        <official-title>To provide Federal student loan borrower relief for Federal
            employees.</official-title>

            <enum>1.</enum>
            <header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Shutdown Student Loans for Feds Act</short-title></quote>.</text>
        </section>

            <enum>2.</enum>
            <header>Federal student loan borrower relief for Federal employees</header>
            <subsection commented="no" display-inline="no-display-inline" id="idc75314d2d9fa4b81b95e9ec16d5a948a">
                <enum>(a)</enum>
                <header display-inline="yes-display-inline">Definitions</header>
 <text>In this section—</text> <paragraph id="id31B229ADA9324A4CA9A244CB7672FE46"> <enum>(1)</enum> <text>the term <term>agency</term> means each authority of the executive, legislative, or judicial branch of the Government of the United States; and</text>
                </paragraph>
                <paragraph id="idD23F8A9023EC40DDB7F14B12A4EC08A8">
                    <enum>(2)</enum>
 <text>the term <term>covered individual</term>—</text> <subparagraph id="idcda589ba00b84fb4ad3d724438009396"> <enum>(A)</enum> <text>means an employee of an agency, without regard to whether the employee is, during a period during which there is a lapse in appropriations with respect to the agency—</text>
                        <clause commented="no" display-inline="no-display-inline" id="id277f534d42a641f9afab4cda627fcfcb">
                            <enum>(i)</enum>
 <text display-inline="yes-display-inline">determined to be an excepted employee or an employee performing emergency work, as those terms are defined by the Office of Personnel Management; or</text>
                        </clause>
                        <clause commented="no" display-inline="no-display-inline" id="id64e08843efaf497fb2b84adc005ec2c6">
                            <enum>(ii)</enum>
 <text display-inline="yes-display-inline">subject to furlough;</text> </clause> </subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="id183fe84314bd48db831cab7161106cf7"> <enum>(B)</enum> <text display-inline="yes-display-inline">includes a contractor who—</text>
                        <clause commented="no" display-inline="no-display-inline" id="id03a51b6b32cd40db8432f88c4a8051ba">
                            <enum>(i)</enum>
 <text display-inline="yes-display-inline">as part of the ordinary job duties of the individual, provides support to any employee described in subparagraph (A); and</text>
                        </clause>
                        <clause commented="no" display-inline="no-display-inline" id="ide42290f1b844471bbe5c5dcabc36584c">
                            <enum>(ii)</enum>
 <text display-inline="yes-display-inline">during a lapse in appropriations with respect to the applicable agency, does not provide the services described in clause (i); and</text>
                        </clause>
                    </subparagraph>
                    <subparagraph commented="no" display-inline="no-display-inline" id="id7122799bce7843629cc59bc5168d9eac">
                        <enum>(C)</enum>
 <text display-inline="yes-display-inline">does not include an individual described in subparagraph (A) or (B) who, during a period during which there is a lapse in appropriations with respect to the applicable agency, is paid the basic pay ordinarily payable to the individual.</text>
                    </subparagraph>
                </paragraph>
            </subsection>
            <subsection id="id495ac23603da4e11be5721618f669582">
                <enum>(b)</enum>
                <header>Relief</header>
 <text>During any period in fiscal year 2026 or any subsequent fiscal year during which there is a lapse in appropriations of not less than 14 days with respect to an agency, the Secretary of Education shall suspend all payments due by covered individuals for loans made under part D of title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087a">20 U.S.C. 1087a et seq.</external-xref>).</text>
            </subsection>
            <subsection id="id89cdcb8503b74d8293ce44f3454e52a6">
                <enum>(c)</enum>
                <header>No accrual of interest</header>
 <text>Notwithstanding any other provision of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001 et seq.</external-xref>), interest shall not accrue on a loan described under subsection (b) for which payment was suspended for the period of the suspension.</text>
            </subsection>
            <subsection id="idc56aec084fd54c5996883ff44f0fdf21">
                <enum>(d)</enum>
                <header>Consideration of payments</header>
 <text>Notwithstanding any other provision of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001 et seq.</external-xref>), the Secretary shall deem each month for which a loan payment was suspended under this section as if the borrower of the loan had made a payment for the purpose of any loan forgiveness program authorized under part D of title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087a">20 U.S.C. 1087a et seq.</external-xref>) for which the borrower would have otherwise qualified.</text>
            </subsection>
            <subsection id="id32d7a4baf709451c98474065a9f896b8">
                <enum>(e)</enum>
                <header>Reporting to consumer reporting agencies</header>
 <text>During the period in which the Secretary suspends payments on a loan under subsection (b), the Secretary shall ensure that, for the purpose of reporting information about the loan to a consumer reporting agency, any payment that has been suspended is treated as if it were a regularly scheduled payment made by a covered individual.</text>
            </subsection>
            <subsection id="idd31c1c0e5f69415fab8d7e7928f87c96" commented="no" display-inline="no-display-inline">
                <enum>(f)</enum>
                <header>Retroactive effective date</header>
                <paragraph commented="no" display-inline="no-display-inline" id="id2c710071d4574fde9bdeedc32918b922">
                    <enum>(1)</enum>
                    <header>In general</header>
 <text display-inline="yes-display-inline">This Act shall take effect as if enacted on September 30, 2025.</text>
                </paragraph>
                <paragraph commented="no" display-inline="no-display-inline" id="ide0d8d155789744a18a7c19c4ac12d68f">
                    <enum>(2)</enum>
                    <header>Refunds</header>
 <text display-inline="yes-display-inline">The Secretary of Education may issue a refund for any loan payment made by a covered individual—</text>
                    <subparagraph commented="no" display-inline="no-display-inline" id="ide5d6e48f22094a2091dc27cf93de3377">
                        <enum>(A)</enum>
 <text display-inline="yes-display-inline">for a loan made under part D of title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087a">20 U.S.C. 1087a et seq.</external-xref>) during any period in fiscal year 2026 or any subsequent fiscal year during which there is a lapse in appropriations of not less than 14 days with respect to the agency at which the individual is an employee; and</text>
                    </subparagraph>
                    <subparagraph commented="no" display-inline="no-display-inline" id="ida14e793c644048adb747ceff076d3273">
                        <enum>(B)</enum>
