which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Under Secretary of Commerce for Oceans and Atmosphere to carry out pilot projects relating to improved subseasonal to seasonal forecasting in agriculture and water management, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="not-changed"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Smarter Weather Forecasting for Water Management, Farming, and Ranching Act of 2025</short-title></quote>.</text></section><section id="H860B0F53F9164817A7D5CEDC50271A30" changed="not-changed"><enum>2.</enum><header>Weather and climate information in agriculture and water management</header><text display-inline="no-display-inline">Section 1762 of the Food Security Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/15/8521">15 U.S.C. 8521</external-xref>) is amended—</text><paragraph id="H7A68649450E7442D8A58896BBE741F02" changed="not-changed"><enum>(1)</enum><text>by amending subsection (h) to read as follows:</text><quoted-block style="OLC" id="HCBEB6C33F7CB4AFC939D847271E64FA8" changed="not-changed"><subsection id="H6342AAC4336440C5884DAD0E7374580E" changed="not-changed"><enum>(h)</enum><header>Subseasonal to seasonal forecasting pilot projects</header><paragraph id="HDB2A144BA3D84862821326E668734A7A" changed="not-changed"><enum>(1)</enum><header>Establishment</header><text>The Under Secretary shall establish not fewer than two pilot projects, in accordance with paragraph (2), within the U.S. Weather Research Program of the Oceanic and Atmospheric Research office of the National Oceanic and Atmospheric Administration to support improved subseasonal to seasonal precipitation forecasts for the following:</text><subparagraph id="HC4F44FC7063E49EEB3088D58F1D4CDD9" changed="not-changed"><enum>(A)</enum><text>Water management in the western United States.</text></subparagraph><subparagraph id="H0CBAB6AC72A84E3696C7682CDF3B5B96" changed="not-changed"><enum>(B)</enum><text>Agriculture in the United States.</text></subparagraph></paragraph><paragraph id="H1B29B78CFA6F4738BA6F73394002C8A6" changed="not-changed"><enum>(2)</enum><header>Objectives</header><text>In carrying out this subsection, the Under Secretary shall ensure the following:</text><subparagraph commented="no" id="H1DD2378C1A004B2CA8D120F8904AD7A7" changed="not-changed"><enum>(A)</enum><text>A pilot project under subparagraph (A) of paragraph (1) addresses key science challenges to improving forecasts and developing related products for water management in the western United States, including the following:</text><clause commented="no" id="H60ADB254486B4F71A2E91B53CABF4D5C" changed="not-changed"><enum>(i)</enum><text display-inline="yes-display-inline">Improving operational model resolution, both horizontal and vertical, to resolve issues associated with mountainous terrain, such as intensity of precipitation and relative fraction of rain versus snow precipitation.</text></clause><clause commented="no" id="HEDF237F326104D98A2B455F36FA7E775" changed="not-changed"><enum>(ii)</enum><text display-inline="yes-display-inline">Improving fidelity in the operational modeling of the atmospheric boundary layer in mountainous regions.</text></clause><clause commented="no" id="H06D0FAB3A26A409A8BDA3AB5456A4E8E" changed="not-changed"><enum>(iii)</enum><text>Resolving challenges in predicting winter atmospheric circulation and storm tracks, including periods of blocked versus unblocked flow over the eastern North Pacific Ocean and western United States.</text></clause><clause commented="no" display-inline="no-display-inline" changed="not-changed" id="idbc875780c9914b849c99c2642609395f"><enum>(iv)</enum><text display-inline="yes-display-inline">Improving the forecast of atmospheric rivers.</text></clause><clause id="H510466DEC51349D49BEAEA58BFD687CD" changed="not-changed"><enum>(v)</enum><text display-inline="yes-display-inline">Improving—</text><subclause commented="no" display-inline="no-display-inline" changed="not-changed" id="ide1b6b8bf61e642eda20e0a2b2453c289"><enum>(I)</enum><text display-inline="yes-display-inline">the quality and temporal and spatial resolution of observations of air-sea interactions;</text></subclause><subclause commented="no" display-inline="no-display-inline" changed="not-changed" id="ide371ffc33c254cc2ba08d317159a38a2"><enum>(II)</enum><text display-inline="yes-display-inline">operational modeling of air-sea interactions; and</text></subclause><subclause commented="no" display-inline="no-display-inline" changed="not-changed" id="ide615429e8ebe40469cfbd5f83c516ae5"><enum>(III)</enum><text display-inline="yes-display-inline">operational modeling of the influence of oceans on subseasonal and seasonal forecasting.</text></subclause></clause></subparagraph><subparagraph commented="no" id="H0FD1EBCD78E94158BAFEA69EAEF1A82D" changed="not-changed"><enum>(B)</enum><text>A pilot project under subparagraph (B) of paragraph (1) addresses key science challenges to improving forecasts and developing related products for agriculture in the United States, including the following:</text><clause commented="no" id="HB036F711F121420FB26E85E5BFB3864F" changed="not-changed"><enum>(i)</enum><text display-inline="yes-display-inline">Improving the quality and temporal and spatial resolution of observations and accurate operational modeling of the land surface and hydrologic cycle, including soil moisture and flash drought processes.</text></clause><clause commented="no" id="H1436EA4DE68343E086AAC3ADFDE47094" changed="not-changed"><enum>(ii)</enum><text display-inline="yes-display-inline">Improving fidelity in the operational modeling of warm season precipitation processes.</text></clause><clause commented="no" id="H6B2833028393465CA839E7784BF60AD4" changed="not-changed"><enum>(iii)</enum><text>Understanding and predicting large-scale upper-level dynamical flow anomalies that occur in spring and summer.</text></clause></subparagraph></paragraph><paragraph id="H821FE6BBD1264B01B87CD5F76EBFF2F6" changed="not-changed"><enum>(3)</enum><header>Activities</header><text>A pilot project under this subsection shall include activities that—</text><subparagraph id="H8E76278875044939B0343EEB9B193107" changed="not-changed"><enum>(A)</enum><text>best implement recommendations contained in the 2020 report of the National Weather Service, entitled <quote>Subseasonal and Seasonal Forecasting Innovation: Plans for the Twenty-First Century</quote>;</text></subparagraph><subparagraph id="H70141C66C3D24A25A3686E6B1D14B06F" changed="not-changed"><enum>(B)</enum><text>achieve measurable objectives for operational forecast improvement;</text></subparagraph><subparagraph id="H522871A06FA544CA9BA5D88027F52D66" changed="not-changed"><enum>(C)</enum><text display-inline="yes-display-inline">engage with, and leverage the resources of, institutions of higher education (as such term is defined in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>)), or a consortia thereof, and entities within the National Oceanic and Atmospheric Administration in existence as of the date of the enactment of this subsection, including Regional Climate Centers and the National Centers for Environmental Information; and</text></subparagraph><subparagraph id="HD19FAD0CD234405EA34E401B2034A0BA" changed="not-changed"><enum>(D)</enum><text>are carried out in coordination with the Assistant Administrator for the Office of Oceanic and Atmospheric Research and the Director of the National Weather Service.</text></subparagraph></paragraph><paragraph id="H69E13C9D93524055812743530C391CDE" changed="not-changed"><enum>(4)</enum><header>Sunset</header><text>The authority under this subsection shall terminate on the date that is five years after the date of the enactment of this subsection.</text></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="HFFA8349FD7B9489483B020C0893C20B3" changed="not-changed"><enum>(2)</enum><text>by amending subsection (j) to read as follows:</text><quoted-block style="OLC" id="H20DF39488EFC4A68994863BD70BA64E2" changed="not-changed"><subsection id="HA32A9614BD684D7B81A95BED6BAA20D3" changed="not-changed"><enum>(j)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated $45,000,000 for each of fiscal years 2025 through 2029 to carry out the activities under this section.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
