<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 442</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250206" legis-day="20250205">February 6 (legislative day, February 5), 2025</action-date><action-desc><sponsor name-id="S355">Mr. Cruz</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 10, United States Code, to direct the Secretary of the Air Force to operate a Technical Training Center of Excellence, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H42E722B3028F42DBBF325C2B133F1A74"><section section-type="section-one" id="H4C71C2FB4DE94CBE8225628750C4140C"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Advancing Innovation and Maintenance through Headquarters for Instruction, Growth, and High-tech training Act</short-title></quote> or the <quote><short-title>AIM HIGH Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="H74E1A9E16D7344CCA48032FE04894144"><enum>2.</enum><header display-inline="yes-display-inline">Air Force Technical Training Center of Excellence</header><text display-inline="no-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/10/903">Chapter 903</external-xref> of title 10, United States Code, is amended by adding at the end the following new section:</text><quoted-block style="USC" display-inline="no-display-inline" id="HDB9767B0A4FD48ABB21902EF3AC92160"><section id="H2FBBD923B57141E38213D3413C437EAF"><enum>9026.</enum><header>Air Force Technical Training Center of Excellence</header><subsection id="HFA9E576FBCC341CAB30E70BC7D2578C2"><enum>(a)</enum><header>Establishment</header><text>The Secretary of the Air Force shall operate a Technical Training Center of Excellence. The head of the Center shall be the designee of the Commander of the Airmen Development Command.</text></subsection><subsection id="HAD3081FBF29B48C3B9A19E5A0C3B8046"><enum>(b)</enum><header>Purposes</header><text>The purposes of the Center shall be to—</text><paragraph id="H8FA80E05083F472A940D4AAC8F58B4D2"><enum>(1)</enum><text>facilitate collaboration among all Air Force technical training installations;</text></paragraph><paragraph id="H4B37FEEE14A04BA8AF04C3BB01E31BA5"><enum>(2)</enum><text>serve as a premier training location for all maintainers throughout the military departments;</text></paragraph><paragraph id="H303649A4053E45738F3DE60A40D39D58"><enum>(3)</enum><text>publish a set of responsibilities aimed at driving excellence, innovation, and leadership across all technical training specialties;</text></paragraph><paragraph id="H40452101F4F946C6883A4EA1BF5B16F9"><enum>(4)</enum><text>advocate for innovative improvements in curriculum, facilities, and medial;</text></paragraph><paragraph id="H1D62D046FA4841028D9225871063E9BD"><enum>(5)</enum><text>foster outreach with industry and academia;</text></paragraph><paragraph id="HF2D627937CCF44968F5674E4D38D4522"><enum>(6)</enum><text>identify and promulgate best practices, standards, and benchmarks;</text></paragraph><paragraph id="H786314F9A2F44A848F0C1FC78634FEFE"><enum>(7)</enum><text>create a hub of excellence for the latest advancements in aviation technology and training methodologies; and</text></paragraph><paragraph id="HD3D9862172704705BF7A3771A02C9346"><enum>(8)</enum><text>carry out such other responsibilities as the Secretary determines appropriate.</text></paragraph></subsection><subsection id="HA86C5F61A1EA46EEA0A8ECD538C9B4C4"><enum>(c)</enum><header>Location</header><text>The Secretary shall select a location for the Center that is an Air Force installation that provides technical training and maintenance proficiency.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
