display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Manufacturing Advisory Council Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id400e7d79e7994d0cab23e8f414cf545d"><enum>2.</enum><header display-inline="yes-display-inline">National Manufacturing Advisory Council</header><subsection commented="no" display-inline="no-display-inline" id="idd760cc2680cb4fa19345f305d31bb414"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph commented="no" display-inline="no-display-inline" id="idb32d64483aee426e89d1c1196d02c268"><enum>(1)</enum><header display-inline="yes-display-inline">Advisory Council</header><text display-inline="yes-display-inline">The term <term>Advisory Council</term> means the National Manufacturing Advisory Council established under subsection (b).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4d86be70d3454f7eafa92aaf3cca3ff1"><enum>(2)</enum><header display-inline="yes-display-inline">Appropriate committees of Congress</header><text display-inline="yes-display-inline">The term <term>appropriate committees of Congress</term> means—</text><subparagraph commented="no" display-inline="no-display-inline" id="id555009faf4e7430d8183027cb2bd2208"><enum>(A)</enum><text display-inline="yes-display-inline">the Committee on Commerce, Science, and Transportation of the Senate;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id242EAA75BFFC48FFB411FAEA7FFAFA98"><enum>(B)</enum><text display-inline="yes-display-inline">the Committee on Health, Education, Labor, and Pensions of the Senate; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id187E9C0DFC6A4471AB7D46B8F8ED33B2"><enum>(C)</enum><text display-inline="yes-display-inline">the Committee on Energy and Natural Resources of the Senate; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idD06B543F7140463EB8B96FEB11201690"><enum>(D)</enum><text display-inline="yes-display-inline">the Committee on Armed Services of the Senate; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7F03B4F494AF481EB0B30EAA0677329C"><enum>(E)</enum><text display-inline="yes-display-inline">the Committee on Appropriations of the Senate;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id66cf1c401f53483eb805d89d61189ad7"><enum>(F)</enum><text display-inline="yes-display-inline">the Committee on Small Business and Entrepreneurship of the Senate;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1BF92F71C8C84D6CB4B99CBF617966DE"><enum>(G)</enum><text display-inline="yes-display-inline">the Committee on Energy and Commerce of the House of Representatives; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id851adf19a8ad434da933a63d688912e0"><enum>(H)</enum><text display-inline="yes-display-inline">the Committee on Education and Labor of the House of Representatives; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9AF7DF12B0AC4EC697D9EE093FAA05E1"><enum>(I)</enum><text display-inline="yes-display-inline">the Committee on Science, Space, and Technology of the House of Representatives; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idE024C70B0D40451EA64F7C8DD9F79E06"><enum>(J)</enum><text display-inline="yes-display-inline">the Committee on Armed Services of the House of Representatives; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id41A9A3634A36479AA0C052C1A8C9E5A5"><enum>(K)</enum><text display-inline="yes-display-inline">the Committee on Appropriations of the House of Representatives; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc4b1d7e82ed249a38034ad3350db27cf"><enum>(L)</enum><text display-inline="yes-display-inline">the Committee on Small Business of the House of Representatives.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2c2d6e83a33f4b848ec49abf8685c452"><enum>(3)</enum><header display-inline="yes-display-inline">Economically distressed area</header><text display-inline="yes-display-inline">The term <term>economically distressed area</term> means an area that meets 1 or more of the requirements described in section 301(a) of the Public Works and Economic Development Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3161">42 U.S.C. 3161(a)</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idCED76994DFD54E8EAEFE28043E37A552"><enum>(4)</enum><header display-inline="yes-display-inline">Rural area</header><text display-inline="yes-display-inline">The term <term>rural area</term> means an area located outside a metropolitan statistical area, as designated by the Office of Management and Budget. </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id25C79CE3FAB040CF85C42CD9D689DAC1"><enum>(5)</enum><header display-inline="yes-display-inline">Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the Secretary of Commerce.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idd5435fe5afd14e0fa21362571603b012"><enum>(b)</enum><header display-inline="yes-display-inline">Establishment</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, the Secretary, in consultation with the Secretary of Labor, the Secretary of Defense, the Secretary of Energy, the United States Trade Representative, and the Secretary of Education, shall establish within the Department of Commerce the National Manufacturing Advisory Council.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="ideaf1523a7e284df2a7b2a63a1c25c131"><enum>(c)</enum><header display-inline="yes-display-inline">Mission</header><text display-inline="yes-display-inline">The mission of the Advisory Council shall be to—</text><paragraph commented="no" display-inline="no-display-inline" id="id19b9aaeafc244fbbb0b0b79ed0e04d03"><enum>(1)</enum><text display-inline="yes-display-inline">provide a forum for— </text><subparagraph commented="no" display-inline="no-display-inline" id="id3610EFBB31F145368E23663885816DEB"><enum>(A)</enum><text display-inline="yes-display-inline">regular communication between the Federal Government and the manufacturing sector, including manufacturing workers, in the United States; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4dffd3b346714f88a40db059ff7618e4"><enum>(B)</enum><text display-inline="yes-display-inline">discussing and proposing solutions to problems relating to the manufacturing sector in the United States, including the manufacturing workforce, supply chain interruptions, and regulatory and other logistical challenges; </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8e5bab62402b4d9d8d035bbd547f33da"><enum>(2)</enum><text display-inline="yes-display-inline">advise the Secretary regarding policies and programs of the Federal Government that affect manufacturing, including the manufacturing workforce, in the United States; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0fd02b5a478a44c5877020ae873b4410"><enum>(3)</enum><text display-inline="yes-display-inline">annually produce a national strategic plan, as described in subsection (g), that provides recommendations to the Secretary and the appropriate committees of Congress regarding how to help the United States remain the preeminent destination throughout the world for investment in manufacturing, which shall be based on the execution of the duties of the Advisory Council.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idc3e61edc423b4c238d760a2ec9ee9c79"><enum>(d)</enum><header display-inline="yes-display-inline">Duties</header><text display-inline="yes-display-inline">The duties of the Advisory Council shall include the following:</text><paragraph commented="no" display-inline="no-display-inline" id="idfd94fa6c7cb14bb0aeae7202752d243b"><enum>(1)</enum><text display-inline="yes-display-inline">Meeting not less frequently than once every 180 days, in a manner to be determined by the Secretary and that is in compliance with <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/10">chapter 10</external-xref> of title 5, United States Code, in order to provide independent advice and recommendations to the Secretary regarding issues involving manufacturing in the United States.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5f5612a45eab4d3383df3b8a59a45dec"><enum>(2)</enum><text display-inline="yes-display-inline">Identifying and assessing the impact that technological developments, critical production capacity, skill availability, investment patterns, and emerging defense needs have on the manufacturing competitiveness of the United States and providing advice and recommendations to the Secretary regarding that impact.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id92be391a23324315ab5caad755cdf4da"><enum>(3)</enum><text display-inline="yes-display-inline">Soliciting input from the public and private sectors and academia relating to emerging trends in manufacturing, and the responsiveness of Federal programming with respect to manufacturing, and providing advice and recommendations to the Secretary for areas of increased Federal attention with respect to manufacturing.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idbd09a46c784644628fe10443036aafe6"><enum>(4)</enum><text display-inline="yes-display-inline">Identifying, and providing advice and recommendations to the Secretary regarding, global and domestic manufacturing trends, including on matters such as supply chain interruptions, logistical challenges, and demographic and technological changes affecting the manufacturing base in the United States.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd2d03b2d2878465e8930905413bf1fba"><enum>(5)</enum><text display-inline="yes-display-inline">Providing advice and recommendations to the Secretary on matters relating to investment in, and support of, the manufacturing workforce in the United States, including on matters such as—</text><subparagraph commented="no" display-inline="no-display-inline" id="id00296cd3e1ae49c9b43c17ba464ced76"><enum>(A)</enum><text display-inline="yes-display-inline">worker participation in planning for the deployment of new technologies across the manufacturing sector in the United States and within workplaces in that sector;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idd20e4de302c34597944f260d62812cb3"><enum>(B)</enum><text display-inline="yes-display-inline">training and education priorities for the Federal Government and employers to assist workers in adapting the skills and experiences of those workers to fit the demands of the manufacturing sector in the United States in the 21st century;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id771477171669429cb6eff0d66f99baba"><enum>(C)</enum><text display-inline="yes-display-inline">how the development of new technologies and processes have impacted, and will impact, the manufacturing workforce of the United States and the economy of the United States, which shall be based on input from manufacturing workers;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id744b1495a4a24e2c955b3263e8b44231"><enum>(D)</enum><text display-inline="yes-display-inline">policies and procedures that expand access to jobs, career advancement opportunities, and management opportunities in the manufacturing sector in the United States for low-income individuals in the United States, or new entrants into that sector, in both urban and rural areas; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7256912b8a664ae69ccc1bf243eb163b"><enum>(E)</enum><text display-inline="yes-display-inline">how to improve access to demand-driven manufacturing-related education, training, and re-training for workers, including at community and technical colleges, through other institutions of higher education<added-phrase reported-display-style="italic">,</added-phrase> and through apprenticeships and work-based learning opportunities.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id28741046ce1e4677b0db2b2adda54e9d"><enum>(6)</enum><text display-inline="yes-display-inline">Providing recommendations to the Secretary on ways to—</text><subparagraph commented="no" display-inline="no-display-inline" id="id184af2d45fcd42d6a3aff62695abe1b9"><enum>(A)</enum><text display-inline="yes-display-inline">provide— </text><clause commented="no" display-inline="no-display-inline" id="id0F0B922C78C34BDC86BEB4F0E94A338C"><enum>(i)</enum><text display-inline="yes-display-inline">manufacturing-related worker education, training, and development; and </text></clause><clause commented="no" display-inline="no-display-inline" id="idD81A4301B99B4C3A858625ACD7A02193"><enum>(ii)</enum><text display-inline="yes-display-inline">entrepreneurship training relating to manufacturing;</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7fc933bdb464410d980dbce5d007089e"><enum>(B)</enum><text display-inline="yes-display-inline">connect individuals and businesses with services described in subparagraph (A) that are offered in the communities of those individuals or businesses;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id19f5df657d3745cbae3837c34148f62d"><enum>(C)</enum><text display-inline="yes-display-inline">coordinate services relating to manufacturing employee engagement, including employee ownership and workforce training;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide8c7a20b505449aab46b9d0aa96f458e"><enum>(D)</enum><text display-inline="yes-display-inline">connect manufacturers with community and technical colleges, other institutions of higher education, State or local workforce development boards established under section 101 or 107 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3111">29 U.S.C. 3111</external-xref>, 3122), labor organizations, and nonprofit job training providers to develop and support training and job placement services, and apprenticeship and online learning platforms, for new and incumbent manufacturing workers;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7ac55a0841e1409eae8d4e4edabb7f0e"><enum>(E)</enum><text display-inline="yes-display-inline">integrate new technologies and processes into the manufacturing sector in the United States and address the workforce impacts of those new technologies and processes; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id99741786a5004880a4f9186ebf56f69b"><enum>(F)</enum><text display-inline="yes-display-inline">develop best practices for manufacturers to incorporate, or transition to, employee ownership structures.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0f18248733994aa7965a36d44184ed7f"><enum>(7)</enum><text display-inline="yes-display-inline">With respect to the matters described in paragraphs (1) through (6), soliciting input from—</text><subparagraph commented="no" display-inline="no-display-inline" id="id4BA88AD5BA124FFE8CD603DF4609CB05"><enum>(A)</enum><text display-inline="yes-display-inline">economically distressed areas; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id24312c70c913400baa56c1a810e8af70"><enum>(B)</enum><text display-inline="yes-display-inline">geographically diverse regions of the United States, including both urban and rural areas; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2A60157051054AD5913253135D6D749D"><enum>(C)</enum><text display-inline="yes-display-inline">areas of the United States that have suffered mass layoffs in the manufacturing sector.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id33f6b0e096e0410c9c8ebfc838b7e192"><enum>(8)</enum><text display-inline="yes-display-inline">Identifying Federal, State, or other regulations that may have caused, or will cause, unnecessary supply chain disruptions, impaired business operations, increased prices, or other costly burdens for consumers and the manufacturing sector in the United States and recommending to the Secretary steps to—</text><subparagraph commented="no" display-inline="no-display-inline" id="id9cf8557ab5b2498fb477edfb90579390"><enum>(A)</enum><text display-inline="yes-display-inline">mitigate those consequences; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2bc7bae85e504e6c87395927f7c928ce"><enum>(B)</enum><text display-inline="yes-display-inline">foster an environment in the United States that is favorable to manufacturers, manufacturing workers, and consumers.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7720ab1eaa8e4604b3733d10765bd4ba"><enum>(9)</enum><text display-inline="yes-display-inline">Completing other specific tasks requested by the Secretary.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id179bc4d0505d4b60aae84f1a8499cff1"><enum>(e)</enum><header display-inline="yes-display-inline">Membership</header><paragraph commented="no" display-inline="no-display-inline" id="id55339cc7e4da45bca1e837041e4bf8d0"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Advisory Council shall—</text><subparagraph commented="no" display-inline="no-display-inline" id="idb9f0fa69c3374eb997c5e73660953191"><enum>(A)</enum><text display-inline="yes-display-inline">consist of not more than 30 individuals appointed by the Secretary with a balance of backgrounds, experiences, and viewpoints; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id11c75a825ef14e298d513547f9176eae"><enum>(B)</enum><text display-inline="yes-display-inline">include individuals with manufacturing experience who represent—</text><clause commented="no" display-inline="no-display-inline" id="id22cba2af0e4941758cb7f3e17d898c33"><enum>(i)</enum><text display-inline="yes-display-inline">private industry, including small and medium-sized manufacturers and any relevant standards development organizations or relevant trade associations;</text></clause><clause commented="no" display-inline="no-display-inline" id="id7e523b86265d4a8ba1e7a1e21ce811e6"><enum>(ii)</enum><text display-inline="yes-display-inline">academia; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id371876cd28704db8a5b9631bcf8e49d6"><enum>(iii)</enum><text display-inline="yes-display-inline">labor.</text></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida98a440ff7074f2bbd1f31cc1713d15d"><enum>(2)</enum><header display-inline="yes-display-inline">Public participation</header><text display-inline="yes-display-inline">The Secretary shall, to the maximum extent practicable, accept recommendations from the public regarding the appointment of individuals under paragraph (1).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd18a0a2576204bcf98e114d40c19a3c1"><enum>(3)</enum><header display-inline="yes-display-inline">Period of appointment; vacancies</header><subparagraph commented="no" display-inline="no-display-inline" id="id4f6fd032e0524801b65b564950e4d001"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Each member of the Advisory Council shall be appointed by the Secretary for a term of 3 years.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4c03639e654a43dc87b7e0f6e2b476d7"><enum>(B)</enum><header display-inline="yes-display-inline">Renewal</header><text display-inline="yes-display-inline">The Secretary may renew an appointment made under subparagraph (A) for not more than 2 additional terms.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9b63de7fb4fb4591828a9d7f51fe9296"><enum>(C)</enum><header display-inline="yes-display-inline">Stagger terms</header><text display-inline="yes-display-inline">The Secretary may stagger the terms of the members of the Advisory Council to ensure that the terms of those members expire during different years.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id66384730960e48d7a81e57c8f5e8c2f0"><enum>(D)</enum><header display-inline="yes-display-inline">Vacancies</header><clause commented="no" display-inline="no-display-inline" id="id5FE7351B868B4C559A96267FD0957072"><enum>(i)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Subject to clause (ii), a member appointed to fill a vacancy on the Advisory Council occurring before the expiration of the term for which the predecessor of the newly appointed member was appointed shall be appointed only for the remainder of that term of the predecessor. </text></clause><clause commented="no" display-inline="no-display-inline" id="idD42CB1339ACC4037A229CCFCA3FD85FA"><enum>(ii)</enum><header display-inline="yes-display-inline">Further service</header><text display-inline="yes-display-inline">A member of the Advisory Council who is appointed for the remainder of a term of a predecessor under clause (i) may serve after the expiration of that term of the predecessor and until the date on which the Secretary has appointed a successor.</text></clause></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id8211477a894e4dfd9325fc1dbcb457d9"><enum>(f)</enum><header display-inline="yes-display-inline">Transfer of functions</header><paragraph commented="no" display-inline="no-display-inline" id="idde783aeefe7044d8b5cc4bfe15591e3b"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">All functions of the United States Manufacturing Council of the International Trade Administration of the Department of Commerce, as in existence on the day before the date of enactment of this Act, shall be transferred to the Advisory Council.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id792edd0357814e71aff3a9e999a2ce00"><enum>(2)</enum><header display-inline="yes-display-inline">Deeming of name</header><text display-inline="yes-display-inline">Any reference in any law, regulation, document, paper, or other record of the United States to the United States Manufacturing Council of the International Trade Administration of the Department of Commerce shall be deemed a reference to the Advisory Council.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id222014a783214defaa813284f808f7bd"><enum>(3)</enum><header display-inline="yes-display-inline">Existing advisory committee</header><text display-inline="yes-display-inline">Any Federal advisory committee of the Department of Commerce that is operating on the day before the date of enactment of this Act under a charter filed in accordance with section 1008(c) of title 5, United States Code, for the purpose of addressing the purposes and duties described in this section shall satisfy the requirement under subsection (b) to establish the Advisory Council if, not later than 180 days after that date of enactment, the Federal advisory committee is modified, as necessary, to comply with the requirements of this section.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id9e4a9eb94a5147dc8573e270cd35accd"><enum>(g)</enum><header display-inline="yes-display-inline">National strategic plan</header><text display-inline="yes-display-inline">Not later than 180 days after the date on which the Advisory Council holds the initial meeting of the Advisory Council, and annually thereafter, the Advisory Council shall submit to the Secretary and the appropriate committees of Congress— </text><paragraph commented="no" display-inline="no-display-inline" id="idd793bf8d695f4d5685afa1da943b9373"><enum>(1)</enum><text display-inline="yes-display-inline">a national strategic plan for manufacturing in the United States that is based on the execution of the duties of the Advisory Council under subsection (d); and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id351d8732569640a1ac6ce8bdf4cd7655"><enum>(2)</enum><text display-inline="yes-display-inline">a detailed statement of the activities that the Advisory Council conducted to carry out the duties of the Advisory Council under subsection (d).</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idc5681c25a1bf4ba2af558991dab62dc5"><enum>(h)</enum><header display-inline="yes-display-inline">Departmental support</header><text display-inline="yes-display-inline">In accordance with prevailing laws and regulations, the Secretary, as the Secretary considers appropriate, shall furnish to the Advisory Council relevant information that— </text><paragraph commented="no" display-inline="no-display-inline" id="id711534E0F3244D0B84C747A145FE113E"><enum>(1)</enum><text display-inline="yes-display-inline">is in the possession of the Department of Commerce; and </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idBF6998A3BF464682ACB8D637EC93DAB1"><enum>(2)</enum><text display-inline="yes-display-inline">relates to the mission of the Advisory Council.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id30570b7361504487931599850d417cea"><enum>(i)</enum><header display-inline="yes-display-inline">No additional funds authorized</header><text display-inline="yes-display-inline">No additional funds are authorized to be appropriated to carry out this section.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id67EAA8562E12494EA4CFE0D0FF220BF2"><enum>(j)</enum><header display-inline="yes-display-inline">Sunset</header><text display-inline="yes-display-inline">The Advisory Council shall terminate on September 30 of the fifth year after the year in which the Advisory Council holds the first meeting of the Advisory Council.</text></subsection></section></legis-body><endorsement><action-date date="20250602">June 2, 2025</action-date><action-desc>Reported with an
