"><enum>(2)</enum><text>in subsection (d)(10), by inserting <quote>, such as distributed energy resources and virtual power plants</quote> before the semicolon at the end.</text></paragraph></section><section id="iddc1d8ac4ca9840c0ac3585db25bf1416"><enum>4.</enum><header>State-administered assistance for microgrids</header><subsection commented="no" display-inline="no-display-inline" id="id6518095c7118465090c7d5c8f1764e7d"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Part D of title III of the Energy Policy and Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6321">42 U.S.C. 6321 et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id088cda87abf54f93b88aa8541acca837"><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="idd95e85c2c35b4b9cb6bdb8aa01481f7a"><enum>367.</enum><header>State-administered assistance for microgrids</header><subsection commented="no" display-inline="no-display-inline" id="id0c517ae8dfbb4a0aa6057a166943c6f2"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text>In this section:</text><paragraph commented="no" display-inline="no-display-inline" id="idf68257d3a73e4bee85b04c7fc2d2b3af"><enum>(1)</enum><header>Low-income community</header><text>The term <term>low-income community</term> means any census block group in which 30 percent or more of the population are individuals with an annual household income equal to, or less than, the greater of—</text><subparagraph commented="no" display-inline="no-display-inline" id="id7c60903466d94ef68131c5960cf8dd6b"><enum>(A)</enum><text display-inline="yes-display-inline">an amount equal to 80 percent of the median income of the area in which the household is located, as reported by the Department of Housing and Urban Development; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6129749086354f1f8ebdc1a57b915c38"><enum>(B)</enum><text>200 percent of the Federal poverty line.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1264a362c079492dbe02c83bf4b273b8"><enum>(2)</enum><header display-inline="yes-display-inline">Microgrid</header><text>The term <term>microgrid</term> means a group of interconnected loads and distributed energy resources (which may include energy generation resources, energy storage, energy efficiency resources, district heating and cooling, combined heat and power, demand response and load control tools, and other management, forecasting, and analytical tools) within clearly defined electrical boundaries that—</text><subparagraph commented="no" display-inline="no-display-inline" id="id10bd61e0943c40338e221c0dde0d86c9"><enum>(A)</enum><text display-inline="yes-display-inline">acts as a single controllable entity with respect to the electric grid; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id95d0f92346a74792bdd8df345bd0adec"><enum>(B)</enum><text display-inline="yes-display-inline">has the ability to connect to, disconnect from, or run in parallel to the electric grid and operate in grid-connected mode or islanded mode.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9f2e71b3daea4e2ab8f06a381ba14d3a"><enum>(3)</enum><header>Rural area</header><text>The term <term>rural area</term> means any area other than—</text><subparagraph commented="no" display-inline="no-display-inline" id="id9391ef15001d4d1ba096be1f7af8dee0"><enum>(A)</enum><text display-inline="yes-display-inline">a city or town that has a population of greater than 50,000 inhabitants; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1144a6e6c9c54c46846f8055a8d9754c"><enum>(B)</enum><text>any urbanized area contiguous and adjacent to a city or town described in subparagraph (A).</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idb80236e41d64476d90b8c8e142d5722e"><enum>(b)</enum><header display-inline="yes-display-inline">Program</header><text>Not later than 1 year after the date of enactment of the <short-title>STRONG GRID Act of 2026</short-title>, the Secretary, in consultation with the Director of the Office of Cybersecurity, Energy Security, and Emergency Response, shall establish a program under which the Secretary shall allocate funding to State energy offices to implement an Electric Grid Resilience Program in accordance with this section.</text></subsection><subsection id="id0ab043ce87924ef48d3d1adf1cc9e636"><enum>(c)</enum><header>Funding allocation</header><text>The Secretary shall allocate funding under subsection (b) in accordance with the allocation formula in effect on December 31, 2024, for the State Energy Program established under this part.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id24c9cd3d3edf47b5928d8fee78587bbe"><enum>(d)</enum><header>Electric Grid Resilience Programs</header><paragraph commented="no" display-inline="no-display-inline" id="iddd3fac17190c45fdbf925d3639e8c22b"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text>An Electric Grid Resilience Program carried out by a State energy office using funds provided under this section shall award competitive grants to eligible entities to support the deployment of microgrids.</text></paragraph><paragraph id="id1947d83c307f46558238dc7641e86c09"><enum>(2)</enum><header>Eligible activities</header><text>A grant awarded under an Electric Grid Resilience Program may be used for—</text><subparagraph commented="no" display-inline="no-display-inline" id="id34fff83acb624428a27f9509a680cc8c"><enum>(A)</enum><text display-inline="yes-display-inline">conducting a microgrid needs assessment or feasibility study;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2fba65b3e1a04965bcebbaf3c82d689e"><enum>(B)</enum><text display-inline="yes-display-inline">designing and engineering a microgrid, including the solicitation of technical assistance—</text><clause commented="no" display-inline="no-display-inline" id="idad0e591219734581af73f707661d944e"><enum>(i)</enum><text display-inline="yes-display-inline">to address permitting and siting challenges;</text></clause><clause commented="no" display-inline="no-display-inline" id="id42dc2aa2785e46af8c75819643cdbf99"><enum>(ii)</enum><text display-inline="yes-display-inline">to understand the technical characteristics and management of microgrids;</text></clause><clause commented="no" display-inline="no-display-inline" id="id0fc7ff09cb9b42139d88cd657375f81e"><enum>(iii)</enum><text display-inline="yes-display-inline">to develop a maintenance plan for the microgrid; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id61d6215ee49a420b94b99a383f04e5f7"><enum>(iv)</enum><text display-inline="yes-display-inline">to develop cybersecurity and data privacy measures unique to microgrid performance and operation;</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idbd59aa96031a418286352a9f065f2ab0"><enum>(C)</enum><text display-inline="yes-display-inline">construction of a microgrid and associated energy resources, including—</text><clause commented="no" display-inline="no-display-inline" id="idfd0622ec16f144fb89a5fee04f8e17fb"><enum>(i)</enum><text display-inline="yes-display-inline">energy generation assets;</text></clause><clause commented="no" display-inline="no-display-inline" id="id82a7534527a6478385e6946d88ade70e"><enum>(iii)</enum><text display-inline="yes-display-inline">technologies to manage the operation and security of the microgrid;</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf3c08241c4cf4a6fabb9c630adedddc9"><enum>(D)</enum><text display-inline="yes-display-inline">implementation of advanced cybersecurity or operational controls for an existing microgrid;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idd7c7e1e11f1c40c19ffed552eade69aa"><enum>(E)</enum><text display-inline="yes-display-inline">the technical and physical operation and maintenance of a newly constructed microgrid;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ida2f1d379f28f4501988d38dabca0d8c6"><enum>(F)</enum><text display-inline="yes-display-inline">training existing staff on the real-time systems specific to microgrids; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ida6e649b43c594d38b2222f12dbe813ec"><enum>(G)</enum><text display-inline="yes-display-inline">other activities relating to microgrid deployment, as the applicable State energy office determines to be appropriate.</text></subparagraph></paragraph><paragraph id="id60d8306f6d8e44969931519e93cce028"><enum>(3)</enum><header>Priorities</header><text>In awarding grants under an Electric Grid Resilience Program, a State energy office shall give priority to projects that—</text><subparagraph commented="no" display-inline="no-display-inline" id="idd319e5ace3d640cfa1b201aff3dbda4b"><enum>(A)</enum><text display-inline="yes-display-inline">improve energy resilience, such as by reducing the frequency, duration, or scale of blackouts or power system failures;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc3e35fee17d94ef6a117c5a192079370"><enum>(B)</enum><text display-inline="yes-display-inline">improve the reliability of electric service;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb51d105d4a8f452dbc92192c7cb9cb16"><enum>(C)</enum><text>generate multiple energy value streams, including ancillary services;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idee61a44c80f340a3bf63c347f6c2e951"><enum>(D)</enum><text>address a need identified in a State or local hazard mitigation or emergency preparedness plan;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6e49bb3def35426fbd9846170a07ad1e"><enum>(E)</enum><text>address a need identified in a State energy security plan (as defined in section 366(a));</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb35a78fdd8234ee0a30b3654d30b97fc"><enum>(F)</enum><text>primarily benefit a rural area or low-income community;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb82dc9f6f0334035807c6cd34bf7ef97"><enum>(G)</enum><text display-inline="yes-display-inline">provide ancillary services to the grid, such as demand management or congestion control; or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id81fe82ea6ad64303a2f21205715275e8"><enum>(H)</enum><text display-inline="yes-display-inline">deploy distributed or renewable energy resources.</text></subparagraph></paragraph><paragraph id="id7f15c1aa95d24128baefbf8104e97c9a"><enum>(4)</enum><header>Cost share</header><text>The recipient of a grant under an Electric Grid Resilience Program shall be required to provide not less than 25 percent of the cost of the project carried out using the grant.</text></paragraph></subsection><subsection id="idad861c5dd63141afb07617c91d467d6c"><enum>(e)</enum><header>Administrative expenses</header><text>A State may use up to 10 percent of the amount allocated to the State under this section for the costs of administering an Electric Grid Resilience Program.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="idabf9f02c21d3446d9f86426a7ae50d53"><enum>(f)</enum><header>Funding</header><text>There is appropriated, out of any funds in the Treasury not otherwise appropriated, $500,000,000 to carry out this section for the period of fiscal years 2027 through 2031.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H9594C4FAC92A40D19019447C90A6C28A"><enum>(b)</enum><header>Technical amendment</header><text>The table of contents for the Energy Policy and Conservation Act (<external-xref legal-doc="public-law" or</text></clause><clause commented="no" display-inline="no-display-inline" id="id85be2aeb12ae4594b8226ff83eae8028"><enum>(iii)</enum><text>any other matter relating to the adoption or use of microgrids; and</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1ee7f26c149b450eb0725d0f350dfac2"><enum>(G)</enum><text>any other relevant entity, as determined by the Secretary.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3847aafc762d459e9b29f8c066c1fab6"><enum>(2)</enum><header>Microgrid</header><text display-inline="yes-display-inline">The term <term>microgrid</term> has the meaning given the term in section 111(d)(22)(A).</text></paragraph><paragraph id="ID98E6438C5D8942F49E3F464A7FD4D82C"><enum>(3)</enum><header>National Laboratory</header><text>The term <term>National Laboratory</term> has the meaning given the term in section 2 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/15801">42 U.S.C. 15801</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id733fed3a43bb45e2af15203d5284fb5b"><enum>(4)</enum><header>State energy office</header><text>The term <term>State energy office</term> means the State agency responsible for developing a State energy conservation plan under section 362 of the Energy Policy and Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6322">42 U.S.C. 6322</external-xref>).</text></paragraph></subsection><subsection id="id1775207f4dd04d71ba44e9155d4a692b"><enum>(b)</enum><header>Technical assistance on microgrid adoption</header><text>The Secretary, on request, shall provide to eligible entities technical assistance to facilitate the adoption and deployment of microgrids, including technical assistance with respect to—</text><paragraph id="id14cb269b8f8845f4afa06530429e2c6a"><enum>(1)</enum><text>interconnection processes;</text></paragraph><paragraph id="idfafcd98ef25c4b5fa913b6a23e644475"><enum>(2)</enum><text>valuation and verification of microgrid benefits;</text></paragraph><paragraph id="id99f8b6eef2624f3eabb0c359ab364b36"><enum>(3)</enum><text>integrated distribution system and resource planning, including behind-the-meter resources;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idcbad0a2d89cc42ea8229eba87c2e3b5c"><enum>(4)</enum><text display-inline="yes-display-inline">co-locating microgrid infrastructure and large industrial and commercial loads; and</text></paragraph><paragraph id="id7f83837a1be24aa195dddb40d6a4eb6e"><enum>(5)</enum><text>other relevant considerations, as determined by the Secretary.</text></paragraph></subsection><subsection id="id5316eb43ac2b4b46833da28d0b4e7c1a"><enum>(c)</enum><header>Technical assistance on implementation of the STRONG GRID Act of 2026</header><paragraph commented="no" display-inline="no-display-inline" id="idc8332d45abca41178b43834b74cfe095"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary, on request, shall provide technical assistance to State agencies and other eligible entities, including State regulatory authorities, State regulated electric utilities, and nonregulated electric utilities, with respect to—</text><subparagraph commented="no" display-inline="no-display-inline" id="idfdb3c6c6cac4451b92c5813a59caf145"><enum>(A)</enum><text>regulatory proceedings relating to paragraphs (22) and (23) of section 111(d);</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id56157fcbbe91411bbc1bb85aaf8b0a54"><enum>(B)</enum><text display-inline="yes-display-inline">the adoption or use of microgrids as part of the State Energy Program established under part D of title III of the Energy Policy and Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6321">42 U.S.C. 6321 et seq.</external-xref>); or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id62ef11d8196541f09b26afd307d6c499"><enum>(C)</enum><text display-inline="yes-display-inline">the grant program established under section 367(b) of that Act.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id48b23ed639984ef3bc05406903808fc7"><enum>(2)</enum><header>National Laboratories</header><text>The Secretary may provide technical assistance under paragraph (1) through the National Laboratories, as the Secretary determines to be appropriate.</text></paragraph></subsection><subsection id="id7b01dd5ef2ab4fbba23b0b3f278de99a"><enum>(d)</enum><header>Best practices</header><text>The Secretary, in coordination with the National Laboratories and in consultation with State energy offices and other stakeholders, as determined by the Secretary, shall develop best practices for the following matters with respect to microgrids and microgrid components:</text><paragraph commented="no" display-inline="no-display-inline" id="id46a2f0b460674f43ae52ec2a9d8b737a"><enum>(1)</enum><text display-inline="yes-display-inline">Interconnection processes.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8f59e00158cf445789d71dae0db27f4b"><enum>(2)</enum><text display-inline="yes-display-inline">Cybersecurity.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id213f90e9988b443fa71fa538b7219573"><enum>(3)</enum><text display-inline="yes-display-inline">Personal data protection.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idbc919842c3fb4c02bf64fa9cc4c168b0"><enum>(4)</enum><text display-inline="yes-display-inline">Ownership.</text></paragraph></subsection><subsection id="id355347b3d4fa424d83921e431be0d497"><enum>(e)</enum><header>Workshops, roundtables, and other activities</header><text>The Secretary shall host workshops, roundtables, information sessions, and other activities to provide to eligible entities education and information about microgrids, including with respect to—</text><paragraph id="idaa1300cc998c446bb8f43c0b083d3f17"><enum>(1)</enum><text>the benefits of microgrids and the role of microgrids in strengthening electric grid resilience, reducing emissions, managing demand, and meeting load growth and other energy industry challenges;</text></paragraph><paragraph id="idd49cf8b573ef42669549f983f0bc4829"><enum>(2)</enum><text>best practices, standards, and protocols for the regulation, development, implementation, operation, and management of microgrids; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id750034d791514588b65e4c0e2534a563"><enum>(3)</enum><text>resources and technical assistance opportunities available to eligible entities from the Secretary and other Federal agencies.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="id54121ac3fade4419b3841e33b990e3d2"><enum>(b)</enum><header>Clerical amendment</header><text>The table of contents in section 1(b) of the Public Utility Regulatory Policies Act of 1978 (<external-xref legal-doc="public-law" parsable-cite="pl/95/617">Public Law 95–617</external-xref>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id518fb11baac6439998fa3e092d8753c4"><enum>(K)</enum><text>any other relevant entity, as determined by the Secretary.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idac61e9b4c05f4827b21337c0965c1906"><enum>(2)</enum><header>Pilot program</header><text>The term <term>pilot program</term> means the pilot program established under subsection (b).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id34a61dd4630f447981ba5e9bd9442f64"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Energy.</text></paragraph></subsection><subsection id="idb21ff4d5316e4d9e8be30d7d06255f9e"><enum>(b)</enum><header>Establishment</header><text>Not later than 1 year after the date of enactment of this Act, the Secretary shall establish a pilot program to award grants, on a competitive basis, to eligible entities for projects to demonstrate innovative microgrid deployment.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id70231553f6ae435a9205e18d0f4e2441"><enum>(c)</enum><header>Applications</header><text>An eligible entity seeking a grant under the pilot program shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text></subsection><subsection id="id504cf1308d9247a989920d59eddf58c5"><enum>(d)</enum><header>Priority</header><text>In awarding grants under the pilot program, the Secretary shall give priority to projects that demonstrate innovative microgrid applications, emerging technologies, and distributed energy resources management systems, which may include microgrid projects that—</text><paragraph id="idc26863d8f8114aa38af00a53176557d8"><enum>(1)</enum><text>provide ancillary grid services and supply and demand management;</text></paragraph><paragraph id="id7b2c928ceed24192bfca79222d96f0a8"><enum>(2)</enum><text>aggregate distributed energy resources into virtual power plants;</text></paragraph><paragraph id="idd5ba2f56ebca47f4889cceb6d196c7fc"><enum>(3)</enum><text>communicate between demand and generation resources;</text></paragraph><paragraph id="ideff2ff3ba808449787201015d642317c"><enum>(4)</enum><text>demonstrate effective cybersecurity management;</text></paragraph><paragraph id="id020ded5e8ac64ac89960603c0bd8b8c8"><enum>(5)</enum><text>demonstrate methods to protect microgrids and related energy resources during a grid or microgrid fault;</text></paragraph><paragraph id="id42d3438354684bdf8b1bd2e8a89a9edc"><enum>(6)</enum><text>facilitate load transfers to alleviate transmission congestion;</text></paragraph><paragraph id="ide8c2f85aca704ed4ab323fa2ee17f462"><enum>(7)</enum><text>manage voltage instability or collapses;</text></paragraph><paragraph id="iddac57aea7d2940e4a2bda11a9aba897e"><enum>(8)</enum><text>demonstrate systems to support microgrid and networked microgrid operations, including coordination and resource sharing;</text></paragraph><paragraph id="id215cb41134574395888e1ef1582db88d"><enum>(9)</enum><text>demonstrate systems for multi-microgrid control;</text></paragraph><paragraph id="id6f4ede5bee0e4fdf88916e1acddb4625"><enum>(10)</enum><text>demonstrate microgrid capabilities and operation in black-start conditions;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6977b71e59144f36a934baeb96a0d6cf"><enum>(11)</enum><text>demonstrate successful operation of microgrids where direct current systems are the primary basis of design;</text></paragraph><paragraph id="id7b6b8db450234f3a8a2b44c004356de9"><enum>(12)</enum><text>demonstrate successful microgrid operation with a significant penetration of or complete reliance on renewable energy resources, including storage; or</text></paragraph><paragraph id="idadbab3ef0c994dea96d6932d0f4b070d"><enum>(13)</enum><text>adopt a flexible regulatory framework for high-visibility projects that demonstrate advanced microgrid concepts and technologies.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id07c6900ba6b24a99b64d480f2b38f222"><enum>(e)</enum><header>Cost share</header><text>The Federal share of the cost of a project for which a grant is provided under the pilot program shall not exceed 90 percent.</text></subsection><subsection id="id61c5f3e24125489a87a8642dd978a6c0"><enum>(f)</enum><header>Technical assistance</header><text>The Secretary may provide technical assistance to recipients of grants under the pilot program with respect to—</text><paragraph commented="no" display-inline="no-display-inline" id="id39d10bffe694415ea0a78f3874162a5f"><enum>(1)</enum><text display-inline="yes-display-inline">the development of microgrid regulatory frameworks;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida15839ac4ec0488c9a4ecdf868c4165f"><enum>(2)</enum><text display-inline="yes-display-inline">the design of microgrids; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide499302f432b4aa29c825226f55b37f1"><enum>(3)</enum><text display-inline="yes-display-inline">the feasibility of microgrid projects.</text></paragraph></subsection><subsection id="idddef30d084cf4127bc636febc4af6fab"><enum>(g)</enum><header>Reports</header><paragraph commented="no" display-inline="no-display-inline" id="id6bf037bda51446bf90ac7268c86ffdc7"><enum>(1)</enum><header>Report on microgrid benefits and regulatory processes</header><text display-inline="yes-display-inline">Not later than 5 years after the date of enactment of this Act, the Secretary, in coordination with the National Laboratories, shall submit to Congress and publish on a publicly available website of the Department of Energy a report that evaluates the outcomes of the pilot program, including—</text><subparagraph commented="no" display-inline="no-display-inline" id="idc378bd630d5a4c978537a90c5dcd0c84"><enum>(A)</enum><text display-inline="yes-display-inline">the benefits, challenges, and risks of microgrid deployment; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id68d8e19ae1f44904a3436588ba608004"><enum>(B)</enum><text display-inline="yes-display-inline">regulatory processes relating to the deployment of microgrids.</text></subparagraph></paragraph><paragraph id="id3144e72cb5194ea183c91d70f4999de1"><enum>(2)</enum><header>Report on pilot projects</header><text>Annually, the Secretary shall submit to Congress and publish on a publicly available website of the Department of Energy a report describing each project funded under the pilot program as of the date of the report, including the innovative microgrid deployment, applications, and technologies demonstrated by the project.</text></paragraph></subsection><subsection id="ida32720d15a774a6db178c1eb8700c877"><enum>(h)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary to carry out the pilot program $200,000,000 for the period of fiscal years 2027 through 2031.</text></subsection></section></legis-body></bill>
