            <enum>1.</enum>
            <header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>American Energy Security Act of 2025</short-title></quote>.</text>
        </section>
        <section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id5ca4ae463c4a4673b5f175591dd187a9">
            <enum>2.</enum>
            <header display-inline="yes-display-inline">Natural gas distribution pipeline
                infrastructure safety and modernization grants</header>
            <subsection commented="no" display-inline="no-display-inline" id="idd070410f1ec7426b8705a40be10593d3">
                <enum>(a)</enum>
                <header>In general</header>
 <text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/601">Chapter 601</external-xref> of title 49, United States Code, is amended by adding at the end the following:</text>

                    <section commented="no" display-inline="no-display-inline" id="idf3998e45961941b3a89192a3d9c80339">
                        <enum>60144.</enum>
                        <header>Natural gas distribution pipeline infrastructure safety and
                            modernization grants</header>
                        <subsection id="id36f0c1c5c3384f99a781549fcc11a9f6">
                            <enum>(a)</enum>
                            <header>In general</header>
 <text>The Secretary may provide grants to assist publicly owned natural gas distribution pipeline systems in—</text>
                            <paragraph id="id10001555e6e44e2b92b3bb3a5d79d01b">
                                <enum>(1)</enum>
 <text>reducing unintentional leaks;</text> </paragraph> <paragraph id="idef0fe5d4f44c4c18be1836044e771fa5"> <enum>(2)</enum> <text>reducing incidents and fatalities associated with pipeline facility safety incidents; and</text>
                            </paragraph>
                            <paragraph id="id8b1fee003e344b27a11c73290361eb33">
                                <enum>(3)</enum>
 <text>accommodating the safe transportation of alternative energy sources.</text>
                            </paragraph>
                        </subsection>
                        <subsection id="idb3a2f06c143d47bdbe8138f13a0f2be1">
                            <enum>(b)</enum>
                            <header>Eligible entities</header>
 <text display-inline="yes-display-inline">An entity eligible to receive a grant under this section is a utility owned by—</text>
                            <paragraph id="id5e91cdc0603c407e896322858d32104d">
                                <enum>(1)</enum>
 <text>a community; or</text> </paragraph> <paragraph id="id7fe81a0deac749c1ad6dfeba25171b9c"> <enum>(2)</enum> <text>a municipality.</text>
                            </paragraph>
                        </subsection>
                        <subsection commented="no" display-inline="no-display-inline" id="idb6e8d40a343a4751a6a3b78f0e85a3c9">
                            <enum>(c)</enum>
                            <header>Applications</header>
 <text>An eligible entity desiring a grant under this section shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require, including a description of the projects or activities proposed to be funded by the grant.</text>
                        </subsection>
                        <subsection id="idfb343bffbb65405eb8b9edb9d17a7020">
                            <enum>(d)</enum>
                            <header>Uses</header>
 <text>A grant provided under this section may be used—</text> <paragraph id="id11b1c53ece27410d933889dc106ad699"> <enum>(1)</enum> <text>to repair, rehabilitate, or replace a natural gas distribution pipeline system or portions of a natural gas distribution pipeline system; or</text>
                            </paragraph>
                            <paragraph id="ide1845580a558458090e7b9882ee5b835">
                                <enum>(2)</enum>
 <text>to acquire equipment.</text> </paragraph> </subsection> <subsection id="idc9e753e855894f2a98a2c7405178b59a"> <enum>(e)</enum> <header>Considerations</header> <text>The Secretary shall establish procedures for awarding grants under this section that take into consideration—</text>
                            <paragraph id="id5e842336688d4eb99270824d1fd08f3a">
                                <enum>(1)</enum>
 <text>the risk profile of the existing pipeline system operated by the applicant, including the presence of pipe prone to leakage; and</text>
                            </paragraph>
                            <paragraph id="idf18cdecf41b84db49deec7ed21e0fe5b">
                                <enum>(2)</enum>
 <text>the potential of the projects or activities proposed to be funded by the grant for—</text>
                                <subparagraph commented="no" display-inline="no-display-inline" id="idf2d3c1018fad4cdb80bcad3d3fe8acfd">
                                    <enum>(A)</enum>
 <text display-inline="yes-display-inline">creating jobs; and</text>
                                </subparagraph>
                                <subparagraph id="id1eb4214d59314b9b8dd77604180f94c1">
                                    <enum>(B)</enum>
 <text>benefitting disadvantaged rural or urban communities; and</text>
                                </subparagraph>
                            </paragraph>
                            <paragraph id="id114c67915ac54eb2a11f3c692c1eca30">
                                <enum>(3)</enum>
 <text>the expected economic impact of, or economic growth resulting from, the projects or activities proposed to be funded by the grant.</text>
                            </paragraph>
                        </subsection>
                        <subsection id="idc114f0b81e7a47d1b59a2003647b7e91">
                            <enum>(f)</enum>
                            <header>Limitations</header>
                            <paragraph commented="no" display-inline="no-display-inline" id="id8719001b20be4e0db1580c1763d939dc">
                                <enum>(1)</enum>
                                <header>Awards to a single utility</header>
 <text display-inline="yes-display-inline">The Secretary may not award more than 12.5 percent of the total amount made available to carry out this section to a single eligible entity described in subsection (b).</text>
                            </paragraph>
                            <paragraph commented="no" display-inline="no-display-inline" id="id4070370bf6c64ab2a4116a02d97b4e2c">
                                <enum>(2)</enum>
                                <header>Administrative expenses</header>
 <text>Not more than 2 percent of the amounts appropriated under subsection (i)(1) for a fiscal year may be used by the Secretary for the administrative costs of carrying out this section.</text>
                            </paragraph>
                        </subsection>
                        <subsection id="idb1b6deb0b7014b38b5e0b12a05573522">
                            <enum>(g)</enum>
                            <header>Congressional notification</header>
 <text>Not later than 3 days before the date on which the Secretary publishes the selection of projects and activities for which a grant will be provided under this section, the Secretary shall submit to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives a written notice that includes—</text>
                            <paragraph id="idd9997538ffbd43318b4fe184ff9c7251">
                                <enum>(1)</enum>
 <text>a list of all applications reviewed by the Secretary as part of the selection process; and</text>
                            </paragraph>
                            <paragraph id="id56a94153ce0142dabdd84f14bb32b978">
                                <enum>(2)</enum>
 <text>a report that describes each project or activity for which a grant will be provided under this section for that round of selection.</text>
                            </paragraph>
                        </subsection>
                        <subsection id="ida233b314d08c42f4bd32969c0618ed3e">
                            <enum>(h)</enum>
                            <header>Additional requirements</header>
 <text>Each project or activity for which a grant is provided under this section shall achieve compliance with the applicable requirements of—</text>
                            <paragraph id="ide7956b3fe6e8497488b01a9718e08af1">
                                <enum>(1)</enum>
 <text>title VI of the Civil Rights Act of 1964 (<external-xref legal-doc="usc" parsable-cite="usc/42/2000d">42 U.S.C. 2000d et seq.</external-xref>); and</text>
                            </paragraph>
                            <paragraph id="idfa7180bb59fc4cb99db52331990d6c0a">
                                <enum>(2)</enum>
 <text>the National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>).</text>
                            </paragraph>
                        </subsection>
                        <subsection id="idc98689ec800848d6b50c44c263262604">
                            <enum>(i)</enum>
                            <header>Funding</header>
                            <paragraph commented="no" display-inline="no-display-inline" id="id1682ff85f0cc4c22a3b61be25f2c4f63">
                                <enum>(1)</enum>
                                <header>Authorization of appropriations</header>
 <text display-inline="yes-display-inline">There is authorized to be appropriated to the Secretary to carry out this section $200,000,000 for each of fiscal years 2026 through 2029, to remain available until expended. </text>
                            </paragraph>
                            <paragraph commented="no" display-inline="no-display-inline" id="id43ce8502071444168396fa8535cb0737">
                                <enum>(2)</enum>
                                <header>Requirement</header>
 <text display-inline="yes-display-inline">Any amounts used to carry out this section—</text>
                                <subparagraph commented="no" display-inline="no-display-inline" id="ideffcb45807714ac882d59cbc0460e2eb">
                                    <enum>(A)</enum>
 <text display-inline="yes-display-inline">shall be derived from general revenues; and</text>
                                </subparagraph>
                                <subparagraph commented="no" display-inline="no-display-inline" id="idbf57449a743646fa87fdaa51413edfb4">
                                    <enum>(B)</enum>
 <text display-inline="yes-display-inline">shall not be derived from user fees collected under section 60301.</text>
                                </subparagraph>
                            </paragraph>
                        </subsection>
