        <official-title>To amend title 10, United States Code, to authorize the Secretary of Defense
            to conduct or support capacity-building programs for foreign security forces to counter
            illegal, unreported, and unregulated fishing, and for other purposes.</official-title>

            <enum>1.</enum>
            <header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Helping Allies Respond to Piracy, Overfishing, and Oceanic Negligence Act</short-title></quote> or the <quote><short-title>HARPOON Act</short-title></quote>.</text>
        </section>

            <enum>2.</enum>
            <header>Definitions</header>
 <text display-inline="no-display-inline">In this Act:</text> <paragraph commented="no" display-inline="no-display-inline" id="id31444b36f66147178663d456c0fc482a"> <enum>(1)</enum> <header>Commandant</header> <text>The term <term>Commandant</term> means the Commandant of the Coast Guard.</text>
            </paragraph>
            <paragraph commented="no" display-inline="no-display-inline" id="id3adfdeffd5624d879b89275f5e57d55f">
                <enum>(2)</enum>
                <header display-inline="yes-display-inline">Illegal, unreported, and unregulated
                    fishing; IUU fishing</header>
 <text display-inline="yes-display-inline">The terms <term>illegal, unreported, and unregulated fishing</term> and <term>IUU fishing</term> means activities described as illegal fishing, unreported fishing, or unregulated fishing in paragraph 3 of the International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing, adopted at the 24th Session of the Committee on Fisheries in Rome on March 2, 2001.</text>

                <enum>(3)</enum>
                <header>Secretary</header>
 <text>The term <term>Secretary</term> means the Secretary of the Navy.</text> </paragraph> </section> <section id="id4537ac5b308e4b8087af06e1bda2580f"> <enum>3.</enum> <header>Modification of authority to build capacity of foreign security forces</header> <text display-inline="no-display-inline">Section 333(a) of title 10, United States Code, is amended by adding at the end the following new paragraph:</text>

                    <enum>(10)</enum>
 <text>Counter-illegal, unreported, and unregulated fishing operations.</text> </paragraph> <after-quoted-block>.</after-quoted-block> </quoted-block> </section> <section id="id644ea75a8da0410d975b9d81c7ca12ab"> <enum>4.</enum> <header>Counter-IUU fishing program enhancement</header> <subsection commented="no" display-inline="no-display-inline" id="idf16157423826419fac3375df2ab8a6c6"> <enum>(a)</enum> <header display-inline="yes-display-inline">In general</header> <text>The Secretary and the Commandant shall seek to engage with foreign partners to establish joint patrols to enhance counter-IUU fishing efforts, combat transnational crime, and enhance regional security.</text>
            </subsection>
            <subsection id="id5a528774eac346ba9dfa52cfecf8747f">
                <enum>(b)</enum>
                <header>Report</header>
                <paragraph commented="no" display-inline="no-display-inline" id="id2a794e2d74574e44adda39e914cf5662">
                    <enum>(1)</enum>
                    <header>In general</header>
 <text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, and annually thereafter, the Secretary and the Commandant shall jointly submit to the appropriate committees of Congress a report on engagements with foreign partners under subsection (a), including—</text>
                    <subparagraph commented="no" display-inline="no-display-inline" id="id485f2a97250f49968b104548b0a88601">
                        <enum>(A)</enum>
 <text display-inline="yes-display-inline">an identification of specific regions and countries interested in increased cooperation;</text>
                    </subparagraph>
                    <subparagraph id="id461c7f24945a42079fd56d2a60964fc3">
                        <enum>(B)</enum>
 <text>a description of any limitations on enhanced partnerships due to insufficient resources;</text>
                    </subparagraph>
                    <subparagraph id="id67531962aea74ab7aa524f1a46f87704">
                        <enum>(C)</enum>
 <text>recommendations for increased program effectiveness;</text> </subparagraph> <subparagraph id="id9f73cac568b24ffd802a08246a1bb191"> <enum>(D)</enum> <text>an assessment of the effectiveness of ongoing partner operations; and</text>
                    </subparagraph>
                    <subparagraph id="id4c1a4e99164d459bbcc754e1233a8aa9">
                        <enum>(E)</enum>
 <text>any other information the Secretary and the Commandant consider appropriate.</text>
                    </subparagraph>
                </paragraph>
                <paragraph commented="no" display-inline="no-display-inline" id="id160f09060a8d4c308140130977e11b2d">
                    <enum>(2)</enum>
                    <header>Appropriate committees of Congress defined</header>
 <text>In this subsection, the term <term>appropriate committees of Congress</term> means—</text>
                    <subparagraph commented="no" display-inline="no-display-inline" id="ide181f9495e534b9caf67e40990ee50b4">
                        <enum>(A)</enum>
 <text display-inline="yes-display-inline">the Committee on Commerce, Science, and Transportation and the Committee on Armed Services of the Senate; and</text>
                    </subparagraph>
                    <subparagraph commented="no" display-inline="no-display-inline" id="id4f99b3ef604847e0b0d80d33789ed024">
                        <enum>(B)</enum>
 <text display-inline="yes-display-inline">the Committee on Science, Space, and Technology and the Committee on Armed Services of the House of Representatives.</text>
                    </subparagraph>
                </paragraph>
            </subsection>
