which was read twice and referred to the <committee-name committee-id="SSBK00">Committee on Banking, Housing, and Urban Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To improve safety on transit systems.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Transit Crime Reporting Act of 2025</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id20ff47437bae4fdc974d632890cc99e8"><enum>2.</enum><header>Annual report on transit crime</header><subsection commented="no" display-inline="no-display-inline" id="id0d2efe4afbc74d7d8713be271639624a"><enum>(a)</enum><header display-inline="yes-display-inline">Definition</header><text>In this section, the term <term>federally funded transit system</term> means a transit system that receives amounts—</text><paragraph commented="no" display-inline="no-display-inline" id="ida6a84b1048714bed8dd149c267e48fb0"><enum>(1)</enum><text display-inline="yes-display-inline">authorized to be appropriated under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/53">chapter 53</external-xref> of title 49, United States Code; or</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6ef4f37ce507422ea30861065bf9f9e2"><enum>(2)</enum><text>appropriated under the heading <quote><header-in-text style="appropriations" level="appropriations-intermediate">Federal Transit Administration</header-in-text></quote> under the heading <quote><header-in-text style="appropriations" level="appropriations-major">Department of Transportation</header-in-text></quote> in title VIII of division J of the Infrastructure Investment and Jobs Act (<external-xref legal-doc="public-law" parsable-cite="pl/117/58">Public Law 117–58</external-xref>; 135 Stat. 1437).</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id90bde7d8407c48e79b75083e201b7392"><enum>(b)</enum><header display-inline="yes-display-inline">Annual report</header><text display-inline="yes-display-inline">Not later than 90 days after the date of enactment of this Act, and not later than January 1 of each year thereafter, the Secretary of Transportation shall submit to the Committee on Banking, Housing, and Urban Affairs of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives a report on all crime occurring on federally funded transit systems that transit agencies are required to report to the National Transit Database, disaggregated by violent and non-violent crime.</text></subsection></section><section id="ide1406754d1764f14b8468c54515ab03e"><enum>3.</enum><header>Task force</header><subsection commented="no" display-inline="no-display-inline" id="id5b27ef7551c646b79d2556c607f1975a"><enum>(a)</enum><header>Definitions</header><text>In this section—</text><paragraph commented="no" display-inline="no-display-inline" id="id712ccbe5c73547558ba75c88988c7b13"><enum>(1)</enum><text display-inline="yes-display-inline">the term <term>Administrator</term> means the Administrator of the Federal Transit Administration; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4bbaee4b46ff41b69f99b2dae1353bda"><enum>(2)</enum><text>the term <term>Task Force</term> means the task force established under subsection (b).</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id84684da0ac934a508c72b2bb6d335bf9"><enum>(b)</enum><header display-inline="yes-display-inline">Establishment</header><text>The Administrator of the Federal Transit Administration shall establish a task force to provide recommendations for enhancing safety on transit systems.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="idc3d7b4eb361847039dbe5b398597c62e"><enum>(c)</enum><header>Membership</header><text>The Task Force shall consist of—</text><paragraph commented="no" display-inline="no-display-inline" id="id262dcb35adcb4ba3a329989d048c5ded"><enum>(1)</enum><text>the Administrator, who shall serve as chair of the Task Force; and</text></paragraph><paragraph id="id1a47be50b9074b95b019b771f7be3019"><enum>(2)</enum><text>12 members appointed by the Administrator, of whom—</text><subparagraph commented="no" display-inline="no-display-inline" id="id7d1aafee84384cf5ac233d052c36ffa2"><enum>(A)</enum><text>5 shall be leaders of 5 different transit agencies, of varying geographical diversity and locales, including urban, rural, and suburban areas, or their designees;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id78806d8f2669425fb98480c92aba8dc4"><enum>(B)</enum><text>3 shall be representatives of law enforcement agencies;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id13f496b34e0f40458ecc260ff47beb97"><enum>(C)</enum><text>2 shall be transit employee representatives, who shall be from different transit agencies than those led by the members appointed under subparagraph (A); and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc6a7a23ec7ce4630969427187022dddd"><enum>(D)</enum><text>2 shall be representatives of national transit associations.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id3b007a08af344dce995cecbaf826c88c"><enum>(d)</enum><header>Reports</header><paragraph commented="no" display-inline="no-display-inline" id="id3b1d7561f7154339b8659006d626caad"><enum>(1)</enum><header display-inline="yes-display-inline">Interim report</header><text>Not later than 1 year after the date of enactment of this Act, the Task Force shall submit an interim report to Congress.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4c13258fb254420fa5192d491eeea387"><enum>(2)</enum><header display-inline="yes-display-inline">Final report with recommendations</header><text>Not later than 2 years after the date of enactment of this Act, the Task Force shall submit to Congress a report containing recommendations on ways that the Federal Government, through deregulatory, regulatory, or legislative action, can empower stakeholders to enhance safety on transit systems.</text></paragraph></subsection><subsection id="id9da1ae83b9fd4e31aec032bd87b46295"><enum>(e)</enum><header>Applicability of Federal advisory committee requirements</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/10">Chapter 10</external-xref> of title 5, United States Code, shall apply to the Task Force.</text></subsection></section></legis-body></bill>
