RES. 442</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action display="yes"><action-date date="20251008">October 8, 2025</action-date><action-desc><sponsor name-id="S253">Mr. Durbin</sponsor> (for himself, <cosponsor name-id="S317">Mr. Barrasso</cosponsor>, <cosponsor name-id="S318">Mr. Wicker</cosponsor>, <cosponsor name-id="S270">Mr. Schumer</cosponsor>, <cosponsor name-id="S303">Mr. Thune</cosponsor>, <cosponsor name-id="S324">Mrs. Shaheen</cosponsor>, <cosponsor name-id="S323">Mr. Risch</cosponsor>, <cosponsor name-id="S259">Mr. Reed</cosponsor>, <cosponsor name-id="S288">Ms. Murkowski</cosponsor>, and <cosponsor name-id="S383">Mr. Sullivan</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Condemning Russian incursions into NATO territory and reaffirming Article 5 of the North Atlantic Treaty.</official-title></form><preamble><whereas><text>Whereas, in February 2014, Russia launched an unprovoked military assault on Ukraine, seizing Crimea and considerable territory in the eastern part of the country;</text></whereas><whereas><text>Whereas, on February 24, 2022, Russia launched a full-scale military invasion of Ukraine designed to topple its democratically elected government and install a puppet regime, an assault that was repelled but which continues unabated today;</text></whereas><whereas><text>Whereas Russia has undertaken a sustained campaign of sabotage, arson, intimidation, and assassination across member countries of the North Atlantic Treaty Organization (NATO) in Europe;</text></whereas><whereas><text>Whereas, on September 9, 2025, at least 19 Russian drones entered Polish airspace, some reaching more than 100 miles into Polish territory;</text></whereas><whereas><text>Whereas, on September 14, 2025, at least one Russian drone entered Romanian airspace;</text></whereas><whereas><text>Whereas, on September 19, three Russian MIG–31 fighter jets crossed into Estonian airspace, marking the fourth such Russian incursion in 2025;</text></whereas><whereas><text>Whereas, on September 22, 2025, United States Ambassador to the United Nations Mike Waltz said at a meeting of the Security Council, <quote>As we said nine days ago, the United States stands by our NATO allies in the face of these airspace violations. I want to take this first opportunity to repeat and to emphasize: The United States and our allies will defend every inch of NATO territory.</quote>; and</text></whereas><whereas><text>Whereas, among nine such encounters this year, on September 24, 2025, United States military aircraft intercepted two Russian Tu–95 long-range strategic bombers and two Su–35 fighter jets flying in the Alaskan Air Defense Identification Zone: Now, therefore, be it</text></whereas></preamble><resolution-body><section id="S1" display-inline="yes-display-inline" section-type="undesignated-section"><text>That the Senate—</text><paragraph id="idcf1ab5ba649a47babde3cb944c9203b4"><enum>(1)</enum><text>condemns Russian incursions into the territory and airspace of NATO member countries;</text></paragraph><paragraph id="id46ae295085eb444dbe71684fce4a8453"><enum>(2)</enum><text>condemns Russia’s continued assault on Ukraine, kidnapping of Ukrainian children, and refusal to negotiate an end to the war it started; and</text></paragraph><paragraph id="id596d32399ddb4ac4bab139fc0af44844"><enum>(3)</enum><text>reaffirms NATO’s article 5 commitment to collective self-defense.</text></paragraph></section></resolution-body></resolution>
