which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To restore funding for the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). </official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H1344EDFE7A35410BAA7DF04379FD27FF"><section section-type="section-one" id="HBEE21649716F49D89FF431816054DFB4"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>UNRWA Funding Emergency Restoration Act of 2025</short-title></quote>.</text></section><section id="H812F9DEC36FB45C5A44B71F58B07A923"><enum>2.</enum><header>Statement of policy</header><text display-inline="no-display-inline">Congress—</text><paragraph id="H8B661D7393354A82B6C4EB5A2FD218DD"><enum>(1)</enum><text>recognizes that preventing further erosion of civilian conditions in Gaza remains in the strategic and moral interests of the United States;</text></paragraph><paragraph id="HC5083D3F3C5248DF913C9D891B00DEEB"><enum>(2)</enum><text>supports UNRWA’s unique and indispensable contribution to immediately addressing urgent humanitarian needs in Gaza, especially in mitigating and stopping the spread of famine and disease;</text></paragraph><paragraph id="H2116B911D5BF418AB3BCFC9669D9FCE6"><enum>(3)</enum><text>reaffirms the imperative of UNRWA’s continued provision of humanitarian and human development services to Palestinian refugees in all its current fields of operation, including Jordan, Lebanon, Syria, Gaza, and the West Bank (including East Jerusalem);</text></paragraph><paragraph id="HEE672AA24C914AC2A4A5CDECC71B7C46"><enum>(4)</enum><text>urges the Government of Israel to assist UNRWA in its neutrality efforts by providing names, information, and evidence UNRWA can use to aggressively pursue allegations related to staff violations of UNRWA’s neutrality policies;</text></paragraph><paragraph id="HB10D265063F24C769E97B0335D315C81" commented="no"><enum>(5)</enum><text>urges the President—</text><subparagraph id="H52CA01C0DE234DF4957C4B9DEAF7BB90" commented="no"><enum>(A)</enum><text>to join United States allies in restoring funding to UNRWA in response to the responsible actions taken by the United Nations and the commitments made by UNRWA toward additional accountability and transparency; and</text></subparagraph><subparagraph id="H5DDEEA009BEA4A64B0FB563F2D3EBA05" commented="no"><enum>(B)</enum><text>to ensure continued funding to UNRWA is assessed based on UNRWA’s ongoing execution of the recommendations of the Independent Review Group, led by Catherine Colonna;</text></subparagraph></paragraph><paragraph id="H22189D8938534830A104CA430DF5490E" commented="no"><enum>(6)</enum><text>recognizes the implementation of some of the Independent Review Group’s recommendations will require United Nations member state cooperation, including additional funding;</text></paragraph><paragraph id="H4B43FF2A527642E1B520545F640D8D93" commented="no"><enum>(7)</enum><text>urges the United States and Israel to assist UNRWA in its implementation efforts of the Independent Review Group’s recommendations; and</text></paragraph><paragraph id="H58521DB29811471C8B338B3198CA3C89" commented="no"><enum>(8)</enum><text>supports appropriating critical funds to UNRWA for fiscal year 2025 and beyond.</text></paragraph></section><section id="H5428D88132014472B254A6737E384E9E"><enum>3.</enum><header>Restoration of funding for UNRWA</header><subsection id="HECC87F31C5A2471CA01DCEBEB1E4C9AD"><enum>(a)</enum><header>In general</header><text>Beginning on the date of the enactment of this Act—</text><paragraph id="H720649638C8F4989B914EAF318DB52CF"><enum>(1)</enum><text>title III of division G of the Further Consolidated Appropriations Act, 2024 (<external-xref legal-doc="public-law" parsable-cite="pl/118/47">Public Law 118–47</external-xref>) is hereby repealed;</text></paragraph><paragraph id="HD95879EAAD944E6FA6EB32CFC73A25CF"><enum>(2)</enum><text>section 308 of the Israel Security Supplemental Appropriations Act, 2024 (division A of <external-xref legal-doc="public-law" parsable-cite="pl/118/50">Public Law 118–50</external-xref>) is hereby repealed; and</text></paragraph><paragraph id="id6e0ce4d2c6b84a05bdec5407ad89f43e"><enum>(3)</enum><text>the Secretary of State shall, notwithstanding any other provision of law and as soon as practicable—</text><subparagraph commented="no" display-inline="no-display-inline" id="id5473f1aaf2424eb29b9a4721cf0e0436"><enum>(A)</enum><text display-inline="yes-display-inline">resume the provision of funding to UNRWA under current authorities of the Department of State; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0e29540d5e9f4f1db34a136513b488c4"><enum>(B)</enum><text display-inline="yes-display-inline">provide funding to UNRWA consistent with the Secretary’s waiver for lifesaving humanitarian aid; and</text></subparagraph></paragraph><paragraph id="id689d502d4b9849c5b3942461499f55c0"><enum>(4)</enum><text>the President shall rescind the Executive order entitled ‘‘Withdrawing the United States From and Ending Funding to Certain United Nations Organizations and Reviewing United States Support to All International Organizations’’ of February 4, 2025 (90 Fed. Reg. 9275).</text></paragraph></subsection><subsection id="H78DCFD422B1A4C6B80D8FA29CFDB4C5A"><enum>(b)</enum><header>Reports</header><text>Not later than 90 days after the date of the enactment of this Act, and quarterly thereafter through December 31, 2028, the Secretary of State shall submit a report to the appropriate congressional committees of jurisdiction describing the steps UNRWA is taking to implement the recommendations made by the Independent Review Group, led by Catherine Colonna.</text></subsection></section></legis-body></bill>
