which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide for the authorized use of Federal vehicle transportation by certain astronauts.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="id1ee2b6fbe953445bb4fac73a3ae927a0"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Astronaut Ground Travel Support Act</short-title></quote>.</text></section><section id="id40fb812229bd4c318322a9af6adb2e44"><enum>2.</enum><header>Passenger carrier use for astronaut transportation</header><subsection commented="no" display-inline="no-display-inline" id="id5f9a1a55a2994c13a9fe5b4beae8ed90"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Subchapter III of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/51/201">chapter 201</external-xref> of title 51, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="id6500DD0D830D436886F70A57F3212A58"><section id="idc448c945923d4c7791f4508184b7f295"><enum>20150.</enum><header>Passenger carrier use for astronaut transportation</header><subsection id="idA775CBDAA8944C808942DCE39874BBEC"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id99dd78e498ac4837b96451e612650ded"><enum>(1)</enum><header>Government astronaut; international partner astronaut; space flight participant; space support vehicle</header><text>The terms <term>government astronaut</term>, <term>international partner astronaut</term>, <term>space flight participant</term>, and <term>space support vehicle</term> have the meanings given such terms in section 50902.</text></paragraph><paragraph id="idb5ce2d2ab2d143cfa32f9d16ca3a039c"><enum>(2)</enum><header>Mission</header><text>The term <term>mission</term> means an assignment to a space support vehicle of one or more—</text><subparagraph commented="no" display-inline="no-display-inline" id="id52d4d74e85c74c09bc7b3717e82bd6b7"><enum>(A)</enum><text display-inline="yes-display-inline">government astronauts in the course of their employment; or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idda0b1f16179043e183cd9c7e0027ab7b"><enum>(B)</enum><text>space flight participants.</text></subparagraph></paragraph><paragraph id="id9c7583bf81f54d1ea4db389ccd009438"><enum>(3)</enum><header>Official purpose</header><text>With respect to transportation, the term <term>official purpose</term> means transportation necessary for post-mission activities, including medical research, monitoring, diagnosis, and treatment of a government astronaut or space flight participant before receiving post-mission medical clearance to operate a motor vehicle. </text></paragraph><paragraph id="id7ae3446af24643868784a5308fc0ae96"><enum>(4)</enum><header>Passenger carrier</header><text>The term <term>passenger carrier</term> means a passenger motor vehicle, aircraft, boat, vessel, or other similar means of transportation that is owned or leased by the United States Government. </text></paragraph></subsection><subsection commented="no" id="ida3d2b56540024704b3a76be8a458b6d2"><enum>(b)</enum><header>Authority</header><paragraph id="idfb8d60b50b0247c6ad849dbdd1bbfe01"><enum>(1)</enum><header>In general</header><text>The Administrator may authorize the use of a passenger carrier to transport a government astronaut or space flight participant between the residence of the individual and various locations if—</text><subparagraph id="id4de99403225c44d0b4482f652c328676"><enum>(A)</enum><text>such transportation is provided for an official purpose; and</text></subparagraph><subparagraph id="idae3a30e2d6a74273bb0f32bec1dfa87b"><enum>(B)</enum><text>the Chief of the Astronaut Office has approved, in writing, post-mission transportation of government astronauts and space flight participants under this section.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id81eba3a1872a4ecb9ddd9993294aef1c"><enum>(2)</enum><header>Maintenance, operation, and repair</header><text>The Administrator may maintain, operate, and repair one or more passenger carriers for the purpose of providing transportation pursuant to the authority provided in paragraph (1).</text></paragraph></subsection><subsection id="idb2579fb85c334174b67387a157c85ad7"><enum>(c)</enum><header>Reimbursement</header><text>Transportation under subsection (b)(1) of an international partner astronaut or a space flight participant who is not an employee of the United States Government shall be subject to reimbursement to the Treasury.</text></subsection><subsection id="idf579293d225b42758c8258aad32902b1"><enum>(d)</enum><header>Regulations</header><text>The Administrator shall promulgate such regulations as are necessary to carry out this section.</text></subsection><subsection id="id2A88A9E3A81F4074A7BB019574227A32"><enum>(e)</enum><header>Applicability of section <enum-in-header>1344</enum-in-header> of title <enum-in-header>31</enum-in-header></header><text>In carrying out subsection (b), the Administrator may expend funds available to the Administration, by appropriation or otherwise, notwithstanding section 1344(a) of title 31.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="ida9e0e19eab35493587c1b71073349b75"><enum>(b)</enum><header>Clerical amendment</header><text>The table of contents for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/51/201">chapter 201</external-xref> of title 51, United States Code, is amended by inserting after the item relating to <external-xref legal-doc="usc" parsable-cite="usc/51/20149">section 20149</external-xref> the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idD496860DE03A486F93EE888779490941"><toc><toc-entry bold="off" level="section">20150.
