<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 486</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250206" legis-day="20250205">February 6 (legislative day, February 5), 2025</action-date><action-desc><sponsor name-id="S346">Mr. Lee</sponsor> (for himself, <cosponsor name-id="S355">Mr. Cruz</cosponsor>, <cosponsor name-id="S399">Mr. Hawley</cosponsor>, <cosponsor name-id="S373">Mr. Cassidy</cosponsor>, and <cosponsor name-id="S417">Mr. Budd</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Homeland Security to immediately initiate removal proceedings for aliens whose visas are revoked on security or related grounds.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="id5ccddc72487b4f6ea6b8c9c63e029a4d"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Mandatory Removal Proceedings Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="idb976a6a4d99541fd8590c2a26239473b"><enum>2.</enum><header display-inline="yes-display-inline">Mandatory initiation of removal proceedings for aliens whose visas are revoked on security or related grounds</header><text display-inline="no-display-inline">Section 221(i) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1201">8 U.S.C. 1201(i)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idd7390146141c4b089e03e5de569ee4e4"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>After the issuance</quote> and inserting the following: </text><quoted-block style="OLC" display-inline="yes-display-inline" id="id7BB318B8435F4DBC92B0DDD7AAD633D6"><text><header-in-text level="subsection" style="OLC">Visa revocation</header-in-text>.—</text><paragraph commented="no" display-inline="no-display-inline" id="id885474a049cf41a9b43cc71ac21bd0aa"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">After</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ided2ae9818c9a495789edbee1994ff02d"><enum>(2)</enum><text>by striking <quote>his discretion</quote> and inserting <quote>in the discretion of the Secretary</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7cfe37d2bc7241f7bc222b1e21e65954"><enum>(3)</enum><text display-inline="yes-display-inline">by striking <quote>Attorney General</quote> and inserting <quote>Secretary of Homeland Security</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5d103318890041a68eb779c2bc0d714b"><enum>(4)</enum><text display-inline="yes-display-inline">by striking <quote>issuance: <italic>Provided,</italic> That carriers</quote> and inserting the following: </text><quoted-block style="OLC" display-inline="yes-display-inline" id="id3E255DDCE6A246A495126B9C7E80475D"><text>issuance.</text><paragraph id="id257caa6c92f14950975a86564bccf20a"><enum>(2)</enum><header>Exception</header><text>Carriers</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id08efc542574e401489c69f9716895b85"><enum>(5)</enum><text>by striking <quote>There shall be no means</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id4F52D007F45243D0A9C02019F95EE10B"><paragraph commented="no" display-inline="no-display-inline" id="id2a5eea33bbfb425a960377df05da77c9"><enum>(3)</enum><header>Mandatory removal proceedings</header><text>If the visa of an alien is revoked pursuant to paragraph (1) as a result of a ground for removal described in section 237(a)(4), the Secretary of Homeland Security shall immediately initiate removal proceedings for such alien in accordance with section 236A.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc7da2eb293e44ab68c1a47003c4a29e1"><enum>(4)</enum><header>Judicial review</header><text>There shall be no means</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
