which was read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 38, United States Code, to require the Secretary of Veterans Affairs to improve telephone communication by the Department of Veterans Affairs, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Representing VA with Accuracy Act</short-title></quote> or the <quote><short-title>REP VA Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="ida5080208048b4246acc09aca2cd997de"><enum>2.</enum><header>Improvement of telephone communication by Department of Veterans Affairs</header><subsection commented="no" display-inline="no-display-inline" id="id3f8338b486234f069456654ad2e082ed"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/63">Chapter 63</external-xref> of title 38, United States Code, is amended by adding at the end the following new section: </text><quoted-block style="USC" id="idD17EE46CA5EB4EBAB315AB0B67A61271" act-name=""><section section-type="section-one" id="id988EBD2A70414B03AF26D031BF5CF21F"><enum>6321.</enum><header>Telephone communication</header><subsection commented="no" display-inline="no-display-inline" id="idb2d1fa3ca2ab43dea9f7b3a1939c663c"><enum>(a)</enum><header>Calls associated with Department</header><text display-inline="yes-display-inline">Not later than January 1, 2026, the Secretary shall ensure that any call made to a veteran by an employee or contractor of the Department regarding services or benefits furnished by the Department—</text><paragraph id="id4347cf00b4a748f99fa16b9d4025e1ed"><enum>(1)</enum><text>is made from a single, well-known telephone number; and </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id18e6b54dbd6c4bd98b9773dfbd4a8d0a"><enum>(2)</enum><text display-inline="yes-display-inline">uses caller identification branding that indicates to the veteran that the call is from or on behalf of the Department. </text></paragraph></subsection><subsection id="idf6878a56d30b4ebd82a2564000e292ce"><enum>(b)</enum><header>Call centers for health care appointments and referrals</header><paragraph commented="no" display-inline="no-display-inline" id="id356f12c9b81443a9b68d96e3f8b75a81"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than January 1, 2026, the Secretary shall ensure that the Veterans Health Administration has at least one call center in each of the time zones specified in paragraph (2) to address concerns regarding appointments and referrals for health care under the laws administered by the Secretary.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id32fe96e4e1774ed3b8bf071a32a90821"><enum>(2)</enum><header>Time zones specified</header><text display-inline="yes-display-inline">The time zones specified in this paragraph are the following:</text><subparagraph commented="no" display-inline="no-display-inline" id="id3ce6906a63a04953abf8ac058a7356d9"><enum>(A)</enum><text>Eastern time. </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5cb720182f294b1e91a8c8785c90067f"><enum>(B)</enum><text display-inline="yes-display-inline">Central time. </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idffbeb1403be74dc0ac6d5ee52bc9b852"><enum>(C)</enum><text display-inline="yes-display-inline">Mountain time. </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idd7a0e94343d94eee91586f2f1503d0e7"><enum>(D)</enum><text display-inline="yes-display-inline">Pacific time. </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id00f7b40bcc73429a9ffc011a109a0a06"><enum>(E)</enum><text display-inline="yes-display-inline">Alaska time. </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf51ffb9c603d40529038b8dce60f77e0"><enum>(F)</enum><text display-inline="yes-display-inline">Hawaii time. </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf914b7dc3bc14ea096d9cb8a1293998f"><enum>(3)</enum><header>Clarification</header><text display-inline="yes-display-inline">The Secretary is not required to ensure that the Veterans Health Administration has a call center in any location generally within a time zone specified in paragraph (2) that does not follow daylight time.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="id06a1093f01ba426baa6eb363509912d7"><enum>(b)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of chapter 63 of such title is amended by adding at the end the following new item: </text><quoted-block style="OLC" display-inline="no-display-inline" id="id79B90E95325E42A5A90DD5AF8B60AD9F"><toc><toc-entry bold="off" level="section">6321.
