<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 747</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250226">February 26, 2025</action-date><action-desc><sponsor name-id="S423">Mr. Ricketts</sponsor> (for himself and <cosponsor name-id="S402">Ms. Rosen</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 31, United States Code, to include information on improper payments under Federal programs, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H2C36166A77824F048C6A90F0DF817A06"><section commented="no" section-type="section-one" id="H1F055EB62C8B49239964ECB2D2F855E5"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Improper Payments Transparency Act</short-title></quote>. </text></section><section id="H064453FC753C451BBCB2BB5BB2B0F83A"><enum>2.</enum><header>Including improper payment information in Presidents budget submission</header><text display-inline="no-display-inline">Section 1105(a) of title 31, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="HCDA21B1DB2F842F4933D010A4B78B781"><paragraph commented="no" id="H80FF86942C424521BFD14E3F558298A6"><enum>(39)</enum><text display-inline="yes-display-inline">information with respect to improper payment (as such term is defined in section 3351) amounts and rates for programs and activities at each executive agency required to submit improper payment reports under subchapter IV of chapter 33, including—</text><subparagraph id="H34793F4128D54F62869C824B9FFF399B"><enum>(A)</enum><text display-inline="yes-display-inline">a narrative description, including a detailed explanation with respect to why any improper payment amounts and rates occurred and trends of—</text><clause id="HDC1EC6FA4B6F415F97399BB57AB5D7E1"><enum>(i)</enum><text display-inline="yes-display-inline">each program and activity with improper payment amounts and rates that have increased or decreased on average over the previous 3 years; and</text></clause><clause id="H03A38DFFBA894B779EC8D324BED54DDF"><enum>(ii)</enum><text display-inline="yes-display-inline">each program and activity whose improper payment amounts and rates did not change over such years; and</text></clause></subparagraph><subparagraph id="H775B78AC76F44BA1A0A2FA0752367BA5"><enum>(B)</enum><text display-inline="yes-display-inline">any corrective actions, including any such action in any corrective action plan under section 3352(d), with respect to such programs and activities that are incomplete, and steps the executive agency will take to address issues relating to improper payment amounts and rates.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
