II 119th CONGRESS 1st Session S. 2789 IN THE SENATE OF THE UNITED STATES September 11, 2025 Mr. Sheehy introduced the following bill; which was read twice and referred to the Committee on Commerce, Science, and Transportation A BILL To amend title 23, United States Code, to modify the percentage of highway safety program funds required to be spent by political subdivisions, and for other purposes.

Short title

This Act may be cited as the Rural Safety Administration Flexibility Act.

Highway safety programs

Section 402(b) of title 23, United States Code, is amended— (1) in paragraph (1)(C), by inserting (or, in the case of a rural State, 20 percent) after 40 percent; and (2) by adding at the end the following: (3)

Definition of rural State

In this subsection, the term rural State means any State, the population density of which is below the national average (as determined based on data from the most recent decennial Census). .
