which was read twice and referred to the <committee-name committee-id="SSFI00">Committee on Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To prohibit the importation of certain minerals from the Russian Federation.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="idc05d84b6f41d413197202bf594b9c31c"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stop Russian Market Manipulation Act</short-title></quote>.</text></section><section section-type="subsequent-section" commented="no" display-inline="no-display-inline" id="id0ab535f957594cde9b2d418cd0c58ded"><enum>2.</enum><header display-inline="yes-display-inline">Prohibition on importation of certain minerals from the Russian Federation</header><subsection commented="no" display-inline="no-display-inline" id="id0a5f4a593d2c451bb5529d04f59128c7"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Beginning on the date that is 90 days after the date of the enactment of this Act, no mineral specified in subsection (b) may be imported into the United States if the mineral is—</text><paragraph commented="no" display-inline="no-display-inline" id="id10c87011627246ac8793464194b64e7d"><enum>(1)</enum><text display-inline="yes-display-inline">produced in the Russian Federation or by a Russian entity; or</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id915637a3431b4b7fad4372d795d3d601"><enum>(2)</enum><text display-inline="yes-display-inline">determined to have been exchanged with, swapped for, or otherwise obtained in lieu of a mineral described in paragraph (1) in a manner designed to evade or circumvent the application of this section. </text></paragraph></subsection><subsection id="ida9f7f5cfe95548e9a50dc33436ab8ba4"><enum>(b)</enum><header>Minerals specified</header><text>The minerals specified in this subsection are the following:</text><paragraph id="idaa1ee18644fe4124a8a63593572d1bc0"><enum>(1)</enum><text>Platinum, unwrought or in semimanufactured forms, classified under heading 7110 of the Harmonized Tariff Schedule of the United States (in this Act, referred to as the <quote>HTS</quote>), including—</text><subparagraph commented="no" display-inline="no-display-inline" id="idf7ad751e236b4f4dbd10aa15163fbf19"><enum>(A)</enum><text display-inline="yes-display-inline">palladium;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4dc9f288c6444373a2fa174f2f396e0e"><enum>(B)</enum><text>braggite;</text></subparagraph><subparagraph id="ide1063fdcf32e4f55be6e1c75dd510a23"><enum>(C)</enum><text>rhodium; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf768012ff7ed4724a41a868d5a3c35a9"><enum>(D)</enum><text>ruthenium.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4c89180f00964146a4cce89d9ad0b148"><enum>(2)</enum><text display-inline="yes-display-inline">Nickel classified under heading 2604 of the HTS. </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id810a8d4cdb284802a5ffe610e2b608a0"><enum>(3)</enum><text display-inline="yes-display-inline">Copper, ores and concentrates, classified under heading 2603 of the HTS, including zinc.</text></paragraph></subsection><subsection id="idd00223cb09ca472dabaf970550a1df97"><enum>(c)</enum><header>Termination</header><paragraph commented="no" display-inline="no-display-inline" id="ideef1b6a001e94c5bafff065c39d1701e"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The prohibition under subsection (a) shall, subject to paragraph (2), terminate on the date that is one year after the President certifies to Congress that the Government of the Russian Federation has ended all hostilities against Ukraine.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb464e5959fea48f6bd50825499626c59"><enum>(2)</enum><header>Probationary period</header><text>If, at any time during the 3-year period after the President submits a certification described in paragraph (1), the President certifies to Congress that the Government of the Russian Federation has resumed hostilities against Ukraine, the prohibition under subsection (a) shall—</text><subparagraph commented="no" display-inline="no-display-inline" id="idb37da4b1650c43dc9ee38f551a5da198"><enum>(A)</enum><text display-inline="yes-display-inline">resume effect; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id76db2f0b8b9247b1bd3c94fe3ce11202"><enum>(B)</enum><text>remain in effect until the President submits to Congress another certification described in paragraph (1); and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8a8185adad5a4693b10b675bbcc56eb0"><enum>(C)</enum><text>after the President submits such a certification, be subject to resumption as described in this paragraph.</text></subparagraph></paragraph></subsection><subsection id="id82a181620e834c78901502f9e05d5fb0"><enum>(d)</enum><header>No waiver</header><text>Notwithstanding any other provision of law, the President may not waive the prohibition under subsection (a).</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id99b23665556247c4b56765b9ae7a09bc"><enum>(e)</enum><header>Russian entity defined</header><text>In this section, the term <term>Russian entity</term> means an entity that is organized under the laws of, or otherwise subject to the jurisdiction of, the Russian Federation.</text></subsection></section></legis-body></bill>
