which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To establish Joint Operations Centers along the southern border of the United States, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Advanced Border Coordination Act of 2025</short-title></quote>.</text></section><section id="id6D012AA5513A4AEC8CE59D5D46342E5E"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="idF4FE3F430FEA4DC7BF56F566A545EA3B"><enum>(1)</enum><header>Centers</header><text>The term <term>Centers</term> means the Joint Operations Centers established under section 3(a).</text></paragraph><paragraph id="idFDD992D728D54736B569E185A454A0C2"><enum>(2)</enum><header>Department</header><text>The term <term>Department</term> means the Department of Homeland Security.</text></paragraph><paragraph id="id6E3CC4AFB6594A8BB25DBFDA246FE0FB"><enum>(3)</enum><header>Participating Federal agency</header><text>The term <term>participating Federal agency</term> means—</text><subparagraph id="idC2C9BA5545F04FBAAC9B35DA70932ADA"><enum>(A)</enum><text>the Department;</text></subparagraph><subparagraph id="idECE54B2D10584C7987F80E7981D3C927"><enum>(B)</enum><text>the Department of Defense;</text></subparagraph><subparagraph id="id159D27BD86B14BDF99885BFA1AB0936C"><enum>(C)</enum><text>the Department of Justice; and</text></subparagraph><subparagraph id="idB8868866E5EC450F956C501FC32C9EF5"><enum>(D)</enum><text>any other Federal agency as the Secretary determines appropriate.</text></subparagraph></paragraph><paragraph id="idE83AE8B6BAD44B0FADC82AC76027E789"><enum>(4)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Homeland Security.</text></paragraph><paragraph id="id985B568B6D56439E92E54111D4B95936"><enum>(5)</enum><header>State</header><text>The term <term>State</term> means each State of the United States, the District of Columbia, and any territory or possession of the United States.</text></paragraph></section><section id="idb34d23d3bdb843258eed52ed15b5e1a1"><enum>3.</enum><header>Establishment of Joint Operations Centers</header><subsection id="idf31187d675f24a2d82569a50b3bf40f4"><enum>(a)</enum><header>In general</header><text>Not later than 6 months after the date of enactment of this Act, the Department shall establish not less than 2 Joint Operations Centers along the southern border of the United States to provide unified coordination centers, where law enforcement from multiple Federal, State, local, and Tribal agencies can collaborate in accordance with the purposes described in subsection (b).</text></subsection><subsection id="idb6a7bc3411be493ea890200651625e96"><enum>(b)</enum><header>Matters covered</header><text>The Centers shall provide centralized operations hubs for matters related to the following:</text><paragraph id="id231cdbe7314f4803ae66afb25fa721ad"><enum>(1)</enum><text>Implementing coordination and communication for field operations between participating Federal, State, local, and Tribal agencies, as needed.</text></paragraph><paragraph id="id3a4f2420777a44d89383f0704ac754e5"><enum>(2)</enum><text>Coordinating operations across participating Federal, State, local, and Tribal agencies, as needed, including ground, air, and sea or amphibious operations.</text></paragraph><paragraph id="id59b75e3264af4bceb5e42d49e57ba77a"><enum>(3)</enum><text>Coordinating and supporting border operations, including deterring and detecting criminal activity related to—</text><subparagraph id="idc19e79c1928048fcbc5b85074c92a78f"><enum>(A)</enum><text>transnational criminal organizations;</text></subparagraph><subparagraph id="id663a399ef279443ea781586321f261ae"><enum>(B)</enum><text>illegal border crossings;</text></subparagraph><subparagraph id="id8364f370c66b4f579af1a50a2a85b095"><enum>(C)</enum><text>the seizure of weapons;</text></subparagraph><subparagraph id="id9f0296fb31164b8d8ff4961efd02112e"><enum>(D)</enum><text>the seizure of drugs;</text></subparagraph><subparagraph id="id260bfc772d4a44fe8c1a57ed84a01aa5"><enum>(E)</enum><text>the seizure of high valued property;</text></subparagraph><subparagraph id="id97ea0655143c4ef88b3d8ba4722c4495"><enum>(F)</enum><text>terrorism;</text></subparagraph><subparagraph id="idf92dae3fad354d4eae3db283abd73cd8"><enum>(G)</enum><text>human trafficking;</text></subparagraph><subparagraph id="ide849e9a7ea314db88558c917ec252c2e"><enum>(H)</enum><text>drug trafficking; and</text></subparagraph><subparagraph id="id8c84587abd3f4cfeb6ca963ad3326a97"><enum>(I)</enum><text>such additional matters as the Secretary considers appropriate. </text></subparagraph></paragraph></subsection><subsection id="id08f8d2012bad427d862cd0139f151faa"><enum>(c)</enum><header>Information sharing</header><text>To ensure effective transmission of information between participating Federal, State, local, and Tribal agencies, for purposes of subsection (b), coordination and communication shall include—</text><paragraph id="idb9c46a9d412c4eceb60673743fa85e38"><enum>(1)</enum><text>Federal agencies sharing pertinent information with participating State, local, and Tribal agencies through the Centers; and</text></paragraph><paragraph id="idbea243fa1686448db5fc0741de68039d"><enum>(2)</enum><text>Federal agencies notifying participating State, local, and Tribal agencies of operations occurring within the jurisdictions of those agencies.</text></paragraph></subsection><subsection id="idc36683a37f224f3195a7c88b555ba884"><enum>(d)</enum><header>Workforce capabilities</header><text>The Centers shall—</text><paragraph id="idba0d333906f148dba1dc68350375db52"><enum>(1)</enum><text>track and coordinate deployment of participating personnel; and</text></paragraph><paragraph id="idf029793928884c058721af818ad642da"><enum>(2)</enum><text>coordinate training, as needed.</text></paragraph></subsection></section><section id="idc7d4112837f2434693c3cc751dda8dc9"><enum>4.</enum><header>Report</header><text display-inline="no-display-inline">Not later than 1 year after enactment of this Act, and annually thereafter, the Secretary shall consult with participating Federal agencies, and shall seek feedback from participating State, local, and Tribal agencies, to report to Congress—</text><paragraph id="idded17a5daa7a47d982a2f8669052faf1"><enum>(1)</enum><text>a description of the efforts undertaken to establish the Centers;</text></paragraph><paragraph id="id75a8605058914a86b53d687bb36d5af7"><enum>(2)</enum><text>an identification of the resources used for the operations of the Centers;</text></paragraph><paragraph id="id8ee0867fb408412fb95e45a905e00cf6"><enum>(3)</enum><text>a description of the key operations coordinated and supported by each Center;</text></paragraph><paragraph id="ida76603ab629145f5ad9afad30f40c572"><enum>(4)</enum><text>a description of any significant interoperability and communication gaps identified between participating Federal, State, local, and Tribal agencies within each Center; </text></paragraph><paragraph id="id649262f8c4554f5badfc110024fa33c1"><enum>(5)</enum><text>recommendations for improved coordination and communication between participating Federal agencies in developing and operating current and future Centers; and</text></paragraph><paragraph id="id11db952bb281401ab24c3b71274e074c"><enum>(6)</enum><text>other data as the Secretary determines appropriate. </text></paragraph></section></legis-body></bill>
