        <legis-type>RESOLUTION</legis-type>
        <official-title display="yes">Expressing the sense of the Senate that the Parliamentarian of
            the Senate should serve not more than 1 term of 6 years.</official-title>

    <preamble>
        <whereas>
 <text>Whereas the Parliamentarian of the Senate serves at the will of the Secretary of the Senate, who is chosen by the majority leader;</text>
        </whereas>
        <whereas>
 <text>Whereas the Parliamentarian of the Senate advises the presiding officer on rules, procedures, and precedents;</text>
        </whereas>
        <whereas>
 <text>Whereas, since 1981, only 3 individuals have served as Parliamentarian of the Senate, serving an average of 15 years;</text>
        </whereas>
        <whereas>
 <text>Whereas, in 2001, the Secretary of the Senate dismissed the Parliamentarian of the Senate; and</text>
        </whereas>
        <whereas>
 <text>Whereas a 6-year term limit for the Parliamentarian of the Senate would prevent entrenchment of power, promote accountability, and encourage fresh perspectives: Now, therefore, be it</text>

    <resolution-body>
        <section id="S1" display-inline="yes-display-inline" section-type="undesignated-section">
 <text>That the Senate—</text> <paragraph id="id875644e5a9cb4884831715b4eeb6dc2f"> <enum>(1)</enum> <text>acknowledges that the Parliamentarian of the Senate serves at the pleasure of the Secretary of the Senate, who is chosen by the majority leader of the Senate;</text>
            </paragraph>
            <paragraph id="id47fe62ba24a84fa3af640541aca0a2bc">
                <enum>(2)</enum>
 <text>recognizes that historical precedent allows the Secretary of the Senate to dismiss the Parliamentarian of the Senate;</text>
            </paragraph>
            <paragraph id="id29854d01002c422b8ed31e975cb8d93c">
                <enum>(3)</enum>
 <text>remains committed to using the reconciliation process to return the United States to sound fiscal footing by removing waste, fraud, and abuse from mandatory spending programs; and</text>
            </paragraph>
            <paragraph id="id05bff4bdebed43e4916c5ad13fb54e4d">
                <enum>(4)</enum>
 <text>believes that the Parliamentarian of the Senate should serve not more than 1 term of 6 years.</text>
