which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To improve research and data collection on stillbirths, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HBEDB66ABDF9D4643A003B954A6495E1B"><section section-type="section-one" id="H394331AD1FE845DCA83E93A2AFADA4B8"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stillbirth Health Improvement and Education for Autumn Act of 2025</short-title></quote> or the <quote><short-title>SHINE for Autumn Act of 2025</short-title></quote>.</text></section><section id="HF0C78A75539347EA8D80096C6D803E25"><enum>2.</enum><header>Stillbirth research and data collection improvements</header><text display-inline="no-display-inline">Title III of the Public Health Service Act is amended by inserting after section 317L–1 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247b-13a">42 U.S.C. 247b–13a</external-xref>) the following:</text><quoted-block style="OLC" id="H6FD654B9F11D49BE88F4483214128711"><section id="HD0088EF78BF44073BED428980E4E3D6E"><enum>317L–2.</enum><header>Stillbirth research and data collection improvements</header><subsection id="H064B9BF2360A4D588821D078FD5C56BC"><enum>(a)</enum><header>Stillbirth surveillance and risk factor studies</header><paragraph id="H61F6E325898941D288D9D302F270CD7B"><enum>(1)</enum><header>In general</header><text>The Secretary may award grants to States for purposes of—</text><subparagraph id="H2406E9C378854AF18C9340C335AB5583"><enum>(A)</enum><text display-inline="yes-display-inline">conducting surveillance and collecting data, including from existing datasets like State or sub-State Fetal and Infant Mortality Review data, with respect to stillbirths for public health and research purposes;</text></subparagraph><subparagraph id="HC7E814F567F443A7A7F6B5FACC50BB60"><enum>(B)</enum><text>building State and local public health capacity to assess stillbirth data; and</text></subparagraph><subparagraph id="HCF98D158286D4032BCB4EA73D15A4F39"><enum>(C)</enum><text>collecting and reporting data on stillbirth risk factors, including any quantifiable outcomes with respect to such risk factors.</text></subparagraph></paragraph><paragraph id="HC70976EA5C91491F988158B8C53D5C02"><enum>(2)</enum><header>Condition</header><text display-inline="yes-display-inline">As a condition of receipt of funds under this section, all data collected shall be in a manner that ensures that such data is deidentified, and at a minimum, that there is no disclosure of any individually identifying information regarding a patient or a patient’s health care provider, and otherwise in a manner that is consistent with applicable Federal and State privacy law.</text></paragraph><paragraph id="HFA9BA6A7A0EC4CD5BAD9F27A73AC6A6C"><enum>(3)</enum><header>Authorization of appropriations</header><text>To carry out this subsection, there is authorized to be appropriated $5,000,000 for each of fiscal years 2026 through 2030.</text></paragraph></subsection><subsection id="H1F4B92C9DE824D07A603B5A9A132633A"><enum>(b)</enum><header>Guidelines and educational awareness materials</header><paragraph id="H336DBE8701D14B84A6FCDF35930A0181"><enum>(1)</enum><header>In general</header><text>The Secretary shall—</text><subparagraph id="H4FAA18CFFDAA46C6973FD784221EC589"><enum>(A)</enum><text>issue guidelines to State departments of health and State and local vital statistics units on—</text><clause id="HF1059F94D40F44859F91D97D637997AA"><enum>(i)</enum><text>collecting data on stillbirth from health care providers, and with the consent of the woman who experienced the stillbirth, including any such data with respect to the clinical history, postmortem examination, and placental pathology; and</text></clause><clause id="HC2D73F1B8A324AF3B614AA3C5C143F1E"><enum>(ii)</enum><text>improving processes and training related to stillbirth data collection and reporting to ensure standardization and completeness of data; and</text></clause></subparagraph><subparagraph id="H8A80D8DD5F2C4CB1ABA889CA3BF64F2C"><enum>(B)</enum><text>develop, and make publicly available, educational awareness materials on stillbirths.</text></subparagraph></paragraph><paragraph id="H5C2AC98BB6074694BD3AE1DF92399605"><enum>(2)</enum><header>Consultation</header><text>In carrying out paragraph (1), the Secretary may consult with—</text><subparagraph id="HC255A9CA0F204134B816D5393AF2FD15"><enum>(A)</enum><text>national health care professional associations;</text></subparagraph><subparagraph id="HD4FCC09071CA40A381EE835F84DD4940"><enum>(B)</enum><text>national associations representing State and local public health officials;</text></subparagraph><subparagraph id="H3944854807484EA4A5B34375B92777B1"><enum>(C)</enum><text>organizations that assist families with burial support and bereavement services;</text></subparagraph><subparagraph id="HBFE6792442E74BA3B532A1A339655D10"><enum>(D)</enum><text>nurses and nurse practitioners;</text></subparagraph><subparagraph id="H7267C9139C384B9C83CA45F1EDFA96E9"><enum>(E)</enum><text>obstetricians and gynecologists;</text></subparagraph><subparagraph id="H12CDEF70808540F2B1CA4D98767B47AC"><enum>(F)</enum><text>pediatricians;</text></subparagraph><subparagraph id="H5D913BBAB2504B23A57F5C8B62DD1EB7"><enum>(G)</enum><text>maternal-fetal medicine specialists;</text></subparagraph><subparagraph id="HF6ABB32B635D4A089C2D6494CAB784D6"><enum>(H)</enum><text>nurse midwives and midwives;</text></subparagraph><subparagraph id="H635CB9E3C55841508751D0BBB3B45479"><enum>(I)</enum><text>mental health professionals;</text></subparagraph><subparagraph id="HEB4B0E4FCC674248A27959CEDBD611E9"><enum>(J)</enum><text>statisticians;</text></subparagraph><subparagraph id="H3D54C45129A944ABAE26595FC7EFA632"><enum>(K)</enum><text>individuals who have experienced a stillbirth; and</text></subparagraph><subparagraph id="HCD09649DB5184B228A1BD7D3CE6B2CD3"><enum>(L)</enum><text>advocacy organizations representing such individuals.</text></subparagraph></paragraph><paragraph id="H622828F83B354F7DB6ABB951DA7799F5"><enum>(3)</enum><header>Authorization of appropriations</header><text>To carry out this subsection, there is authorized to be appropriated $1,000,000 for each of fiscal years 2026 through 2030.</text></paragraph></subsection><subsection id="HCFE98E131F5C44A3B2DF1BA0A4DB5278"><enum>(c)</enum><header>Vital statistics unit defined</header><text>In this section, the term <term>vital statistics unit</term> means the entity that is responsible for maintaining vital records for a State, or a political subdivision of such State, including official records of live births, deaths, fetal deaths, marriages, divorces, and annulments.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="HFAD4B278BE9C428BB898D0AA4B72C64F"><enum>3.</enum><header>Educational guidelines reports</header><subsection id="H2585647B53B640FDA6F7BF2A8D62875F"><enum>(a)</enum><header>In general</header><text>Not later than five years after the date of enactment of this Act, the Secretary of Health and Human Services shall publish on a public website of the Department of Health and Human Services a report with educational guidelines on stillbirth and stillbirth risk factors.</text></subsection><subsection id="H0F5CC433EF22429BBA4AE0A6E5CA7F22"><enum>(b)</enum><header>Contents</header><text>Such report shall include, to the extent practicable and appropriate, the guidelines issued and educational awareness materials developed under section 317L–2 of the Public Health Service Act, as added by section 2 of this Act.</text></subsection></section></legis-body></bill>
