                    Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Older Americans Act of 1965 to improve falls prevention
 research and activities, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stand Strong Falls Prevention Act</short-title></quote>.</text></section><section id="idd46d9af149804581803c8ff4e45550c7"><enum>2.</enum><header>Advisory Committee on Falls Prevention of the Administration on Aging</header><text display-inline="no-display-inline">Title II of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3011">42 U.S.C. 3011 et seq.</external-xref>) is amended by inserting after section 203A the following:</text><quoted-block id="idE526CEB80FC74AE39BC589C2A23926DB" display-inline="no-display-inline" style="OLC"><section id="id2b6af34779144f34909949dd4f7b3b7f"><enum>203B.</enum><header>Falls Prevention activities</header><subsection commented="no" display-inline="no-display-inline" id="id56f792249d7145f68e783d3ad5448984"><enum>(a)</enum><header display-inline="yes-display-inline">Advisory committee on Falls
 Prevention</header><paragraph id="ida3e969f20ade41bd8355c6600db7a2ec"><enum>(1)</enum><header>Establishment</header><text>There is established an Advisory Committee on Falls Prevention (referred to in this section as the <quote>Advisory Committee</quote>) to advise the Assistant Secretary on developing and maintaining the national plan described in paragraph (2)(A) and carrying out the assessments described in paragraph (2)(C). The Advisory Committee shall be headed by a Chair (referred to in this section as the <quote>Chair</quote>).</text></paragraph><paragraph id="idf7b4ba967e48408ea031fb16b583266c" commented="no"><enum>(2)</enum><header>Duties of the Advisory Committee</header><text>The Advisory Committee shall—</text><subparagraph id="idbabad45b31a045ed8c4de4118d9a666a" commented="no"><enum>(A)</enum><text>be responsible for, and oversee, the creation and maintenance of an integrated national plan to address falls prevention, including through accelerating the development of falls prevention programs, modalities, or interventions that aim to prevent falls and reduce the prevalence and severity of injuries resulting from falls;</text></subparagraph><subparagraph id="id80b8bf13ae2e4db7b0f799fcb1611d96" commented="no"><enum>(B)</enum><text>advise and assist the Assistant Secretary in providing information and coordination of falls prevention research and services across all Federal agencies;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idd824b0a312774c249886b1fb13103fff"><enum>(C)</enum><text>carry out the assessment under subsection (b)(2)(B), including—</text><clause commented="no" display-inline="no-display-inline" id="id1ca4770852c64c0788749e6a8a9c824f"><enum>(i)</enum><text display-inline="yes-display-inline">an assessment of—</text><subclause commented="no" display-inline="no-display-inline" id="id97dd8f0f43fa4e58805648f361b0b8f9"><enum>(I)</enum><text display-inline="yes-display-inline">all Federal efforts and programs related to falls prevention, including budget requests and approvals; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="ide48f7891ec4a4b3ab56a078d39356438"><enum>(II)</enum><text display-inline="yes-display-inline">the progress of the United States in addressing falls prevention; and</text></subclause></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4581fbeb0c5d4b2badd853c4d9c59f8f"><enum>(D)</enum><text display-inline="yes-display-inline">make recommendations, including implementation steps for priority actions, based on such assessment.</text></subparagraph></paragraph><paragraph id="idf8f79eeffff4432db5f261b93f64bbb5"><enum>(3)</enum><header>Membership</header><text>The Advisory Committee shall be comprised of the following:</text><subparagraph id="id6403b36e590d4df0975c19c896d66898"><enum>(A)</enum><header>Federal members</header><text>Members of the Advisory Committee shall include the following:</text><clause commented="no" display-inline="no-display-inline" id="idfc8759c70da144e1953ec05a82c6cea5"><enum>(i)</enum><text display-inline="yes-display-inline">One representative from each of the following agencies, appointed by the head of each such agency:</text><subclause id="id9a374e7278ab4db79eff7d65faf610ee"><enum>(I)</enum><text>The Centers for Disease Control and Prevention.</text></subclause><subclause id="ida6e43400cfa04303bfc8bd7b7a211105"><enum>(II)</enum><text>The Centers for Medicare &amp; Medicaid Services.</text></subclause><subclause id="id94155f9381ce45a1b16b7b22c2f6b9f4"><enum>(III)</enum><text>The Indian Health Service.</text></subclause><subclause id="id214a1c6af0af4ab6918ca53e45153fd7"><enum>(IV)</enum><text>The National Institutes of Health.</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id317e72ef19aa4c13be796cfca9b3720d"><enum>(V)</enum><text>The Office of the Assistant Secretary for Health.</text></subclause><subclause id="idc73982750e31468288bb8c831971230d"><enum>(VI)</enum><text>The National Science Foundation.</text></subclause><subclause id="id84cd2865cdcb4e02af652fb64293fe98"><enum>(VII)</enum><text>The Department of Veterans Affairs.</text></subclause><subclause id="id5f051e9a43ba4b07bb0474306a72023b"><enum>(VIII)</enum><text>The Food and Drug Administration.</text></subclause><subclause id="ide507af10baae4f588ef6f6804945bdfd"><enum>(IX)</enum><text>The Agency for Healthcare Research and Quality.</text></subclause><subclause id="id0bab494779264d45bcc1132bc9b27e10"><enum>(X)</enum><text>The Department of Labor.</text></subclause><subclause id="idc26cdaedfd7e43baaa90eabe09f7b882"><enum>(XI)</enum><text>The Department of Housing and Urban Development.</text></subclause><subclause id="idb98bdce7b63e4c929035b69d396573df"><enum>(XII)</enum><text>The Office of the Assistant Secretary for Planning and Evaluation of the Department of Health and Human Services.</text></subclause><subclause id="idb95274a5aef0432caa68d1bfb0741bf6"><enum>(XIII)</enum><text>The Office of Rural Development of the Department of Agriculture.</text></subclause><subclause id="idc7b506b2e69b4b0ca592dbbe9058fc57"><enum>(XIV)</enum><text>The Rehabilitation Services Administration of the Department of Education.</text></subclause><subclause id="idd8b8c3c624764d89adee63624a1615ff"><enum>(XV)</enum><text>The Weatherization Assistance Program of the Department of Energy.</text></subclause></clause><clause id="idf0123dfa8e5e40c8b75237cee188eaea"><enum>(ii)</enum><text>One designee to be assigned by the Assistant Secretary from other officials described in section 203(c)(2).</text></clause></subparagraph><subparagraph id="id248c4b9bb58f4ca2a02af839947d07b8"><enum>(B)</enum><header>Non-Federal members</header><text>Members of the Advisory Committee shall include 12 expert members from outside the Federal Government to be appointed by the Assistant Secretary, including the following:</text><clause id="id39fd1895c0694a2f8ef0260cad5c4ee5"><enum>(i)</enum><text>Two consumer advocates with demonstrated experience related to falls prevention.</text></clause><clause id="id71dfb58691d540dc869f54cd5ed048ec"><enum>(ii)</enum><text>Two health care providers with falls prevention expertise.</text></clause><clause id="id9836f09287044ed999a31bc779dee1e4"><enum>(iii)</enum><text>Two representatives of State health departments that have implemented programs specifically related to falls prevention.</text></clause><clause id="id51068253fbca42e1a877b36f99e8d908"><enum>(iv)</enum><text>Two researchers in falls prevention-related research.</text></clause><clause id="id5349f0520a8644a6ab5d38312edfd6a1"><enum>(v)</enum><text>Two caregivers that have experience with—</text><subclause commented="no" display-inline="no-display-inline" id="id83ac7e5fa411489687856daa5c32a967"><enum>(I)</enum><text display-inline="yes-display-inline">patients who fell; or</text></subclause><subclause commented="no" display-inline="no-display-inline" id="idaa593895d5c0418d9f102bc343e46ece"><enum>(II)</enum><text display-inline="yes-display-inline">falls prevention.</text></subclause></clause><clause id="id8b62ffb2ae934547a0187f9a9d98ce80"><enum>(vi)</enum><text>Two voluntary health association representatives that have demonstrated experience in patient care and research, including patient services, referral, support groups, care consultation, education, and safety services.</text></clause><clause id="id56c619c83ab3442997132a94a220e888"><enum>(vii)</enum><text>Two aging service providers with falls prevention expertise.</text></clause><clause id="idee3a1f16f4554ea3a8c2705e90f1222d"><enum>(viii)</enum><text>Two housing assistance experts that have demonstrated experience with—</text><subclause id="id7b84840077424476885253b534e26011"><enum>(I)</enum><text>research;</text></subclause><subclause id="idee33d038fa5344efb7fb15b13b399e28"><enum>(II)</enum><text>tenant or homeowner assistance; or</text></subclause><subclause id="idc20e1cec721f4ba096bab3faa25118f9"><enum>(III)</enum><text>working with housing nonprofit associations.</text></subclause></clause><clause id="idfddda6f640944bbeb737c18373f5ef1d"><enum>(ix)</enum><text>Two disability service providers that have experience with assistive technology.</text></clause><clause id="idb5fcd5f5596c448082ea7f4583bb4469"><enum>(x)</enum><text>Two State falls prevention coalition leaders.</text></clause></subparagraph><subparagraph id="ID49FC1DF7437F4D65827F32F3B59A5C61"><enum>(C)</enum><header>Chair</header><text>The Assistant Secretary shall appoint one member of the Advisory Committee to serve as Chair.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1c0810c546ba4e6392753f7ce3933880"><enum>(D)</enum><header display-inline="yes-display-inline">Period of appointment;
 vacancies</header><clause id="id074CAA8C186848F69A84BF8EB7E8B53B"><enum>(i)</enum><header>In general</header><text>A member of the Advisory Committee appointed under subparagraph (A) or (B) shall be appointed for a term of 5 years.</text></clause><clause id="id2ABA6BEF0A7647CD9CF8FFBE31E586FA" commented="no"><enum>(ii)</enum><header>Vacancies</header><text>A vacancy in the Advisory Committee—</text><subclause id="id76B0CB8404734FF6A1DF2A252ED8694F" commented="no"><enum>(I)</enum><text>shall not affect the powers of the Advisory Committee; and</text></subclause><subclause id="id484DA57A7CD74ED1BC86CBF65528ABB5" commented="no" display-inline="no-display-inline"><enum>(II)</enum><text>shall be filled in the same manner as the original appointment.</text></subclause></clause></subparagraph></paragraph><paragraph id="id6d0f0746e00f4418b1fae1abe812ede5"><enum>(4)</enum><header>Meetings</header><text>The Advisory Committee shall meet every 4 months, beginning 2 months after all initial members of the Advisory Committee have been appointed.</text></paragraph><paragraph id="idc46c769eddb941fab1b7c62170073300"><enum>(5)</enum><header>Initial report</header><subparagraph commented="no" display-inline="no-display-inline" id="id127d95522c2f4a8e9fcd3934559a1721"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text>Not later than 1 year after the date on which all initial members of the Advisory Committee have been appointed, the Advisory Committee shall provide to the Assistant Secretary and Congress—</text><clause id="id0bbc9638e83a425e8a4e5a9b295a69ff"><enum>(i)</enum><text>an initial evaluation of all federally funded efforts in programs related to falls prevention, including educational programs, home- and community-based programs, emergency medical services, and hospital or health system programs, and their outcomes;</text></clause><clause id="id4fb4a031d64e4dd39452666b20dd88e9"><enum>(ii)</enum><text>initial recommendations for priority actions to expand, eliminate, coordinate, or condense each such program based on the performance, mission, and purpose of each such program;</text></clause><clause id="id7f589b4fd3174fad9d81247134d79f4e"><enum>(iii)</enum><text>except as provided in subparagraph (C), a recommendation for developing—</text><subclause commented="no" display-inline="no-display-inline" id="idface2c35f00349968e54081147481e66"><enum>(I)</enum><text display-inline="yes-display-inline">under title XVIII of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395">42 U.S.C. 1395 et seq.</external-xref>), a pilot or demonstration program to provide—</text><item commented="no" display-inline="no-display-inline" id="id0c2f9d2234874ff7947a73fa56ffbda6"><enum>(aa)</enum><text display-inline="yes-display-inline">coverage under such title for not less than 20,000 Medicare beneficiaries of basic home modifications to reduce falls; and</text></item><item commented="no" display-inline="no-display-inline" id="idecb9222baac54fa09477af83f2be977a"><enum>(bb)</enum><text display-inline="yes-display-inline">evidence-based falls prevention programs; and</text></item></subclause><subclause commented="no" display-inline="no-display-inline" id="id46c250936fc94f6ca9535d156937625b"><enum>(II)</enum><text display-inline="yes-display-inline">under section 1115A of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1315a">42 U.S.C. 1315a</external-xref>)—</text><item commented="no" display-inline="no-display-inline" id="idc9b095b91ce44793b9129f16d9b5068d"><enum>(aa)</enum><text display-inline="yes-display-inline">a broad payment demonstration model to test coverage of basic home modifications to reduce falls; and</text></item><item commented="no" display-inline="no-display-inline" id="iddf5555662b8442ae9f95840230d05fcb"><enum>(bb)</enum><text display-inline="yes-display-inline">evidence-based falls prevention programs;</text></item></subclause></clause><clause commented="no" display-inline="no-display-inline" id="id333758473d1b4b399271a0e33bc5d67e"><enum>(iv)</enum><text>recommendations on how to increase use by providers, for patients with public or private health insurance plans, of the falls risk screening, assessment, intervention, and follow-up tool developed through the Stopping Elderly Accidents, Deaths, and Injuries (STEADI) initiative of the Centers for Disease Control and Prevention; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id24a82670f72f48428a2319086394aa07"><enum>(v)</enum><subclause commented="no" display-inline="yes-display-inline" id="id384e41c938354e2185a31bfe306ccdc9"><enum>(I)</enum><text>a report on the status and success of public education and activation campaigns related to falls prevention; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="idd538da8f7acc4df5b8d7b819a9622634" indent="up1"><enum>(II)</enum><text display-inline="yes-display-inline">recommendations for improvements for future federally-funded public education and activation campaigns related to falls prevention.</text></subclause></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2d646aa288c646b99bca7322363c8096"><enum>(B)</enum><header>Recommendations for Medicare pilot or demonstration
 programs</header><text display-inline="yes-display-inline">The recommendation described in subparagraph (A)(iii) may include—</text><clause commented="no" display-inline="no-display-inline" id="iddd29a4f6c6e547ea8137c7e7421b2184"><enum>(i)</enum><text display-inline="yes-display-inline">a recommendation on how the Administrator of the Centers for Medicare &amp; Medicaid Services could design, develop, and test a payment model under title XVIII of the Social Security Act that combines coverage of basic home modifications with services that are furnished by a qualifying provider determined by such Administrator and are furnished under a health care provider’s supervision; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idf7ae643507f742779bfeb3d93b9389ca"><enum>(ii)</enum><text display-inline="yes-display-inline">a recommendation on coverage under title XVIII of falls prevention services that are evidence-based (within the meaning of such term under section 361(a)) to improve patient care, mitigate mobility and functional deterioration in functional activities, and lower program expenditures under such title.</text></clause></subparagraph><subparagraph id="ida4a08c232c4c475abbcc0ece3f1c2fb4" commented="no"><enum>(C)</enum><header>Exception</header><text>The recommendation required under subparagraph (A)(iii) shall not be required if an Act of Congress, enacted as of the date of enactment of this section, requires the Administrator of the Centers for Medicare &amp; Medicaid Services to develop a program or payment model described in such subparagraph.</text></subparagraph></paragraph><paragraph id="IDBF35816E08534CFC835DB84FCD77111A" commented="no"><enum>(6)</enum><header>Powers of Advisory Committee</header><subparagraph id="ID78DA905C4EAE49B0AF74CB57183B6E1A" commented="no"><enum>(A)</enum><header>Hearings</header><text>The Advisory Committee may hold such hearings, sit and act at such times and places, take such testimony, and receive such evidence as the Advisory Committee considers advisable to carry out this subsection.</text></subparagraph><subparagraph commented="no" id="id385B0BF713C84647989A51A8BF846505"><enum>(B)</enum><header>Information from Federal agencies</header><clause commented="no" id="id03B4F3592AD44AC5BB98277E37F689C3"><enum>(i)</enum><header>In general</header><text>The Advisory Committee may secure directly from a Federal department or agency such information as the Advisory Committee considers necessary to carry out this subsection.</text></clause><clause commented="no" display-inline="no-display-inline" id="idEEC5F6AA1ADB46588943EF27D3AC4D94"><enum>(ii)</enum><header>Furnishing information</header><text>On request of the Chair of the Advisory Committee, the head of the department or agency shall furnish the information to the Advisory Committee.</text></clause></subparagraph><subparagraph id="ID697F1CDBA8724CB4AD225E5D97B10BD6" commented="no"><enum>(C)</enum><header>Postal services</header><text>The Advisory Committee may use the United States mails in the same manner and under the same conditions as other departments and agencies of the Federal Government.</text></subparagraph><subparagraph id="IDCC4D9C4DC9ED4F319C2D4949548B9F15" commented="no"><enum>(D)</enum><header>Gifts</header><text>The Advisory Committee may accept, use, and dispose of gifts or donations of services or property.</text></subparagraph></paragraph><paragraph id="ID5B2226B82D614F6AA60C08533C1FED30" commented="no"><enum>(7)</enum><header>Advisory Committee personnel matters</header><subparagraph id="IDF9E4CF3EA6AC4F01B81923D97C022F5A" commented="no"><enum>(A)</enum><header>Compensation of members</header><text>A member of the Advisory Committee who is not an officer or employee of the Federal Government shall be compensated at a rate equal to the daily equivalent of the annual rate of basic pay prescribed for level IV of the Executive Schedule under section 5315 of title 5, United States Code, for each day (including travel time) during which the member is engaged in the performance of the duties of the Advisory Committee.</text></subparagraph><subparagraph id="ID8AB9CAB7544542CBBCD32562861B7980" commented="no"><enum>(B)</enum><header>Travel expenses</header><text>A member of the Advisory Committee shall be allowed travel expenses, including per diem in lieu of subsistence, at rates authorized for employees of agencies under subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5, United States Code, while away from their homes or regular places of business in the performance of services for the Advisory Committee.</text></subparagraph></paragraph><paragraph id="ID771CB422D4684EF88424586CBA7942C6" commented="no"><enum>(8)</enum><header>Staff</header><subparagraph id="ID99AD8891AD904A7EBF3A1D3EE5A99435" commented="no"><enum>(A)</enum><header>In general</header><text>The Chair of the Advisory Committee may, without regard to the civil service laws (including regulations), appoint and terminate an executive director and such other additional personnel as may be necessary to enable the Advisory Committee to perform its duties, except that the employment of an executive director shall be subject to confirmation by the Advisory Committee.</text></subparagraph><subparagraph id="IDB23DD631FF0E49B589B943F8049F018B" commented="no"><enum>(B)</enum><header>Compensation</header><text>The Chair of the Advisory Committee may fix the compensation of the executive director and other personnel without regard to chapter 51 and subchapter III of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/53">chapter 53</external-xref> of title 5, United States Code, relating to classification of positions and General Schedule pay rates, except that the rate of pay for the executive director and other personnel may not exceed the rate payable for level V of the Executive Schedule under section 5316 of that title.</text></subparagraph></paragraph><paragraph id="IDA9D71553FE6B470ABBF61FBF5DCE8D94" commented="no"><enum>(9)</enum><header>Detail of government employees</header><text>A Federal Government employee may be detailed to the Advisory Committee without reimbursement, and such detail shall be without interruption or loss of civil service status or privilege.</text></paragraph><paragraph id="IDD761928855434025A0BC6D8D636885FE" commented="no" display-inline="no-display-inline"><enum>(10)</enum><header>Procurement of temporary and intermittent services</header><text>The Chair of the Advisory Committee may procure temporary and intermittent services under section 3109(b) of title 5, United States Code, at rates for individuals that do not exceed the daily equivalent of the annual rate of basic pay prescribed for level V of the Executive Schedule under section 5316 of that title.</text></paragraph><paragraph id="idA064A958AE654DC5BBA0CBC06A9F9192"><enum>(11)</enum><header>Coordination of public education campaigns</header><text display-inline="yes-display-inline">The Director shall share recommendations developed by the Advisory Committee with entities that receive Federal funding for public education campaigns relating to falls prevention, including under section 393D(a) of the Public Health Service Act (42 U.S.C. 280b–1f(a)).</text></paragraph><paragraph id="idfd8fd88209174b46ac1674ef93b40430"><enum>(12)</enum><header>Termination</header><text>The Advisory Committee shall terminate on the date that is 10 years after the date on which all initial members are appointed.</text></paragraph></subsection><subsection id="id6946f9aee56d47d79813ee4ae924b653"><enum>(b)</enum><header>Reports relating to falls prevention</header><paragraph commented="no" display-inline="no-display-inline" id="id967aeaeb41f347d882e889f2bfc1d886"><enum>(1)</enum><header display-inline="yes-display-inline">Data sharing</header><text>Agencies within the Department of Health and Human Services, and other Federal agencies, that have data relating to falls prevention shall share such data with the Assistant Secretary, to enable the Assistant Secretary to complete the reports under paragraph (2).</text></paragraph><paragraph id="idf9c3399c781640498e89336b16b7e9e7"><enum>(2)</enum><header>Regular reports</header><text>The Assistant Secretary shall submit to Congress a report, not later than 1 year after the date of enactment of the <short-title>Stand Strong Falls Prevention Act</short-title> and every 4 years thereafter, that includes—</text><subparagraph commented="no" display-inline="no-display-inline" id="idce489b39d9784b329d82f05d1c88c095"><enum>(A)</enum><text display-inline="yes-display-inline">an evaluation of all federally funded programs and efforts in falls prevention (including education programs, home and community-based programs, and hospital programs and any such programs or efforts included in budget requests and approvals), including an evaluation with respect to the outcomes (including program performance), mission, and purpose of such programs related to falls prevention;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3B6C0CE1FD434397BE8880D8B015438D"><enum>(B)</enum><text display-inline="yes-display-inline">an assessment of the progress of the United States in addressing falls prevention, as reported by the Advisory Committee under subsection (a)(2)(B);</text></subparagraph><subparagraph id="idfaf2c952fe464517a57fe3a0dc188657"><enum>(C)</enum><text>an evaluation of the implementation of any pilot or demonstration program or model recommended under subsection (a)(5)(B) or any other pilot or demonstration program described in such subsection that has otherwise been initiated by the Administrator of the Centers for Medicare &amp; Medicaid Services;</text></subparagraph><subparagraph id="idae3c62c0013c4f0fad08c0dee1ad6a58"><enum>(D)</enum><text>a description of the outcomes of the recommendations of the Advisory Committee under subsection (a)(5), including priorities, if necessary, through an updated national plan under subsection (a)(2)(A);</text></subparagraph><subparagraph id="id857a3c6191f24406a4893aff48e18f9d"><enum>(E)</enum><text>recommendations, based on the evaluations, assessment, and outcomes described in subparagraphs (A) through (D), for—</text><clause id="id682e7e9a82214ff6bb75f2c24b3ed34b"><enum>(i)</enum><text>priority actions to—</text><subclause id="iddc37c3e1f596483c9c4ddf4426f7b20b"><enum>(I)</enum><text>reduce the financial impact of falls on expenditures under the Medicare program under title XVIII of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395">42 U.S.C. 1395 et seq.</external-xref>), the Medicaid program under title XIX of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396">42 U.S.C. 1396 et seq.</external-xref>), and other federally funded programs through falls prevention initiatives; and</text></subclause><subclause id="idf0ab48d4c0e2425484fe4b33880bf87b"><enum>(II)</enum><text>improve health outcomes through such initiatives;</text></subclause></clause><clause id="idf4a02d0fef7c4c81bd593e2728f22f89"><enum>(ii)</enum><text>priority actions to improve screening, referral, and interventions to address falls prevention;</text></clause><clause id="ida58fcba02d53469da95d470e29f472ef"><enum>(iii)</enum><text>expanding pilot or demonstration programs or models described in subsection (a)(5)(B) towards implementation on a nationwide basis in accordance with section 1115A(c) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1315a">42 U.S.C. 1315a(c)</external-xref>) by 2030; and</text></clause><clause id="id4e36dec3b99f4c0e861bec7223bff066"><enum>(iv)</enum><text>steps to implement each recommendation described in this paragraph; and</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3E4E61A360AC4DD7922B211C94E93AA8"><enum>(F)</enum><clause commented="no" display-inline="yes-display-inline" id="id7493A7A2717948D4A6795F0096438B11"><enum>(i)</enum><text>a report on the status and success of public education campaigns related to falls prevention; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idEE82DED68A214188843D61285C21058D" indent="up1"><enum>(ii)</enum><text display-inline="yes-display-inline">recommendations for improvements for future federally-funded public education campaigns related to falls prevention.</text></clause></subparagraph></paragraph></subsection><subsection id="idb137a5c4d9b3467f9398409afaface5b" commented="no" display-inline="no-display-inline"><enum>(c)</enum><header>Funding</header><paragraph commented="no" display-inline="no-display-inline" id="id34b6aa1b4bcc422e91d47a4ea0a6b7ae"><enum>(1)</enum><header display-inline="yes-display-inline">Authorization of
