which was read twice and referred to the <committee-name committee-id="SSEV00">Committee on Environment and Public Works</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Federal Water Pollution Control Act relating to grants for beach monitoring, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H348B381E834E4B0BB5B6CADE5C3D74B1"><section section-type="section-one" id="H694EE3168DF243B09BD988731E8BD3BE"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Beaches Environmental Assessment and Coastal Health Act of 2025</short-title></quote> or the <quote><short-title>BEACH Act of 2025</short-title></quote>.</text></section><section section-type="subsequent-section" id="HE66A8E61EFE6495D8E8475BB19B39569"><enum>2.</enum><header>Coastal Recreation Water Quality Monitoring And Notification</header><subsection id="H327D8386573D406A80443E3315E7399A"><enum>(a)</enum><header>Program Development and Implementation Grants</header><text display-inline="yes-display-inline">Section 406 of the Federal Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1346">33 U.S.C. 1346</external-xref>) is amended—</text><paragraph id="H309ECB5BA9F040428436A5E513B0D431"><enum>(1)</enum><text>in subsection (b)—</text><subparagraph id="H3F7D99E4854A4AA3AA53D2A30352995C"><enum>(A)</enum><text>in paragraph (1)—</text><clause id="HCB11AA7752E84F369FDD3C36E93BC74E"><enum>(i)</enum><text>by inserting <quote>, including nearby shallow upstream waters,</quote> after <quote>coastal recreation waters</quote>; and</text></clause><clause id="H4154B9D0DC2941E2BA0E57193AD73A1E"><enum>(ii)</enum><text>by inserting <quote>or present on</quote> after <quote>adjacent to</quote>;</text></clause></subparagraph><subparagraph id="H80A518FF04394194909474A04C9768F7"><enum>(B)</enum><text>in paragraph (3)(A)—</text><clause id="HB17833D7AC584205BED7B2602039EEBC"><enum>(i)</enum><text>in clause (i), by striking <quote>and</quote> at the end;</text></clause><clause id="HF6953097FC1046529AFCC6D94A7AEBD6"><enum>(ii)</enum><text>by redesignating clause (ii) as clause (iii); and</text></clause><clause id="HC13360638D054802A7EF9708608A053C"><enum>(iii)</enum><text>by inserting after clause (i) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HD46CF014D1084D92BF2149832B226864"><clause id="H1F7D22F2EB5144B8BAAAA94255C002E0"><enum>(ii)</enum><text display-inline="yes-display-inline">in the case of a State that uses such grant to identify specific sources of contamination pursuant to paragraph (5), any data relating to such identified sources of contamination; and</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="H12EAA0555D334D29943064943FD47418"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H7CDD1A34E59747C686F795D62AAC2CE8"><paragraph id="H23D1F909258D412E9829AEA2324BACC8"><enum>(5)</enum><header>Identification of specific sources of contamination</header><text display-inline="yes-display-inline">A State or local government receiving a grant under this subsection may use such grant to identify specific sources of contamination for coastal recreation waters, including nearby shallow upstream waters, adjacent to or present on beaches or similar points of access that are used by the public.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H867D6D0B6090423EBFE93AD5AE94B3EC"><enum>(2)</enum><text>in subsection (g)(1)—</text><subparagraph id="H452E9ED13EA146A29276F83D4908578A"><enum>(A)</enum><text>by inserting <quote>, including nearby shallow upstream waters,</quote> after <quote>coastal recreation waters</quote>; and</text></subparagraph><subparagraph id="H8BA62904713E4BADBF8366DBE6746916"><enum>(B)</enum><text>by inserting <quote>or present on</quote> after <quote>adjacent to</quote>; and</text></subparagraph></paragraph><paragraph id="HC9697FE3487943B9B0DADC7484D85E10"><enum>(3)</enum><text>in subsection (i), by striking <quote>$30,000,000 for each of fiscal years 2001 through 2005</quote> and inserting <quote>$30,000,000 for each of fiscal years 2025 through 2029</quote>.</text></paragraph></subsection><subsection id="HBBBD8DDB7ABD443EAC20519047CBB113"><enum>(b)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">Section 8 of the Beaches Environmental Assessment and Coastal Health Act of 2000 (<external-xref legal-doc="public-law" parsable-cite="pl/106/284">Public Law 106–284</external-xref>; 114 Stat. 877) is amended by striking <quote>2001 through 2005</quote> and inserting <quote>2025 through 2029</quote>.</text></subsection></section><section id="HD2B6B2D9470F4423AEE1980F09E7D9F5"><enum>3.</enum><header>Guidance</header><text display-inline="no-display-inline">In providing guidance to States and local governments receiving grants under section 406 of the Federal Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1346">33 U.S.C. 1346</external-xref>), the Administrator of the Environmental Protection Agency shall ensure that such guidance reflects innovations in testing technologies for water contamination.</text></section></legis-body></bill>
