which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Higher Education Act of 1965, to add a work-study program for off-campus community service at selected after-school activities, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H087373BE92334D0DBC8B108C5774AFC7"><section section-type="section-one" id="H7B126CDAFC2940669C0F6A6ADF8AD326"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Students Helping Young Students Act of 2025</short-title></quote>.</text></section><section id="HA4227B54361641D8AB1DDD0CBA5304A2"><enum>2.</enum><header>Community services defined</header><text display-inline="no-display-inline">Section 441(c) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087-51">20 U.S.C. 1087–51(c)</external-xref>) is amended—</text><paragraph id="HECE75CFD25484C1AB78DE6687E010DEF"><enum>(1)</enum><text>by striking <quote>and</quote> at the end of paragraph (3);</text></paragraph><paragraph id="H0A9AF7004B824187B60D6AC13192474A"><enum>(2)</enum><text>by striking the period and inserting <quote>and</quote> at the end of paragraph (4)(C); and</text></paragraph><paragraph id="H9E2300113846416B9B805B90181F7499"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H40FFFEA2433B4C16831CE38A8DB78D8D"><paragraph id="H410BE577EA274D9E8327426E3356C21B"><enum>(5)</enum><text display-inline="yes-display-inline">after-school activities, as defined in section 443(f).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="H80103CC252D74CA9B691554377E211A1"><enum>3.</enum><header>Grants for Federal work-study program</header><text display-inline="no-display-inline">Section 443 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087-53">20 U.S.C. 1087–53</external-xref>) is amended—</text><paragraph id="H10D3E59323FB4BE88B983D70AFF57A0C"><enum>(1)</enum><text>in subsection (b)(2)(A), by inserting <quote>or after-school activity (as described in subsection (f))</quote> after <quote>subsection (d))</quote>;</text></paragraph><paragraph id="H4F9642DD84E44D8E835E24720000B851"><enum>(2)</enum><text>in subsection (d)—</text><subparagraph id="H16CA0D589EF54396A5054DBFB3740AF1"><enum>(A)</enum><text>in paragraph (1)—</text><clause id="HFE39F63AB5344566A2F90019E893E4D0"><enum>(i)</enum><text>in the subsection heading, by striking <quote><header-in-text level="subsection" style="OLC">Use</header-in-text></quote> and inserting <quote><header-in-text level="subsection" style="OLC">Required Use</header-in-text></quote>; and</text></clause><clause id="H35E8E873DD5343AE834815F5CFE31FD5"><enum>(ii)</enum><text>by inserting <quote>that is not carrying out subsection (f) for such year</quote> after <quote>an institution</quote>; and</text></clause></subparagraph><subparagraph id="H1B74E127326347A58BA244A40959CE6B"><enum>(B)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H029445874448451FA58AACCC484E80B2"><paragraph commented="no" id="H5CBD31FEDDB74509963453A4582CD9D3"><enum>(4)</enum><header>Authorized use of funds</header><text display-inline="yes-display-inline">In any academic year to which subsection (b)(2)(A) applies, an institution that is carrying out subsection (f) may also use funds granted to such institution under this section in accordance with this subsection.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="HDE571177F02F4B55B836241D24888FAF"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HE0294A983C4D4C7BA9F2ECE67B5C343D"><subsection id="H5433320352154D5DAED10C01A3CDF1C4"><enum>(f)</enum><header>After-School Activities</header><paragraph id="H5D408A646265416B80154894E20C502F"><enum>(1)</enum><header>Use of Funds</header><text display-inline="yes-display-inline">In any academic year to which subsection (b)(2)(A) applies—</text><subparagraph id="HE5DFC851ED184A59AD25CFD17E19DCBE"><enum>(A)</enum><text>an institution that is not carrying out subsection (d) for such year shall ensure funds granted to such institution under this section are used in accordance with this subsection to compensate (including compensation for time spent in training and travel directly related to after school activities) students employed in after-school activities of eligible schools; and</text></subparagraph><subparagraph id="H4CB61AE37C22421B96604182FBC468F1"><enum>(B)</enum><text display-inline="yes-display-inline">an institution that is carrying out subsection (d) for such year may also use funds granted to such institution under this section in accordance with this subsection to compensate the students described in subparagraph (A).</text></subparagraph></paragraph><paragraph id="HA493EF50395C4A5D9A65049A8449827B"><enum>(2)</enum><header>Registration Process</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of the <short-title>Students Helping Young Students Act of 2025</short-title>, the Secretary shall inform eligible schools about the work-study program described in paragraph (1), and establish and carry out a process for eligible schools to register to participate in such program.</text></paragraph><paragraph id="H4030D4539933413AA99C5A8B30E04DE2"><enum>(3)</enum><header>Implementation</header><text display-inline="yes-display-inline">The Secretary shall establish any standards necessary for participation in—</text><subparagraph id="H8B2942A84372482A8EDE3BA07329DB06"><enum>(A)</enum><text>the work-study program described in paragraph (1); and</text></subparagraph><subparagraph id="H983D31C6555A432F895E888E06FD2F5F"><enum>(B)</enum><text>the registration process described in paragraph (2).</text></subparagraph></paragraph><paragraph id="H6CEB4AEC6F0048CDAFCA9DE30A29B436"><enum>(4)</enum><header>Priority for Schools</header><text>To the extent practicable, an institution shall—</text><subparagraph id="HD30FF00F80214B5EA7BF0A004C459A12"><enum>(A)</enum><text display-inline="yes-display-inline">give priority to eligible schools serving a low-income community; and</text></subparagraph><subparagraph id="H71DCA3D7ABCC45C3805B421A37688283"><enum>(B)</enum><text>ensure that any student compensated with funds described in paragraph (1) receives appropriate training to carry out the educational services required.</text></subparagraph></paragraph><paragraph id="HC282ACBE0DDC41B3B7F362079EB1BECB"><enum>(5)</enum><header>Federal Share</header><text display-inline="yes-display-inline">The Federal share of the compensation for work-study students compensated under this subsection may exceed 75 percent.</text></paragraph><paragraph id="H82D990A67F6B4ABC94DE71F5E8CE067F"><enum>(6)</enum><header>Definitions</header><text display-inline="yes-display-inline">For purposes of this subsection:</text><subparagraph id="H9328CF309FCD4A9A8D778CD34ABC8625"><enum>(A)</enum><text display-inline="yes-display-inline">The term <term>after-school activities</term>—</text><clause id="H1579E2289A0A4DCB89FD3C834192C55B"><enum>(i)</enum><text>means activities during non-school hours or periods when school is not in session, such as after school, before school, or summer recess, that have an educational purpose; and</text></clause><clause id="H2653BA48636049A1A7CA489D36A1F40F"><enum>(ii)</enum><text>includes such activities administered by—</text><subclause id="H7A78B47F2FA142E1AC1BDAFD14E195EF"><enum>(I)</enum><text display-inline="yes-display-inline">an eligible school, including activities in which only the student population of such school is served; or</text></subclause><subclause id="H0EF71BF0ED42404F8CE6A3AAEED926E3"><enum>(II)</enum><text display-inline="yes-display-inline">a community learning center, a community-based organization, a nonprofit organization, or other center or organization that facilitates youth development activities, which partners with an eligible school.</text></subclause></clause></subparagraph><subparagraph id="HADD93EF675FA457F86A8AD6A6B318882"><enum>(B)</enum><text>The terms <term>elementary school</term> and <term>secondary school</term> have the meanings given the terms in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></subparagraph><subparagraph id="H7B2B54468CD84595B287786E1DF72048"><enum>(C)</enum><text display-inline="yes-display-inline">The term <term>eligible school</term> means a public elementary school or secondary school.</text></subparagraph><subparagraph id="H95A3757535B04D0C8338463C5D65A627"><enum>(D)</enum><text>The term <term>low-income community</term> has the meaning given the term in section 428K(g)(6).</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
