            <enum>1.</enum>
            <header>No pay for Senators during Government shutdowns</header>
            <subsection id="idDEC2F5BED5CF4F609A8DD7EC4479361B">
                <enum>(a)</enum>
                <header display-inline="yes-display-inline">Definitions</header>
 <text display-inline="yes-display-inline">In this section—</text> <paragraph display-inline="no-display-inline" commented="no" id="idbd1813b38f284c128dd9f06284a8e193"> <enum>(1)</enum> <text>the term <term>Government shutdown</term> means a lapse in appropriations for 1 or more Federal agencies or departments; and</text>
                </paragraph>
                <paragraph id="H52B74E8A9D28421EAAB63D3EB8EFF5B5">
                    <enum>(2)</enum>
 <text>the term <term>Secretary of the Senate</term> means the Secretary of the Senate, or an employee of the Office of the Secretary of the Senate who is designated by the Secretary to carry out the requirements of this section.</text>
                </paragraph>
            </subsection>
            <subsection id="HFC5B309AD83D4EC7AD0DAC323FD01B9E">
                <enum>(b)</enum>
                <header>Requiring reduction of pay of Senators if Government shutdown
                    occurs</header>
                <paragraph commented="no" display-inline="no-display-inline" id="id63578570f63848a7b630a1443d4c4430">
                    <enum>(1)</enum>
                    <header>In general</header>
 <text display-inline="yes-display-inline">If on any day during a pay period a Government shutdown is in effect, the Secretary of the Senate shall exclude from the payments otherwise required to be made with respect to that pay period for the compensation of each Senator an amount equal to the product of—</text>
                    <subparagraph id="HB1B047A16FFD4410BE53C23E9D93DA06">
                        <enum>(A)</enum>
 <text>an amount equal to one day's worth of pay under the annual rate of pay of the Senator under section 601(a) of the Legislative Reorganization Act of 1946 (<external-xref legal-doc="usc" parsable-cite="usc/2/4501">2 U.S.C. 4501</external-xref>); and</text>
                    </subparagraph>
                    <subparagraph id="HA1C404A617DF4681888378CE003C3B63" commented="no" display-inline="no-display-inline">
                        <enum>(B)</enum>
 <text>the number of 24-hour periods during the pay period during which the Government shutdown is in effect.</text>
                    </subparagraph>
                </paragraph>
                <paragraph commented="no" id="HF95234DB015C41B48789AF9C10C08F20">
                    <enum>(2)</enum>
                    <header>Effective date</header>
 <text>This subsection shall apply with respect to days occurring after the date of the regularly scheduled general election for Federal office held in November 2026 (in this section referred to as the <quote>pay reduction effective date</quote>).</text>
                </paragraph>
            </subsection>
            <subsection display-inline="no-display-inline" id="H295E2BFD946548E4AC0FC95E28EEF49B" commented="no">
                <enum>(c)</enum>
                <header>Special rule for Senators before general election</header>
                <paragraph id="H3CEE32F0D9D94230B7A6DA3CC64853E8" commented="no">
                    <enum>(1)</enum>
                    <header>Holding salaries in escrow</header>
 <text>If on any day before the pay reduction effective date a Government shutdown is in effect, the Secretary of the Senate shall—</text>
                    <subparagraph id="H4B497D5BFEBE405EBF3B6B8D3CFA1A21" commented="no">
                        <enum>(A)</enum>
 <text>withhold from the payments otherwise required to be made with respect to a pay period for the compensation of each Senator an amount equal to the product of—</text>
                        <clause id="H1C7A26372BBA4B44A8547A225E7C34F5" commented="no">
                            <enum>(i)</enum>
 <text display-inline="yes-display-inline">an amount equal to one day’s worth of pay under the annual rate of pay applicable to the Senator under section 601(a) of the Legislative Reorganization Act of 1946 (<external-xref legal-doc="usc" parsable-cite="usc/2/4501">2 U.S.C. 4501</external-xref>); and</text>
                        </clause>
                        <clause id="HD6ACE7901C1343C19B26934048BF2747" commented="no">
                            <enum>(ii)</enum>
 <text>the number of 24-hour periods during which the Government shutdown is in effect which occur during the pay period; and</text>
                        </clause>
                    </subparagraph>
                    <subparagraph id="HE1031C3DE66A4145914D63193C3E9C81" commented="no">
                        <enum>(B)</enum>
 <text>deposit in an escrow account all amounts withheld under subparagraph (A).</text>
                    </subparagraph>
                </paragraph>
                <paragraph id="H6DEE7A97E8B94E42B607345E337F1F86" commented="no">
                    <enum>(2)</enum>
                    <header>Release of amounts at end of the Congress</header>
 <text>In order to ensure that this subsection is carried out in a manner that shall not vary the compensation of Senators in violation of the 27th Amendment to the Constitution of the United States, the Secretary of the Senate shall release for payments to Senators any amounts remaining in any escrow account under this subsection on the pay reduction effective date.</text>
                </paragraph>
                <paragraph commented="no" display-inline="no-display-inline" id="id3e1bba5277544a2cab7f5b2d7cac74b2">
                    <enum>(3)</enum>
                    <header>Applicability</header>
 <text>This subsection shall apply with respect to days during the period beginning on the date of adoption of this resolution and ending on the pay reduction effective date.</text>
                </paragraph>
            </subsection>
