<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 2869</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250918" legis-day="20250916">September 18 (legislative day, September 16), 2025</action-date><action-desc><sponsor name-id="S396">Mrs. Blackburn</sponsor> (for herself and <cosponsor name-id="S347">Mr. Moran</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the National Telecommunications and Information Administration to issue an annual report regarding the use of spectrum by the Federal Government in certain bands of frequencies, and for other purposes. </official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Government Spectrum Inventory Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id35b767aefbf24b21872aef260373b5a3"><enum>2.</enum><header>Annual reports regarding Federal spectrum usage</header><subsection commented="no" display-inline="no-display-inline" id="id458526eced414f9eb216d5038ca2b353"><enum>(a)</enum><header>In general</header><text>Not later than 180 days after the date of enactment of this Act, and annually thereafter, the National Telecommunications and Information Administration shall issue a report, which shall be known as the Federal Government Spectrum Use Report.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id28f4f461001f4128bedde3ff595dbef3"><enum>(b)</enum><header>Requirements</header><text>Each report issued under subsection (a) shall—</text><paragraph commented="no" display-inline="no-display-inline" id="ide1d0bee1e981410186fe902a7f544069"><enum>(1)</enum><text>address the bands of frequencies from 225 megahertz to 50 gigahertz (referred to in this subsection as the <quote>covered bands</quote>); </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0c2a8045bcc549d38cfcc6506e058eac"><enum>(2)</enum><text>include—</text><subparagraph commented="no" display-inline="no-display-inline" id="id3fbe040f1ce447db832ae62b3aca2158"><enum>(A)</enum><text display-inline="yes-display-inline">an introduction that summarizes the types of Federal spectrum usage in the covered bands;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb1ef0f44427f4d869f4d180d6b74c10e"><enum>(B)</enum><text>an excerpt from the United States Table of Frequency Allocations, which shall show— </text><clause commented="no" display-inline="no-display-inline" id="idd466121f7ee140debd83e0587d19caa6"><enum>(i)</enum><text display-inline="yes-display-inline">the most recent frequency allocations in the covered bands within the United States; and </text></clause><clause commented="no" display-inline="no-display-inline" id="id020b1388e97e42a198fafeb74d90f685"><enum>(ii)</enum><text display-inline="yes-display-inline">each relevant footnote, whether international or with respect to the United States, that may authorize additional uses, or impose limits on certain uses, in the covered bands;</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id66074ea24be24eb2bbfd65a4081647c5"><enum>(C)</enum><text>a table that lists the number and type of frequency assignments that the National Telecommunications and Information Administration has authorized within the covered bands;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ida9d5f3df4f4d44a8bb59976f60b697d4"><enum>(D)</enum><text>a summary of the major systems and applications using each frequency band or sub-band within the covered bands; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id891ddbf12c5c4465bdd965ab051d99a9"><enum>(E)</enum><text>a description of future uses within each band within the covered bands, where applicable; and</text></subparagraph></paragraph><paragraph id="id2793323373bd4fbaa8b71ba01b53ac77"><enum>(3)</enum><text>be made available on the public website of the National Telecommunications and Information Administration, except that the report shall contain a classified annex.</text></paragraph></subsection></section></legis-body></bill>
