<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 48</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250109">January 9, 2025</action-date><action-desc><sponsor name-id="S396">Mrs. Blackburn</sponsor> (for herself, <cosponsor name-id="S311">Ms. Klobuchar</cosponsor>, and <cosponsor name-id="S395">Mrs. Hyde-Smith</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To establish a Federal grant program to combat the smuggling and trafficking of children and young women.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="id94d27621c40a4900a4353b3488e79bbd"><enum>1.</enum><header>Short titles</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stopping the Abuse, Victimization, and Exploitation of Girls Act</short-title></quote> or the <quote><short-title>SAVE Girls Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="ide02be6eca8ed4977bae794e36f88b2c1"><enum>2.</enum><header display-inline="yes-display-inline">Combating the smuggling and trafficking of children and young women</header><text display-inline="no-display-inline">Section 107 of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7105">22 U.S.C. 7105</external-xref>) is amended by striking subsection (d) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id9B8B4E62B2C44D56B2E3C60D9DE7D12D"><paragraph id="id293a9295730547478b76ea00fe2633b3"><enum>(5)</enum><header>Rule of construction</header><text>Nothing in this subsection may be construed as creating any private cause of action against the United States or officers or employees of the United States.</text></paragraph><subsection commented="no" display-inline="no-display-inline" id="id9b5eb33d11f743038a648d4a451d878a"><enum>(d)</enum><header>Grant program To combat the smuggling and trafficking of children and young women</header><paragraph commented="no" display-inline="no-display-inline" id="idca69a3d7522946ae8a8f4008d60a3766"><enum>(1)</enum><header>Grants authorized</header><text display-inline="yes-display-inline">In addition to other grants authorized under this section, the Attorney General and the Secretary of Health and Human Services, in consultation with the Secretary of State, may award grants to States, Indian tribes, units of local government, and nonprofit, nongovernmental victims' service organizations to combat the smuggling and trafficking of children and young women.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2c9110dea2d447709d3440255ee9575e"><enum>(2)</enum><header>Primary focus</header><text display-inline="yes-display-inline">The primary focus of the grant program authorized under paragraph (1) shall be—</text><subparagraph commented="no" display-inline="no-display-inline" id="id630d67820fb84733a0991036538a068d"><enum>(A)</enum><text display-inline="yes-display-inline">to prevent the smuggling of children and young women between 12 and 24 years of age across the borders of the United States; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id78498cd3575841448761dfd8c2de9e01"><enum>(B)</enum><text display-inline="yes-display-inline">to provide support for children and young women between 12 and 24 years of age who have already been smuggled into the United States or who have been or are at risk of becoming victims of child sex trafficking or a severe form of trafficking in persons.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id05440ba9e7f840aa9865dcf4e01b5f1e"><enum>(3)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to the Attorney General $50,000,000, which shall be used for grants authorized under paragraph (1) and shall remain available until expended.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
