which was read twice and referred to the <committee-name committee-id="SSFI00">Committee on Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the United States International Trade Commission to conduct an investigation and submit a report on the impact on businesses in the United States of duties, and the threat of duties, on imports from Mexico and Canada, and for other purposes. </official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Tariff Transparency Act of 2025</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id5358be84fe044980a424dafc4adf9cc9"><enum>2.</enum><header>Investigation and report on additional duties imposed with respect to Mexico and Canada</header><subsection id="id7fe7bfd9e1df41419b3d954a779d3722"><enum>(a)</enum><header>In general</header><text>Pursuant to section 332(g) of the Tariff Act of 1930 (<external-xref legal-doc="usc" parsable-cite="usc/19/1332">19 U.S.C. 1332(g)</external-xref>), the United States International Trade Commission shall conduct an investigation and submit to Congress a report on—</text><paragraph commented="no" display-inline="no-display-inline" id="idf619a682e6ec4d8db530a34a86597c11"><enum>(1)</enum><text display-inline="yes-display-inline">the impact on consumer prices of—</text><subparagraph commented="no" display-inline="no-display-inline" id="ida0a45d7ffe5c4a0e975e297ff8fbb3c4"><enum>(A)</enum><text display-inline="yes-display-inline">the 25 percent duties proposed or announced by President Trump with respect to imports from Mexico and Canada; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc62621d32e01471bb1b38541ef334de4"><enum>(B)</enum><text>the 10 percent duties proposed or announced by President Trump with respect to energy imports from Canada;</text></subparagraph></paragraph><paragraph id="idc57ca47c60ac48899953eb259e431ae2"><enum>(2)</enum><text>the impact on consumers, small businesses, farmers, and ranchers in the United States of any retaliation, including retaliatory duties and export restrictions, imposed by Mexico and Canada in response to duties imposed by President Trump; and </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id897203e645d74c4193ece2e2dc53bcf2"><enum>(3)</enum><text display-inline="yes-display-inline">the impact on businesses in the United States of the threat of duties and associated uncertainty with respect to the trade relationship between the United States, Mexico, and Canada.</text></paragraph></subsection><subsection id="ida29bf46ad841411bb263b432e0cbd6fa"><enum>(b)</enum><header>Elements</header><text>The report required by subsection (a) shall contain the following:</text><paragraph id="id25034bdfa8004fa7b386f2fc4d4283f3"><enum>(1)</enum><text>A quantitative assessment of the impact of duties specified in subsection (a)(1) on consumer prices, which shall include an assessment of prices of the following:</text><subparagraph id="id9fce4413f7f347aaac59d1e43464dd01"><enum>(A)</enum><text>Food, including food generally, but also broken down into subsections included in the monthly consumer price index report set forth by the Bureau of Labor Statistics, which includes meats, poultry, fish, eggs, dairy, fruits and vegetables, alcohol, frozen goods, and nonalcoholic beverages.</text></subparagraph><subparagraph id="id6dde90e788ec4a6bb9c36e72a94c8fae"><enum>(B)</enum><text>Energy, including electricity, transportation fuel, and heating, which shall include an analysis of regional price impacts.</text></subparagraph><subparagraph id="idf58602988efc44bcb5e537c6de68c296"><enum>(C)</enum><text>Critical minerals.</text></subparagraph><subparagraph id="id760e31e0f0cd4bb29f95d01ef6d6339f"><enum>(D)</enum><text>Vehicles and related parts.</text></subparagraph><subparagraph id="id0b217043070141bf8774c117f69e8b48"><enum>(E)</enum><text>Shelter, including housing construction costs.</text></subparagraph><subparagraph id="idc2164b4fb48843ff8ab3a47830f79395"><enum>(F)</enum><text>Medical goods, including pharmaceuticals and other products affecting the cost of health care.</text></subparagraph><subparagraph id="idad02b5d7b6d941368d79e69bcdf9ac65"><enum>(G)</enum><text>Apparel and footwear.</text></subparagraph><subparagraph id="id2b4c9241799a4fe4b423cc80a3f3b468"><enum>(H)</enum><text>Consumer electronics.</text></subparagraph><subparagraph id="id5a1351bd5ab1474a8f56cc6e3b60b1d0"><enum>(I)</enum><text>Farming inputs.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5e96b52347604e8693259ffa3974c474"><enum>(J)</enum><text>Defense manufacturing, including aerospace products.</text></subparagraph></paragraph><paragraph id="id7d68c5853f6b466e97b7626359d88776"><enum>(2)</enum><text>A qualitative, and to the extent possible, quantitative assessment of the consequences on businesses in the United States of the persistent threat of duties and associated uncertainty with respect to the trade relationship between the United States, Mexico, and Canada that is created by arbitrary delays, pauses, and ad hoc sectoral announcements, which shall include impacts on the following:</text><subparagraph id="id2bacb3efb4634cb4b6e045b9ed42c97f"><enum>(A)</enum><text>Business investment, including research and development, capital deployment, expansion, and other matters.</text></subparagraph><subparagraph id="id593bcb9c55a8449682458053278f4bb8"><enum>(B)</enum><text>Job creation and employment.</text></subparagraph><subparagraph id="id484caf80367349e9b12305d3f8106b24"><enum>(C)</enum><text>Contract cancellations.</text></subparagraph><subparagraph id="ide6c0723a3b334dbe936107d65f5391ef"><enum>(D)</enum><text>Small businesses.</text></subparagraph><subparagraph id="id55f6ceb1d6404b67aef52e446012715c"><enum>(E)</enum><text>Producer prices.</text></subparagraph></paragraph></subsection><subsection id="id5503f200712e49db85c95757b9bec963"><enum>(c)</enum><header>Timing</header><paragraph commented="no" display-inline="no-display-inline" id="id8cfcecbd784c4368aeb98e2b94eeb135"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the United States International Trade Commission shall submit to Congress the report required under subsection (a).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd3f61ec11fc341c4a0c4d504db502348"><enum>(2)</enum><header>Confidentiality</header><text display-inline="yes-display-inline">The United States International Trade Commission shall remove any confidential business information from the findings and report submitted under paragraph (1).</text></paragraph></subsection></section></legis-body></bill>
