which was read twice and referred to the <committee-name committee-id="SSBK00">Committee on Banking, Housing, and Urban Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require certain entities to submit to Congress information on the Basel Committee on Bank Supervision, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" id="H234D4BCE4B314A1181B37AD1A4E30841"><section section-type="section-one" id="id03b8751a9b2a457690567f5cc958f4a1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Transparency in Banking Act</short-title></quote>.</text></section><section id="S1"><enum>2.</enum><header>Basel Committee on Bank Supervision</header><subsection commented="no" display-inline="no-display-inline" id="ide0e7afbbf00242309b8e5bbb036821f1"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Board of Governors of the Federal Reserve System, the Federal Reserve Bank of New York, the Office of the Comptroller of the Currency, and the Federal Deposit Insurance Corporation, in consultation with the Secretary of the Treasury, shall—</text><paragraph commented="no" display-inline="no-display-inline" id="ide2006d4b1a2a4340ba2b2e804dd8cf74"><enum>(1)</enum><text display-inline="yes-display-inline">not later than January 31 of each year, jointly submit to Congress, and make available on the website of the Board of Governors, a report on the Basel Committee on Bank Supervision, including the goals of the entities for the Basel Committee on Bank Supervision meetings, including—</text><subparagraph id="id04805a83ad06472c8df0984cfda432a3"><enum>(A)</enum><text>who from each entity will be attending the meetings;</text></subparagraph><subparagraph id="id4bf7499370c442599080214731946f45"><enum>(B)</enum><text>the various problems to be addressed;</text></subparagraph><subparagraph id="idf7f702785bb4472589d3d7234c17a015"><enum>(C)</enum><text>the various options likely to be considered;</text></subparagraph><subparagraph id="idc6365b34d8054afba673ba92cc6db598"><enum>(D)</enum><text>the nature of the standards being considered for application in the United States or affecting United States persons or businesses;</text></subparagraph><subparagraph id="id1b33e5be0ee74a87b79d1f941f2a9b47"><enum>(E)</enum><text>what authority will be relied upon to implement the proposed standards; and</text></subparagraph><subparagraph id="id3c13bebdaa25493f9c220b5b0d96de37"><enum>(F)</enum><text>the activities or proposed activities of all of the subcommittees that report to the Basel Committee on Bank Supervision; and</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id35a04a751ecd422c9a503cf554a85d90"><enum>(2)</enum><text display-inline="yes-display-inline">not later than 30 days after the date of any significant change in the planned activities described in the report submitted under paragraph (1), inform Congress of such changes, including—</text><subparagraph id="id0c5cd6e207e941afb8d224738bf0c8f5"><enum>(A)</enum><text>the meeting results;</text></subparagraph><subparagraph id="id5e50f7fce15e43c5bf15b2c23b2e50e4"><enum>(B)</enum><text>the economy in general;</text></subparagraph><subparagraph id="id7375980b0190477096b798b3a606bb0f"><enum>(C)</enum><text>a summary of the minutes of the meeting that includes the proposed changes and a public record of votes or any other of the positions taken by members of the Committee;</text></subparagraph><subparagraph id="id319b29e1666144598d8b0b929927d851"><enum>(D)</enum><text>the description of any proposals being discussed at the meeting; and</text></subparagraph><subparagraph id="id8ee4178f81434a22aa1814f7ffd9d90f"><enum>(E)</enum><text>the position taken by each of the United States representatives attending the meeting.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id5d843e4e5f3140b1bda950d402c28ba8"><enum>(b)</enum><header>Testimony</header><text>The Chair and Vice Chair for Supervision of the Board of Governors of the Federal Reserve System shall include in their annual testimony before the Committee on Banking, Housing, and Urban Affairs of the Senate and the Committee on Financial Services of the House of Representatives the details of the annual report required under subsection (a).</text></subsection></section></legis-body></bill>
